2 THE 14 TH ROMANIAN NATIONAL CONGRESS OF ROADS AND BRIDGES Via vitae DAN-COMAN ȘOVA Minister Delegate for infrastructure projects of national interest and foreign investments Romanian roads facing a new challenge It is my pleasure to invite you to participate in the XIV th National Congress of Roads and Bridges in Romania, which will take place between the 10 th 13 th of September 2014, in Cluj-Napoca. I consider that your presence will contribute to the success of the Congress which is taking place during a period of great importance for the future of the main road network in Romania, part of the European network, that continues towards the South-East of the Continent (Main land) and Middle East, that we wish to assure in the best conditions. It has been a long time since the fall of the communism and since Romania joined the European Union, until the reality proved that, without a quality infrastructure, especially in road transportation, the way to progress, efficiency and competition is practically blocked. Following the recent political and executive changes that took place in Romania, we gave the due priority to the main transportation network namely the road network, the National Company of Highways and National Roads that I have the honor and responsibility to lead, which is at present under the coordination of the Department for Infrastructure Projects and Foreign Investments, department which is under the authority of the General Secretary of the Government and has the special attention of the Prime Minister. In this situation, benefitting from the important financial support of the European Union, we proposed an ambitious development program for the main road network, through which, at the end of 2014, we will have built a highway network that will measure 1000 km. Also, another 300 km will be contracted for execution and another 170 km representing the following highway sections Pitesti Sibiu and Ploiesti Predeal will be leased. The state budget for 2013 and the following period earmarks important amounts of money for the cofinanced works executed by the European Funds and the direct financing in the road sector. Through your positive response to the invitation that I am addressing to you to participate in the Congress, we are expecting presentations of papers and fruitful discussions that are designated to contribute to the technical and managerial support of our development program for the highway and main road network. 18

First Delegate of Romania to PIARC Romanian road network in a period of profound transformations Between the 10 th and 13 th of September 2014 will be held in Cluj-Napoca the XIV th National Congress of Roads and Bridges in Romania. The event is welcome at a time when the effectiveness derives from the mobilization of all participating stakeholders in the development of the country s road network: research, design, management, implementation, administration and maintenance. Why is this stage crucial for the present and future? Because through the radical measures, the routine condition that has characterized the last decades may be eliminated, this having the possibility of being changed into a dynamic and priority activity determined by: the real main factor of economic development; materialize into extension of Romanian s highway network up to about 1000 km at the XIV th Congress in 2014; of Highways and National Roads by subordinating the National Company of Highways and National Roads to the Government, being preferentially separated in this way from the sectors within the Ministry of Transport, every other transportation ways facing too many problems as well. The development, operation and maintenance activities of the country s main road network will be coordinated by the General Secretariat of the Government, through the Department of Infrastructure Projects and Foreign Investment; years out of which a significant proportion will go to the road sector. We have a comprehensive and diversified program for the following years including supporting and expanding highways and national roads constructions for: which remains on the implementation phase below 100 km at the time of the Congress, on the Pitesti Sibiu road section; 19

Romania President of Romanian National Committee of PIARC Romanian roads in the UN decade for traffic safety The Fourteenth National Congress of Roads and Bridges in Romania, Cluj-Napoca, September 2014, gives me the pleasant opportunity to invite you to participate in the activities which are specific for this crucial moment in the professional activity of our association. The event will take place in the context of unfolding important and significant programs in Romania for developing and modernizing transport infrastructure in general, and road transportation infrastructure in particular. The realization of the freeway network, the rehabilitation of the main roads in the Romanian road network, the modernization of local roads, the development and systematization of the urban road network, the sustainable development of the road infrastructure, integrated in the multimodal transportation system, etc., represent important landmarks towards which, on the one hand, the financing efforts are guided, and on the other hand the efforts of the specialists in the road field in our country with the help of many foreign collaborators are focused. Driving safety is a major goal for the concerns of the road network administrators, constructors, researchers and for those involved in the management of roads with the purpose of reducing significantly the number of accidents hence the costs that they induce to the society. Our efforts join those of the international organizations, marked by the UN decade for safety. We will have the opportunity to get to know each other s technical achievements and to analyze the action prospects in the road fields. We will discuss the results of the most effective techniques in the design, construction, maintenance and operation of roads, with the view to identifying the most efficient directions for action which we will place at the disposal of those who make decisions concerning the strategy of realizing a modern road infrastructure in Romania, at the level of international requirements. Together with the technical meetings, structured on the themes adopted for the congress, the participants are offered the possibility to get to know some of our realizations in the field during technical visits and also to discover the beauties of our country, within a rich complementary program. I can assure you that your participation to this traditional technical event, highly relevant for the activity of our association, will represent an interesting and unforgettable experience that you are invited not to miss! 21

9 CLUJ-NAPOCA - ROMANIA 10 TH - 13 TH SEPTEMBER 2014 THE HISTORY OF THE NATIONAL CONGRESSES OF ROADS AND BRIDGES The first Roads and Bridges National Congress, held under the name Roads and Bridges Conference, took place between 25 th -26 th October Under this name there have been held no less than nine Congresses (Conferences) between As of 1998, this extremely important scientific and technological convention of specialists in the field of roads bears the name National Congress of Roads and Bridges. 10 THE 14 TH ROMANIAN NATIONAL CONGRESS OF ROADS AND BRIDGES Via vitae CLUJ-NAPOCA: HOW TO GET THERE The Cluj-Napoca International AIRPORT is located on the European road Eu 576, 10 km east of the city centre and 12 km east of the railway station. The airport provides flights to the great European cities and offers both passenger and cargo services. Roads of national and European importance Cluj-Napoca is crossed by European road Eu 60 (Bucharest Oradea Budapest Vienna). However, the lack of road connections with the 4 th European Corridor (Arad Deva Alba-Iulia Târgu-Mures Brasov Bucharest Constanta) prevents the city from being part of the European circuit. The Municipality of Cluj-Napoca has direct access to the important roads (Eu 60, Eu 81, Eu 58) and railway routes. Railways. Cluj-Napoca railway station The city has direct rail connections with all the major cities in Romania, maintained by CFR, the National Passenger Railway Transport Company. At the same time, there are also two international trains running between Cluj-Napoca and Budapest (the Corona and the Ady Endre). The Central Railway Station ensures rail transport to Bucharest and the main cities in the country, via its Intercity and Sageata albastra (i.e. Blue Arrow) lines. Cluj-Napoca also has two secondary railway stations, Gara Mica (right next to the Central Railway Station) and Cluj-Napoca Est. 26
11 CLUJ-NAPOCA - ROMANIA 10 TH - 13 TH SEPTEMBER 2014 THE MUNICIPALITY OF CLUJ-NAPOCA The Municipality of Cluj-Napoca lies in the central part of Transylvania, and has an area of square km. It is bordered on three sides by hills and knolls with heights between 500 and 700 m, which make it look like a true citadel. An ancient centre of Romanian culture and civilization, Cluj-Napoca is located at heart of the county, at the crossroads of some routes of national and international importance. A great cultural, university, and industrial centre, Cluj-Napoca takes pride in its choice contributions to Romanian culture and science. It is at the same time an important centre for scientific research and technological development. Bánffy Palace, home of the National Art Museum, hosts many important art collections: works by Romanian artists Theodor Aman, Ion Andreescu, Dumitru Ghiața, Nicolae Grigorescu, Ștefan Luchian, Dimitrie Paciurea, Theodor Pallady, and Nicolae Tonitza, but also works by some international artists such as Constantin David Rosenthal or Karl Storck. Apart from the National Art Museum, the museum network also includes the National Museum of Transylvanian History, the Village Museum, the Ethnographic Museum, the Mineralogy Museum, and the Zoological Museum (the latter two under the aegis of the University). The Lucian Blaga National Theatre, built in 1906 by Ferdinand Fellner and Hermann Helmer, inaugurated on December 1, 1919, in Avram Iancu Square, is the most important theatrical institution in Transylvania. National Theatre also houses the Romanian National Opera, the oldest lyrical-dramatic institution in Romania and the first National Opera in the country. Cluj-Napoca is the only city in the world with two national operas. 27
12 THE 14 TH ROMANIAN NATIONAL CONGRESS OF ROADS AND BRIDGES Via vitae The Transylvania State Philharmonic, musical institution/concert venue was founded in St. Michael s Roman-Catholic Church - remarkable historical monument of religious architecture, built between is one of the most imposing Gothic structures in our country. The Mathias Corvinus monumental ensemble, created by sculptor Ioan Fadrusz and architect Pakei Lajos, won the Grand Prize at the 1900 Paris World Exhibition, and was unveiled in 1902 on today s Unirii Square. The Orthodox Metropolitan Cathedral was built during the 1920s, right after the unification of Transylvania with Romania. It is one of the main religious buildings in Cluj. The Municipality of Cluj-Napoca also stands out as an important cultural centre through its two dramatic theatres, two operas, two puppet theatres, four houses of culture, the philharmonic, six museums (including the National Museum of Transylvanian History, dating from the 19th century). The population of the city is around 350,000. Due to its location, Cluj-Napoca s climate is a moderate continental one. 13 CLUJ-NAPOCA - ROMANIA 10 TH - 13 TH SEPTEMBER 2014 HIGHER EDUCATION Lucian Blaga Central University Library, built between 1906 and 1908, is one of the oldest and most important university libraries in Romania. Babeş-Bolyai University (UBB) is the largest university in the country, with over 45,000 students pursuing 167 majors (of which 98 in Romanian, 52 in Hungarian, 13 in German, and 4 in English). The city also hosts a further eight universities, including the Technical University, the University of Agricultural Science and Veterinary Medicine, the Iuliu Hațieganu University of Medicine and Pharmacy, the Gheorghe Dima Music Academy, the Art and Design University, as well as a large number of high schools. The Cluj-Napoca Technical University, a notable successor of the Cluj school of technology, is today an undisputed leader in Transylvania, an acknowledged partner on the national and international academic scene, recognized for its quality education. University education takes place in its nine faculties. The Cluj-Napoca Faculty of Civil Engineering trains specialists in planning, executing, maintaining, rehabilitating and modernizing constructions and infrastructure (railways, roads, and bridges), as well as in the field of economic engineering, civil engineering management, and geodetic engineering management 29
