GREATER MANCHESTER TRANSPORT STRATEGY 2040
Planning for Journeys Not Modes: People and Place Focused Approach
GMSF Public health Clean air Streets for All Congestion Bus reform Cycling & Walking
Streets for All Strategy Proposed key objective To design streets which balance the movement of people and goods with the creation of more peoplefriendly places. Streets are the social, political and commercial arteries of cities. A city whose streets invite people to walk, bike, and sit along them also inspires people to innovate, invest, and stay for good They must be designed to encourage street life, economy and culture. Janette Sadik-Kahn and Seth Solomonow (2017), Streetfight, p.3
Streets for All
Streets for All Strategy Proposed Network Ambitions for Movement of People and Goods Attractive and inclusive walking environment Comprehensive and consistent cycle network Reliable and accessible bus network Reliable freight access routes Make best use of existing highways infrastructure Harness new mobility innovations
Streets for All Strategy Attractive and inclusive walking environment We want to create an environment where: Walking is the natural choice for everyday travel Streets are attractive places where people want to spend time There is space on our footways for everyone to walk in comfort
Streets for All Strategy Comprehensive and consistent cycle network We want to create a network where: People can reach more everyday destinations easily and safely by bike Cycle infrastructure is of a consistent and high quality standard Cycling is widely considered to be a safe and secure travel option

It works! Oxford Road/Wilmslow Road 929,610 bike journeys in first year (2017) Year to date 2018 c20% up on 2017 Currently regularly more than 4,000 bike journeys per day approaching 3 times prescheme levels

GMSF The Story So Far
Greater Manchester Vision and Objectives
An integrated, strategic and spatial strategy Housing Strategy Economic Development Strategy Environment Strategy Strategic Spatial Strategy Infrastructure Strategy
Different plans, different scales same aim The purpose of the planning system is to contribute to the achievement of sustainable development through: National Planning Policy Framework - sets out the Government s planning policies for England and how these should be applied. Greater Manchester Spatial Framework - sets out an overall strategy for the pattern, scale and quality of development. Local Plans - A plan for the future development of an individual district. Neighbourhood Plans - plan prepared by a parish council or neighbourhood forum for a designated neighbourhood area.
Fundamental Questions What does sustainable development mean for Greater Manchester? Economic, social and environmental objectives are interdependent and need to be pursued in mutually supportive ways (so that opportunities can be taken to secure net gains across each of the different objectives): What will Greater Manchester look like in 20 years? Where will we live and work? How will we move around? How will we achieve a net environmental gain? How successful will our economy be? How equitable and inclusive will we be? What will be our place in the world? Why is good growth necessary?
Greater Manchester s Glorious but Grubby Past From this foul drain the greatest stream of human industry flows out to fertilize the whole world. From this filthy sewer gold flows. Here humanity attains its most complete development and its most brutish, here civilisation works its miracles and civilised man is turned almost into a savage Alexis de Tocqueville, Journeys to England & Ireland
Reflecting on the Journey so far..
Population Density
How does new development plug into Active Travel and beelines so we don t have to retro fit in the future? Do we want a detailed design guide for localities? Will all LA s sign up to one? Who would contribute to this, what would it cover? Is it statutory? How do we ensure it is applied?
Summary and Next Steps.. Thank you for attending
I pledge to push active design through the local plan Encourage a design guidance to be adopted for Stockport Speaker to individual LA s about active design Tameside Active Streets Design Guide I pledge to encourage on-site open space & connectivity in pre-app discussions I pledge to get green infrastructure fully integrated into Beelines & Gm Moving thanks great event!
