22 FIRM UNDERSTANDING STATEMENT OF UNDERSTANDING: URBAN STORMWATER MANAGEMENT PRACTICES The goal of the stormwater protection measures is to treat runoff by passing flows through systems where bioactivity breaks down and absorbs pollutants. Vegetated swales are commonly used to accomplish this goal. In a vegetated swale, runoff passes through grasses that are allowed to grow to a height of about 6 inches. Once constructed, the system requires little maintenance. The vegetated swale should include an underdrain that consists of the placement of perforated pipes under the vegetated area, allowing infiltration and filtration to occur within a sand layer. Storm water can also be treated by way of soil infiltration, detention and settling, and mechanical filtration through media. In general, mechanical treatment is discouraged. Disadvantages include, (1) breeding of mosquitoes in stagnant waters within the treatment device, and (2) discharge of dissolved pollutants following settlement in the device. At this time swirl separators are not considered treatment with out a second method of treatment listed above. CONTINUOUS SIMULATION HYDROLOGIC MODELS Continuous simulation hydrologic modeling consist of: Storm water generation, collection, detention, release to downstream systems, analysis of downstream systems into storm drain systems, creeks, rivers or conduits and final release to receiving bodies (Such as San Francisco Bay). Generation using a modeling software like HEC-1 or HEC-HMS will model catchment, times of concentration, ground characteristics. Collection through release of storm water can be modeled through software such as StormCAD, HEC-RAS, or an analysis through a spreadsheet program. Analysis of output is crucial in determining peak flow for different storms and conditions, which are then applied to storm drainage facilities. Continuous simulation requires all models to be run concurrently and care must be taken that each step matches the next. A real world check should also be used to verify results as the models are ran and quality checked.
23 PROJECT EXAMPLES The following three examples are of BKF s experience in the design of storm water treatment and flow control measures within the past five years: VMWARE, City of Palo Alto Bob Giannini Form Post Street, 3rd floor San Francisco, Ca (415) BKF prepared a stormwater management plan for the VMWARE corporate campus in the City of Palo Alto. The project is complete. The project area is about 33 acres. The project utilizes various treatment devices including vegetated swales and rain gardens. BKF worked closely with Guzzardo and Associates, Landscape Architects, to incorporate the treatment facilities into the landscape plan. SAN JOSE MARKET CENTER, San Jose John Rutte, Vice President of Development Cousins Properties 191 Peachtree Street, Suite 3600 Atlanta, GA (404) BKF was responsible for the engineering design of off-site infrastructure improvements (roadway widening, storm systems, joint trench undergrounding), off-site traffic mitigation improvements (widening and traffic signal upgrades to four intersections), on-site grading and soil remediation plans, and on-site civil engineering to support the retail development. One of first retail projects meeting County C-3 NPDES requirements through use of bioswales and bioretention facilities SANTA CLARA DATA CENTER FOR SAVVIS COMPANY, Sunnyvale Tim Chadwick P.E. Alpha Tech Cambridge Group 97 East Brokaw Road, #300 San Jose, CA (408) BKF was responsible for the Engineering Design of on-site treatment and infrastructure improvements and of roadway widening, storm drain systems, on-site treatment, grading, and SWPPP design. Bioretention was used for this site.
24 INTEREST, AVAILABILITY AND COMMITMENT Through experience, BKF understands that good teamwork and clear delegation of project tasks and responsibilities results in a project that meets its goal on schedule and within budget. BKF will coordinate with SCVURPPP Staff as needed to comply with regional and local requirements. BKF has assembled a project team which is committed to the success of Santa Clara County s Review and Certification Contracts. BKF has a strong blend of civil engineers, transportation engineers, traffic engineers, hydrologists, utility designers, surveyors and construction administration personnel. BKF has assigned a core team of professional engineers to specific roles based on the engineers specialty and expertise. In addition to the key team members, BKF has a large support staff of experienced personnel available to work on these projects. With a staff of over 250 employees in the Central and Northern California areas, we are confident in our ability to fully staff any contracts and provide the required personnel needed during the peak production and response periods.
