Industrial symbiosis engages traditionally separate industries and other organisations in a network to foster innovative strategies for more sustainable resource use (including materials, energy, water, assets, expertise, logistics etc) (Lombardi & Laybourn, 2012) Waste from one industry could became resource for other industries (called synergy )

3 Methodology: the ENEA Industrial Symbiosis Platform Network (including companies, innovators, entrepreneurs, regulators, academics, regional government); Data (geo-referred): general DBs, local framework; specific DBs, available resources; Skills: including technical and scientific, which allow the identification of possible synergies (identify connections, facilitate communication across sectors, deal with technical, financial or regulatory barriers); Participation of users: the interface with potential users through a web portal and dissemination and promotion activities. 7 ENEA ongoing activities on Industrial Symbiosis Industrial Symbiosis platform: Symbiosis Users Network: Italian network of Industrial Symbiosis, promoted by ENEA. Eur-ISA, launched on November 6 th 2013, aims to connect the industrial symbiosis networks across European member states. ENEA is a founding member (with Belgium, Denmark, England, Finland, Hungary, Ireland, Netherlands, Northern Ireland and Turkey).

10 Industrial Symbiosis in Europe The National Industrial Symbiosis Programme (NISP) was initiated by International Synergies Limited in 2003 in 2 English regions and Scotland. In 2005, the UK government provided the investment necessary to roll out NISP nationally. NISP was cited as best practice under the EU Waste Framework Directive (2009) and incorporated as best practice in the Resource Efficiency Flagship Initiative, part of the Europe 2020 growth strategy for Europe whose vision is a smart, sustainable and inclusive Europe. The launch of the Resource Efficiency Flagship Initiative led to the publication of the Roadmap for a Resource Efficient Europe (2011), which recommends exploiting resource efficiency gains through IS as a priority for all member states. DG Enterprise and Industry has since incorporated IS into its policy Sustainable industry Going for growth & resource efficiency (2011); DG Regions into Connecting Smart and Sustainable Growth (2012); and DG Environment into Opportunities to business of improving resource efficiency (2013). As recently as March 2014 the final report of the European Resource Efficiency Platform (EREP), Manifesto and Policy Recommendations states that Member States should foster a network of industrial symbiosis initiatives.

11 «Ecoinnovation Sicily» project and Industrial Symbiosis Platform Idea and approach Cooperative approach: consultation in Sicily with stakeholders ENEA signed a specific Cooperation Agreement with Confindustria Sicilia The platform acts in supporting the business in the territory and offers a range of tools that may be of interest and use especially for SMEs. Selection of companies database of 2200 companies located in Sicilia Region Selection of 500 companies on the basis of location, activities sectors and employees number Operative meetings (90 participating companies) Sharing data and resources Inventory of input-output data of companies, taking into account materials, energy, services, skills as resources and using code systems officially used in Italy (according EU regulation) for different kind of inventories (e.g. Nace codes, ATECO codes, ProdCom, EWC) 400 Input and output provided by companies 600 potential matches Individual report for participating companies with information about the resources and the potential match. Potential synergies Selection of more promising synergies (dimension, relevance, replicability, willingness of company,..) Creation of technical dossiers on 3 main resource streams: wastes from construction and the demolition, plastics and biowaste. These dossiers include European, Italian and regional regulations, guidelines, technical regulations, standards, barriers, etc. ENEA will support companies in the implementation of synergies
