Spruce Street Grand Junction, CO Re: Conditional Use Permit Review for the construction of a 150 Telecommunications Tower located at. Dear Ms. Barton: In an effort to provide telecommunications coverage, improve service quality and capacity, Bridger Wireless has identified the above named property for which it desires a Conditional Use Permit amendment to CUP to construct a 150 telecommunications facility that will service the area near Cameo and northern Palisade as well as surrounding areas of Mesa County along Interstate 70. It was determined by Bridger Wireless that the telecommunication carriers required a site located near Palisade and Cameo to meet the objectives noted above. We studied the area and identified the subject property as an ideal location for servicing the community s wireless needs. Bridger Wireless entered into an agreement with the property owners, Herbert and Thelma Hays, to lease property to construct a 150 self-support tower and ground space for multiple carriers. The subject property is zoned AFT in Mesa County and is currently being used for agriculture. The tower is designed for up to four carriers and does not require lighting. The equipment compound will consist of a 6' tall chain link fence of 63'x63' for the tower and equipment shelters. Landscaping will be provided along the south edge to obscure any view of the compound from I-70 and the tower will painted a neutral color as specified by the County. We are currently working with US Bureau of Reclamation to obtain a license agreement for the use of the access road (Canal Rd) to the site. The site will be unmanned and will require electrical and telephone and/or fiber optic services. It will not require potable water or wastewater services. There are no other existing towers or structures with similar height within 2 miles of the search ring that meet the objectives for carriers to collocate on.

3 This site will provide wireless coverage to residents in this region as well as provide valuable E911 services to the area and those travelling along I-70. With the filing of this Conditional Use Permit Application, we request the support and approval from the Mesa County Planning Commission. 4 Narrative Requirements A. Please describe whether the proposed use is significantly different from adjacent uses in terms of appearance site design, operating characteristics (hours of operation, traffic generation, noise, odor, dust, and other external impacts) or, if the use is different, how adverse impacts resulting from the use will be mitigated to the maximum extent practical and reclamation of the site will be adequate for appropriate future uses of the property whenapplicable. The site operates 24/7, is unmanned and will not have an adverse impact on the property. The site is located along the Colorado River in a farm field and views of the tower from I-70 are obscured by existing trees and brush along the banks of the river and the interstate. There are no other residential homes other than the landowners located within a mile of the proposed tower. Zoning permits the construction of cell towers on agricultural property with a Conditional Use Permit and this property was previously approved for one. If the tower is ever removed the site will be returned to its original condition, reasonable wear and tear excepted B. Will available facilities and services (such as sewage and waste disposal, recycling, domestic and irrigation water, gas, electricity, security measures, police and fire protection, roads and transportation, special fencing and signage) be adequate to serve this completed proposal and still maintain adequate levels of service to proposed and existing development in the area during regular, periodic and peak usages? Yes. The only utilities the site requires are electrical and telephone and/or fiber optic services. The site is unmanned and will have a 6 tall security fence around the tower and ground equipment C. What access(es) are provided to prevent traffic hazards and minimize traffic congestion in public streets and alleys? Access to the site will be from the Government Highline Canal Road that extends to the site from I 9/10 Road. The road is owned by the U.S. Bureau of Reclamation and maintained by the Grand Valley Water Users Association. We are currently working with US Bureau of Reclamation to obtain a license agreement for the use of the access road to the site. The site is visited approximately once a month by each carrier so the site will have no impact on traffic flow D. How do you plan to provide on-going maintenance to the subject property related to this conditional use permit request? Bridger Wireless will perform any necessary maintenance to maintain the private access road and eliminate any weeds that grow inside the compound. No ongoing maintenance problems are anticipated as a result of this project E. Will adverse impacts to the natural environment be mitigated? Consider whether the soils and geologic conditions are adequate for the proposed use or whether prevailing winds might cause impacts on site and off site. The site has no adverse impact to the natural environment. Bridger Wireless has not proposed to store any hazardous materials at this facility and no hazardous materials are to be generated at this facility. The tower is proposed to be constructed at a maximum height of 150 feet, but will result in limited visibility impacts due to its distance and separation by a series of tree buffers along the Colorado River F. Describe the need for the proposed use on a community-wide basis. The area is currently underserved by cellular service, our site will provide telecommunications coverage, improve service quality and capacity in the area.
