Mr. Kronkosky was retained by Texas Tech University to evaluate rainfall patterns near the project site using statistical methods outlined in USGS WRI Report StateTech Engineering, LLC, TX # F May 2013-Present StateTech Engineering is a small; family owned and operated, Civil Engineering Firm based out of Lubbock Texas. Mr. Kronkosky acts as the President of StateTech Engineering, LLC, providing Civil Engineering services for roadway, drainage, and land development projects. Our project experience includes: TxDOT SH 71 Tollway: StateTech Engineering, LLC worked with Lockwood Andrews and Newnam, Inc. to prepare PS&E for 2(+) miles of urban/rural roadway storm sewer design, along SH71 from F.M. 973 to Onion Creek. This included designing/analyzing 16 culvert crossing, 50(+) storm sewer inlets, and 1.5 miles of open ditch along the project corridor. 1
2 Williamson County CR 110 North: StateTech Engineering, LLC worked as a sub-consulting firm on the Williamson County CR 110 N. bond program project. Our work included hydrology and hydraulic analysis of three culvert crossings (one TxDOT Bridge Class), flood plain study of Makins Branch, preparation of the PS&E for the culvert crossings and channel improvements. Lockwood Andrews & Newnam, Inc. (LAN) December 2012-Present Mr. Kronkosky currently acts as needed as a temporary employee for LAN, performing engineering services on roadway and drainage projects October 2012 At Lockwood, Andrews, and Newnam, Inc. (LAN), Mr. Kronkosky developed a solid engineering background working on drainage, and storm water quality, transportation, and rail transit projects. His experience includes quantity takeoff calculations and cost estimates, storm drainage calculations, culvert design, bridge hydraulic analysis, floodplain mapping, dynamic storm sewer modeling, detention pond design, horizontal and vertical geometric roadway design, review of site development projects for FEMA permitting, project construction submittals, construction site observation, advanced rainfall analysis using L-Moment statistics, storm sewer and water quality master planning for local governments, and drainage CIP recommendations to government agencies. His experience as an Engineer has provided him with the knowledge to design and prepare construction plans, bid documents, perform value engineering to provide cost effective designs, and an understanding of the construction phase process. Major Projects Include: TxDOT Waco North Loop N. Troy: Mr. Kronkosky was responsible for preparing plans, specifications & estimates (PS&E) on approximately 6.4 miles of IH 35 in Bell County from north of LP 363 in Temple to north of the City of Troy. Mr. Kronkosky served as a Lead Drainage Designer for these multi-lane improvements. Designs include; storm sewer and culvert analysis, bridge and floodplain hydrology and hydraulic modeling, and roadway open channel drainage. Kuykendahl Regional Detention Basin (P E005) - HCFCD, Houston, TX: Mr. Kronkosky provided preliminary engineering for Kuykendahl Regional Detention Basin P545 for Harris County Flood Control. The design consisted of 3D surface modeling of the 2,900 ac-ft regional facility and generating a proposed DTM for calculating storage. The proposed basin improvements were prepared using Geopak Site. Tomball Ditch M124; Tomball, Texas: Acting as the Lead Design Engineer, Mr. Kronkosky performed a feasibility and alternatives analysis, preliminary engineering, design and construction phase services for the expansion and improvement to an unnamed tributary of Willow Creek identified as Channel M The project involved the design of a four mile flood control channel with vertical and horizontal alignments, R.O.W acquisitions, and the design of a 400 ac-ft detention pond. 2
3 METRO SE Corridor - PH 1B Design Services; Houston, Texas: Mr. Kronkosky assisted with the storm sewer design that included dynamic modeling and simulation for surcharge conditions and deficiencies, storm sewer layouts, and P&P sheets. Roadway design consisted of intersection layouts, vertical profile improvements, hike and bike profile and alignments, P&P sheets, and cross- sections. DCTA Support Services for A-Train Commuter Rail Implementation; Denton, Texas: Mr. Kronkosky performed value engineering on third party drainage designs for DCTA s light rail project that contributed to a $50 million construction cost reduction. Services included adjustments and modifications to; roadway and hike and bike vertical and horizontal roadway alignments, roadway open channel drainage, culvert hydraulics and quantity take-offs. SH130 Segments 5&6 Mr. Kronkosky assisted in designing 15 miles of roadway open channel drainage design, FEMA floodplain mapping, culvert hydraulics, channel erosion protection, SW3P, and answered and executed RFI s during construction phase of this project. Elysian Viaduct Acting as a Roadway Design Engineer, Mr. Kronkosky assisted in developing roadway P&P sheets and proposed cross sections for a foot bridge replacement over IH-10 and Buffalo Bayou. Boom Branch Road Bridge Replacement, Denton County Texas Mr. Kronkosky performed a detailed H&H analysis of the Boom Branch Reach between FM 455 and Bernard Rd. This involved SCS hydrograph modeling and open channel flow analysis using HEC-HMS and HEC-RAS. City of New Braunfels Stormwater Master Plan As a Project Engineer, Mr. Kronkosky was responsible for reviewing the City s drainage and erosion control criteria manual and was tasked with providing recommendations for technical improvements. Additionally, he performed a detailed rainfall frequency analysis using advanced L-Moment statistics. The results of this analysis were presented at the Texas Floodplain Management Association (TFMA) in 2011 and at the American Society of Floodplain Managers (ASFPM) in Wheatland Road, Dallas Texas As a Project Engineer, Mr. Kronkosky was responsible for designing and analyzing the storm sewer system for a two mile roadway and performing the H&H analysis of two major culvert crossings. TxDOT Paris District Off-System Bridge Replacements As a Project Engineer, Mr. Kronkosky was responsible for developing the scope and fee for drainage related services for eight off-system bridge replacements within Denton, Fannin, and Rains County Texas. His design responsibility consisted of preparing the H&H analysis, developing PS&E, and preparation of final hydraulic reports. Beamer Road, TxDOT Houston District and Harris County As a Drainage Project Engineer, Mr. Kronkosky was responsible for bridge modeling and impact analysis, preparing PS&E for two miles of storm sewer designs, and the design and analysis of five detention ponds for peak flow mitigation. 3
4 Travis County, Eastside Service Center As a Drainage Project Engineer Mr. Kronkosky was responsible for providing solutions to adverse impacts to Elm Creek related to a recently constructed roadway. This included adjusting roadway profiles and culvert crossings to provide a zero impact to the 100-yr floodplain. Bulverde Road, Bexar County Texas As a Drainage Engineer, Mr. Kronkosky was responsible for providing preliminary design of the storm sewer system and water quality BMP s for the roadway improvements. In addition, a hydraulic analysis of a FEMA regulated waterway- Bulverde Creek, was prepared for the project. RM 1431, TxDOT Austin District Mr. Kronkosky was responsible for developing the scope and fee for the drainage portion of the roadway 3R project along RM As the Design Engineer, Mr. Kronkosky developed the PS&E for the storm sewer systems and culvert crossings. SPUR 536, TxDOT San Antonio District As the Drainage Project Engineer, Mr. Kronkosky was responsible for designing the storm sewer system and developing the PS&E for one mile of SPUR 536 in San Antonio Texas. US 290, TXDOT Austin District As Head Drainage Engineer, Mr. Kronkosky was responsible for development of the PS&E for storm sewer systems along US 290 and adjacent local roads. US 75, SH 121 South to US 380 Mr. Kronkosky acted as the Lead Drainage Engineer responsible for development of the PS&E for two miles of storm sewer systems for main-lanes and frontage roads along US 75. During the construction phase Mr. Kronkosky provided answers and executed RFI s during the construction phase of this project. 4
