The Red Clay Valley Scenic Byway is comprised of a network of 28 secondary roads within the Red Clay Creek Watershed known for its scenic, natural, and historical resources. The objective of the Red Clay Valley Scenic Design Overlay Standards project is to build on the strategies presented in the Red Clay Valley Corridor Management Plan (CMP) as they pertain to management of future land use functions development and redevelopment within the area. The approach to the project will involve Context Sensitive Design (CSD) strategies as well as restoration/ enhancement efforts that will include refinements to the UDC. 3 Sample Transportation Planning/Traffic Engineering Project Chevy Chase Lake Residential Development (February 2013 Ongoing) EYA/Housing Opportunities Commission (HOC) Traffic Impact Study/Transportation Planning Consultant Prepare traffic impact study for regulatory review, provide transportation planning input based on relevant master plan documents, provide coordination with regulatory agencies EYA and Housing Opportunities Commission (HOC) of Montgomery County are jointly redeveloping a 4.7-acre property ( Property ) located along Chevy Chase Lake Drive in Chevy Chase, MD. The Property is located immediately next to the proposed Connecticut Avenue Purple Line Station. The Property is currently developed with 68 garden apartments and has sole access to Chevy Chase Lake Drive. Under the redevelopment plan, existing garden apartments on the Property will be replaced with 62 townhouses and approximately 200 multi-family high-rise residential units. The project will involve dedication and construction of the section of a master-planned street within the Property (as recommended in the Chevy Chase Lake Sector Plan to connect Chevy Chase Lake Drive to the south with Manor Road to the north) and will include adequate pedestrian/bicyclist connections to the proposed Purple Line station. Access to the townhouse portion of the development will be oriented towards Chevy Chase Lake Drive and access to the multi-family portion of the development will be oriented towards Private Street A. The church property ( Property ) is currently developed with a house of worship/ sanctuary ( Church ) and the Mount Jezreel Christian School ( School ), which currently has 33 students enrolled in grades Pre-K through 6. Mount Jezreel Baptist Church and Mission First Housing Group have filed a preliminary plan application to obtain approval for a 75-unit rental senior housing development on some vacant land on the Property. The Property currently consists of parcels P160 and P213 and a portion of existing, unimproved Malibu Drive right-of-way. The preliminary plan proposes to create two lots Lot 1 and Lot 2 with the proposed senior housing development to be located on Lot 1 and the existing Church and School to be located on Lot 2. As part of this preliminary plan, Mount Jezreel Baptist Church is also seeking approval for the existing Mount Jezreel Christian School on the Property to enroll up to 80 students. Access to the Property will continue to be provided to University Boulevard East. The land use and transportation recommendations reflect the location of Chevy Chase Lake area mid-way between the Silver Spring and Bethesda CBDs, and its proximity to Walter Reed National Military Medical Center (NMMC) and National Institutes of Health (NIH). The plan recommends replacing lower-scale, single-use, automobileoriented development with medium-scale, mixed-use, and transit-, bicycle-, and pedestrian-oriented development, including affordable housing, that is compatible with the character of the surrounding community. It also ensures compatibility between existing/proposed development adjacent to the proposed Purple Line transitway station as well as Capital Crescent Trail (CCT), and recommends over 1.0 million SF of mixed-use density. The sector plan recommendations included new internal roadway connections, trails, sidewalks, and bike paths for plan area connectivity to the proposed station, Capital Crescent Trail, public amenities, and necessary traffic analysis to justify additional density within the area. It included recommendations to create two new public open spaces, increase tree canopy, and protect the Coquelin Run stream valley. The planning process related to this sector plan involved extensive coordination between the City of Takoma Park, Montgomery and Prince George s County Planning Departments and Departments of Transportation, Maryland State Highway Administration (SHA), Maryland Transit Administration (MTA), and bicycle, pedestrian, transit, and business advocacy organizations. The plan consists of new locally-relevant zoning, multimodal connectivity (LRT, BRT, local/regional transit, bikeway, trail, and sidewalk), accessibility, urban design, and environmental sustainability recommendations. The plan focuses on improving area pedestrian safety, creating new connections to public transportation, broadening the range of housing opportunities, preserving existing affordable housing, and strengthening economic opportunities for local, ethnically-diverse small businesses. The adopted plan includes a network of circulatory streets (created for efficient traffic circulation) within the plan area core as well as new pedestrian/bikeway/trail links to improve safety, mobility, network redundancy, and to reduce overall area-wide traffic congestion. The centerpiece of the new plan is a first of its kind recommendation for cycle-tracks along both sides of University Boulevard in Montgomery and Prince Georges Counties. The plan also included recommendations to create new public open spaces, and increase tree canopy. The plan recommendations included bridging the east-west divide within the Long Branch community through new roadway/ pedestrian/bikeway connections and linkages, extending the cycletracks proposed along University Boulevard (MD 193) within the Takoma-Langley Crossroads (TLC) sector plan area to the Long Branch plan area, connecting three major north-south regional trails in the immediate area (Northwest Branch Trail, Long Branch Trail, and Sligo Creek Trail) with a new east-west trail link, proposing creative intersection capacity improvement/traffic circulation solutions, and ensuring safe pedestrian, bikeway, and motorized access to area library, recreation center/pool, elementary schools, parks, and a historic resource. The plan also focuses on broadening housing opportunities, preserving existing affordable housing, and strengthening economic opportunities for local, ethnically-diverse small businesses.
