Teri Downing 25xx Marshall St NE provided a statement from Lawrence Downing, speaking against building a storage facility along the riverfront. Adam Conrad 26xx Marshall St was concerned about public safety in North East and that the North East is being purged of its restaurants and parking. Angela Hunt 35xx 2nd St NE stated that innovate water management does not count as a park, and that successful parks get used and have a purpose. Skylar Tuthill 4xx 1st Ave N stated that the proposal is a step back for the neighborhood David Mahrer, 2xx Lowry Ave, questioned the plan, stating that it takes away 150 parking spots and parking on Marshall. Amanda Offermann, Cambrian Ave W - stated that the proposed building was to be temporary but it appears to be permanent, and that a building should be located in any industrial zoned area. Joanne Plong, 15xx 3rd St NE - would like to have an open discussion on working together with the community to develop something to work for the greater good of the neighborhood instead of this facility. Brittany Knapp, 22xx Bloomington Ave S - spoke in opposition to the proposal and does not see how a maintenance building contributes to making this a more unique destination for the Arts. Hannah Mahrer, 17xx Yorkshire Ave S - stated that without the current parking lot, it would take away a safe place for the employees to park. Abigail Israel, 43xx Madison St NE - asked if the parking lot would be available for public use during the day. Leslie Bock, 19xx Marshall St NE - spoke in opposition to the project stating the vision of the Park Board is not being met with this project. Patrick Kartes, 251xx California St NE - spoke in opposition to the plan and questioned why the Sherer Brothers property for this project was not considered for the project. Grover Cleveland, 6xx Oliver Ave N - Stated that the employees of Psycho Suzi's need safe parking and that the proposal eliminates jobs. Dan Engerhart, 5xx 19th Ave SE - questioned the proposal and asked if it was best use of the space. Karen Bernthal, 15xx Marshal St - spoke of the South Side Operations Center and in opposition to the proposed project. Jessica Petrie, 14xx Grand St NE - Spoke against the proposal and expressed concerns about fencing blocking views and public safety. Chris Koelfgen, 12xx 3rd St - spoke in opposition to the proposed plan and proposed that operation centers be placed elsewhere. Jenny Fortman, 15xx Grand St NE - questioned how long the proposed operations center would remain at this location and its placement. Rick Sheehan, 16xx Marshall St NE - Spoke in opposition to adding bike paths and keeping the building structure and parking in lieu of green space. Beth Sheehan, 16xx Marshall St NE- stated that Marshall Ave is congested and spoke in opposition to adding any additional traffic, adding that this proposal has damaged trust within the neighborhood. Patrick Kvidera, 30xx Grand St NE - questioned how the proposal is in line with the park board s vision and plan. Minutes Acceptance: Minutes of Aug 20, :20 PM (APPROVAL OF MINUTES) Mary J. Maguire, 26xx Marshall St NE - spoke on behalf of the concerned citizens of Marshall Terrace stating that the proposal is counterproductive to the above the falls plan. 7 4.1 Resolution Resolution Approving the Comment Letter for the Metropolitan Council's Draft Regional Parks Policy Plan Whereas, The Minneapolis Park and Recreation Board (MPRB) is the steward of the Minneapolis park system; Whereas, The Metropolitan Council is required by state law to comprehensively review its Regional Parks Policy Plan every four years and amend it as needed; Whereas, The Metropolitan Council has developed a draft Regional Parks Policy Plan that reflects the policies in its newly-adopted Thrive MSP 2040 plan; Whereas, The Regional Parks Policy Plan guides acquisition and development of the regional park system, including regional parks and trails within the Minneapolis park system; Whereas, The Metropolitan Council seeks comments on the draft plan by October 30, 2014; and Whereas, This resolution is supported by the MPRB Comprehensive Plan, which envisions Dynamic parks shape city character and meet diverse community needs; RESOLVED, That the Board of Commissioners approve the comment letter for the Metropolitan Council's Draft Regional Parks Policy Plan; and RESOLVED, That the President of the Board and Secretary to the Board are authorized to take all necessary administrative actions to implement this resolution. 8 4.1 TO: FROM: Planning Committee Bruce Chamberlain, Assistant Superintendent for Planning DATE: October 1, 2014 SUBJECT: Resolution Approving the Comment Letter for the Metropolitan Council's Draft Regional Parks Policy Plan Background The Metropolitan Council (Council) has initiated a public comment period for the Draft Regional Parks Policy Plan on October 30, The Council is required by state law to comprehensively review its Regional Parks Policy Plan every four years and amend it as needed. In response to this requirement, it developed a draft Regional Parks Policy Plan that reflects the policies in its newly-adopted Thrive MSP 2040 plan. The plan guides acquisition and development of the regional park system, including regional parks and trails within the Minneapolis park system. Approving this action approves the MPRB s comments on the Council s Draft Regional Park Policy Plan (Attachment A). The Regional Parks System, supported by the Council in partnership with 10 implementing agencies was established in At that time, the Legislature found that: The pressure of urbanization and development threatens the most valuable remaining large recreational open spaces in the metropolitan area at the same time as the need for such areas is increased. Immediate action is therefore necessary to provide funds to acquire, preserve, protect and develop regional recreational open space for public use. (Minn. Stat ) In response to state legislation, about 31,000 acres of existing parks were designated as regional recreation open space. The newly designated regional parks had about five million visits in Over the past 40 years, the Council has invested state and regional funds to help local park agencies develop those first designated regional parks, as well as to acquire and develop new parks and trails for the growing metropolitan population. The Regional Parks System strives to build upon the world class system of interconnected parks and natural areas first established in Minneapolis by such visionaries as Horace Cleveland and Theodore Wirth, and extend that model throughout the region. As of 2014, the Regional Parks System includes: 54,286 acres open for public use 53 regional parks and park reserves Eight special recreation features, such as the zoo and conservatory at Como Regional Park Resolution Page 2 Packet Pg. 8

9 regional trails, with 340 miles currently open to the public Over 46 million visits each year An investment of more than $658 million in state and regional dollars since inception, with an additional $163 million of state funds to partially finance operations and maintenance of the regional park system Staff members reviewed the plan and provide a draft comment letter for commissioner review and approval. Staff also coordinated with City of Minneapolis staff members that are preparing a separate letter for approval by the Minneapolis City Council. Recommendation Staff recommends approval of the comment letter for the Metropolitan Council s Draft Regional Parks Policy Plan. This action is supported by the following vision and goal statements in the MPRB Comprehensive Plan. Vision Theme 3: Goal: Dynamic parks that shape city character and meet diverse community needs. Parks shape an evolving city. 10 4.1.a October 30, 2014 Metropolitan Council Metropolitan Parks and Open Space Commission 390 North Robert Street Saint Paul, MN Re: Minneapolis Park and Recreation Board Comments on Draft Regional Parks Policy Plan Dear Council and Commission Members: Thank you for the opportunity to comment on the Metropolitan Council s (Council) Draft Regional Parks Policy Plan. The Minneapolis Park & Recreation Board (MPRB) is proud to be one of 10 implementing agencies of the regional parks and trails system, and has a long history of protecting and developing some of the most visited regional parks and trails in the metro area. The MPRB s comments are underpinned by the following core values: Protect existing regional parks and trails, and ensure they continue to evolve to meet community park and recreation needs for natural resource-based recreation. Expand the system to include the upper Mississippi riverfront and complete the Grand Rounds to bring natural resource-based recreation to some of the most underserved and underrepresented populations of the metropolitan area. Recognize and protect the unique role of regional parks and trails in providing a full spectrum of recreation opportunities for the metropolitan area. Promote the role of regional parks and trails in protecting the ecological function of a region. Protect and promote equitable access to regional parks and trails through current and future master plans. Honor the historic resources within the regional park system. The MPRB offers the following comments: Equity: The MPRB applauds the Council for its focus on equity and looks forward to working with the Council, Metropolitan Parks and Open Space Commission (Commission) and stakeholders to strengthen equitable usage of the regional parks and trails system by all of the region s residents. This direction is consistent with the MPRB s Comprehensive Plan. The MPRB s Plan sets the goal of increasing premier park and recreation features in north and northeast Minneapolis. 11 4.1.a programs, services and facilities to meet the ever changing and increasingly diverse park and recreation needs of the community. The MPRB urges the Council to take a broader look at equity. The MPRB recommends that equity be considered in all master plans and funding requests. Currently, equity is listed as a design consideration for master plan development. The MPRB recommends addressing equity more like accessibility and have it be a required element of master plans. The equity toolkit that is described in Finance-Strategy 5 could be used in the master plan process as well. Since the Council finances projects that are approved in master plans, applying the equity toolkit to master plan development will ensure that subsequent funding requests will be consistent with Council s goals and directives related to equity. The MPRB supports the Council s intention to conduct additional studies that will inform the planning and management of the regional parks and trails system, especially targeted studies to better understand the needs of and preferences across social classes, age, racial and ethnic groups, educational backgrounds and abilities. The MPRB recommends that this targeted research include some statistically valid methods. This will be especially helpful in prioritizing funding requests and improvements. Parks and Trails Legacy Plan: Finance-Strategy 3 will ensure a minimum percent of the Parks and Trails Legacy Fund appropriation to implementing agencies will be used to connect people and the outdoors. Connect people and the outdoors is one directions in the 25-year Parks and Trails Legacy Plan (Legacy Plan). The seven strategies of the Connect people and the outdoors direction listed in the Legacy Plan are: Welcoming environment: Everyone should feel welcome, safe and comfortable in parks and on trails, even if they have not had much experience in the outdoors. Access: Minnesotans should have parks and trails they can get to easily, with amenities they can use and afford. Marketing: Connection strategies create links with Minnesota residents and tourists that inform, persuade and remind the target audience about parks and trails. These strategies engage and motivate the target audiences to become involved in outdoor recreation. Quality: Visitors who have a good experience in parks or on trails will return and bring others with them. Parks and trails must provide quality experiences, and that means making wise use of resources. Programming and special events: Programs and special events help those who are new to parks and trails understand and enjoy them, whatever their background. At the same time, they should also serve those who are familiar with outdoor recreation. Programs and special events engage program participants to foster lifelong participation. Partnerships: Through partnerships, we can reach more people, provide more services, and maintain higher quality facilities than we could do on our own. Infrastructure and amenities: Minnesota parks and trails facilities are designed, developed and redeveloped to support numerous experiences and activities and can readily adapt to new and emerging nature-based recreation activities. The MPRB supports the range of strategies available to address this strategic direction of the Legacy Plan. The MPRB requests that Council staff also collaborate with implementing agency staff when determining which strategic direction or directions are assigned to specific funding requests. Currently, Council staff determines which strategic direction is most applicable to each funding request. In some cases, consultation with MPRB staff may have resulted in assigning different strategic directions, especially for projects at Theodore Wirth Regional Park and Above the Falls Regional Park. This may alter the overall percentage of spending in the connect people and the outdoors strategic direction. Regional Park Definition: The MPRB appreciates the recognition of naturally occurring or human-built in the definition of region parks on page 31. This is especially critical for Minneapolis as it seeks to restore and recreate natural resources along the Mississippi River through the Above the Falls Regional Park Master Plan. The MPRB encourages this reference to be used throughout the document in related sections for regional parks. Regional Park Status: The MPRB urges the Council to recognize the portions of the Above the Falls Regional Park that are open to the public and should be included in the list on pages 31 and 32. The portions that are open should also be shown on Figure 3-6 and the park should be listed as partially open in Table 3.5. This would be similar to how partially open trails that are referenced on page 36. Activities within Regional Parks: The MPRB urges the Council to provide more clarity about the types of recreation amenities that are eligible for regional park funds. Here are a few specific considerations: Picnicking: Consider articulating two categories for picnic facilities small and group and articulate the amenities that would support each. For example, group areas commonly include play areas, wading pools, swim ponds, open play areas or other family-focused amenities that contributed to an exceptional picnicking experience. Winter recreation: Consider more fully articulating the list of winter uses, such as tubing, sledding, snowshoeing and multiple forms of skiing. For those uses that need further evaluation before being included in regional park and trail master plans, the MPRB recommends the following modifications: Inline skating: This section should also include roller skiing. Mountain bicycling: The definition of mountain biking should be refreshed. It should reference sustainable design standards, such as those provided by the International Mountain Bicycling Association and a stronger relationship with trail running, snowshoeing and events. Night trail use: Evaluation of the potential impact to nocturnal wildlife when lighting trails within regional parks, preserves or along a greenway type of trails should be included. The MPRB appreciates the distinction of amenities that are in the regional system by eligible for regional funding on page 58 and encourages the Council to include this reference in the discussion on recreational field complexes on page 59. In some regional parks within Minneapolis, these are longstanding land uses that were in place before a park was designated a regional park. Within a built urban environment, it would be difficult to find new locations for these facilities. 13 4.1.a Regional Trail Definition: Ensure the definitions and categories for regional trails are consistent throughout the document. There seems to be some variation in text within the Recreation Activities and Facilities Strategy 4 with other sections that discuss trails. Furthermore, the description of who the trails are intended to serve may benefit from using a standard classification of cycling ability or types. The development of Destination Regional Trails or Greenways should include the ability to re-create natural features, especially in urban environments where current land use may have removed the original natural resource. This will be critical to providing equity and supporting the ecological function of a region. Document Organization: The MPRB appreciates the extensive amount of work required to create the Draft Regional Park Policy Plan. It contains a wide range of information from overarching policy to specific examples. In some cases, it is difficult to understand the difference between policy, procedure, implementation tactics or a case example. This could lead to confusion and conflict during planning and approval processes. The MPRB recommends providing a clearer hierarchy of information in the document. This could be achieved by including sub-sections in the chapters that delineate policies, procedures, implementation tactics, etc. The MPRB urges that Council to consider using the same level of specificity throughout each section. For example, on page 63, the last strategy encourages park and trail design that conforms to changing recreational preferences. Three examples are provided that include providing amenities for aging populations, providing non-fee picnic areas and clustering amenities for multigenerational family gatherings. The second example is specific amenity versus an amenity type. It may be desirable to keep this level of direction in the draft plan. If so, it would be helpful to define statements this specific as implementation tactics and identify a specific measure of success for each tactic. This would provide clarity to implementing agencies on the level of unmet demand and/or when a tactic could be considered complete. Maintenance and Operating Costs: On page 106 the draft plan provides the level of operating and maintenance funds that have been covered by state appropriations since This section should include discussion of how well the funding level is meeting Minn. Stat subd. 3 as presented on page 88. Acquisition: The MPRB is supportive of the acquisition section of the plan, especially appreciates aspects that: Allow for acquisition of land when it is available, even though that may be years ahead of park development dollars and plans being available. Encourage implementing agencies to plan far ahead for acquisitions that may not happen for years, even decades, by gathering pre-due diligence data about the parcels. Prioritize land to acquire according its condition (high quality natural resources, for example) or proximity to water or other important features within the existing regional park system. Support the need to add regional park amenities in direct proximity to lower income areas. 14 4.1.a Recognize the threat of redevelopment (or development in more rural areas) within regional park boundaries, and provides options for pre-acquiring these properties so they are not lost for many years to come.
