The Property is located immediately next to the proposed Connecticut Avenue Purple Line Station. Under the redevelopment plan, existing garden apartments on the Property will be replaced with 62 townhouses and approximately 200 multi-family high-rise residential units. The plan recommends replacing lower-scale, single-use, automobileoriented development with medium-scale, mixed-use, and transit-, bicycle-, and pedestrian-oriented development, including affordable housing, that is compatible with the character of the surrounding community. It also ensures compatibility between existing/proposed development adjacent to the proposed Purple Line transitway station as well as Capital Crescent Trail (CCT), and recommends over 1.0 million SF of mixed-use density. The sector plan recommendations included new internal roadway connections, trails, sidewalks, and bike paths for plan area connectivity to the proposed station, Capital Crescent Trail, public amenities, and necessary traffic analysis to justify additional density within the area. It included recommendations to create two new public open spaces, increase tree canopy, and protect the Coquelin Run stream valley. The planning process related to this sector plan involved extensive coordination between the City of Takoma Park, Montgomery and Prince George s County Planning Departments and Departments of Transportation, Maryland State Highway Administration (SHA), Maryland Transit Administration (MTA), and bicycle, pedestrian, transit, and business advocacy organizations. The plan focuses on improving area pedestrian safety, creating new connections to public transportation, broadening the range of housing opportunities, preserving existing affordable housing, and strengthening economic opportunities for local, ethnically-diverse small businesses. The adopted plan includes a network of circulatory streets (created for efficient traffic circulation) within the plan area core as well as new pedestrian/bikeway/trail links to improve safety, mobility, network redundancy, and to reduce overall area-wide traffic congestion. The centerpiece of the new plan is a first of its kind recommendation for cycle-tracks along both sides of University Boulevard in Montgomery and Prince Georges Counties.
