I have an inquiry about the Urban Development of Kogălniceanu Street competition, we are a group of turkish and egyptian architects, can we participate or is it just for EU member countries? Thanks 3. I am a RIBA certified member and architect graduate from Architecture School in the Netherlands. Am I eligible to participate? Answer The candidates can be freelance architects (chartered architects), groups of freelance architects, private architecture firms, or any other legal entities qualified to provide architectural services, according to the national laws of their country of origin, or as legal entities (design firms) in Romania or other countries, whether individual or joint ventures. The candidates entering the Competition as legal entities shall have as associate or employee a qualified chartered architect, member of the Order of Architects of Romania or of a similar organization in his or her country of origin, legally practicing and having the required qualification as architect, in compliance with the national legislation of his or her country of origin. The candidates, whether individually or as joint ventures, must have the legal capacity of concluding a design services contract in Romania, which will have to be proven to the Promoter, should they win the Competition For foreign competitors, the condition is that in case of winning the competition, to provide proof of the right to sign as an architect in the respective country (chartered architect) and the initiation of the acquisition of the right of signature for the temporary provision of services in the field of architecture on the territory of Romania under Law 184/2001 on the organization and pursuit of the profession of architect (rep.), art. 12, par. (3): "The architects of the Member States of the European Union, those of the Member States of the European Economic Area and the citizens of the Swiss Confederation who have the right to pursue the profession of architect with the right of signature or another equivalent right in one of these States and who request the right to temporarily or occasionally providing services in the field of architecture on Romanian territory without requiring establishment in Romania will acquire the right to sign without being registered in the National Architects' Chart and will be automatically registered in the Order of the Architects of Romania during the performance of the respective services. "

I don't understand how the bank guarantee woks and what is it's purpose. Can you be more specific about the conditions? The amount of 500 lei is not an enrolment fee. The amount of 500 lei represents the guarantee for participation in the public acquisition procedure, according to Law 98/2016. This is constituted in accordance with Article 221 of the Competition Rules and is returned to the participant at the end of the procedure if the participant is not in one of the situations provided in art. 37 of the Methodological Norms of 2 June 2016 applying the provisions regarding the award of the public procurement contract / framework agreement under Law no. 98/2016 on public procurement, adopted by GD 395/2016. What is the minimum number of parking places that should be provided for the universities and institutions on Kogălniceanu street? 8. How many parking places should there be in the area? 9. What is the minimal number of parking places for the Babes Bolyai University (UBB)? 10. Is car access necessary for the Reformed Highschool building? 11. We know Baba Novac street has been recently regenerated. Can we rethink the segment between Kogalniceanu St. and Avram Iancu St.? 12. Who bears the financial resposibility of unexpected (hidden) works that may reveal as necessary during construction, if they were not forseen in the design phase and were not included in the cost estimate? The client or the designer? 13. How many Deans did the Babes Bolyai University (UBB) have since its establishment? Yes. We uploaded them on the competition site. Please see Annex 8 QA1 Extra documentation The competition brief includes a list of the institutions residing on Kogălniceanu St. The number of parking places will be correlated with these institutions` needs according to standard indicators and to the street`s possibility to accomodate diurnal quasipermanent parking. Competitors are invited to propose a minimum number of parking places, considering the needs of institutions for supply, delegations, electrical power supply for electric and hybrid cars, parking places for the disabled etc. A dynamic transit loop is necessary for car access to all public institutions, including The Reformed High-school. This segment can be completely redesigned. The cost estimate includes a percentage of unexpected works according to the legislation. If this estimate is exceeded due to design flaws, the designer`s professional insurance should cover the additional costs. If this estimate is exceeded for reasons that cannot be attributed to the designer, the additional costs should be covered by the client, according to the law. The academic education in Cluj started in 1581, on the 12th of May, when Stefan Batory, the Prince of Transyvania, emited an edict in Vilnius, Lithuania, for the foundation of the Jesuit College in Cluj. It had the status of an Academia, it functionned intermittently and was managed by various institutions until 1872, when Franz Joseph of Austria founded the Royal Scientific University.

4 In 1918 the Hungarian teachers left for Budapest, then for Seghedin, where they continued thier academic activity, until 1945, when the Bolyai University was founded in Cluj, as a state public university. Meanwhile, in 1919 the Royal Scientific University was transformed in a Romanian University, that changed its name in 1927 in King Ferdinand the 1st University and then to Victor Babeș University in The two institutions reunite in 1959 under the name of Babeș-Bolyai University. To ensure the transmission of the perenity and continuity of the academic education in Cluj, we recommend the commemoration of the entire line of chancellors starting with Jakub Wujek Rector Academicus in (The Jesuit Major College) under investigation off (Collegium Claudiopolitanum) under investigation (Royal Scientific University) under investigation (RSU becomes a romanian university) - 8 chancellors (RU becomes King Ferdinand the 1st University) - 11 chancellors (KFU becomes Victor Babeș University) - 2 chancellors (Bolyai University) - 5 chancellors 1959 present (Babeș-Bolyai University fusion) - 9 chancellors 14. The competition documentation contains a traffic study that proposes an underground parking along Kogalniceanu street. Do we have to integrate it? No, you should not integrate that underground parking. That proposal is no longer valid. At present there ongoing projects for two parking outside the historical center area, that will soon provide much of the necessary parking places for the area. 15. Redesigning the area offers a good opportunity for The contract that will result from this competition will include the infrastructure

5 the rehabilitation of the urban infrastructure (sewarage system, visiting chambers, reservoirs, filters, gutters etc.). How much of this infrastructure rehabilitation is included in the design and implementation budget for the contract that will result from this competition? 16. The Scoala Ardeleana statue is a relatively recent public art object (~1970). It is not included in the List of Historical Monuments and it is part of the protected Historical Center Area without being specifically mentionned. Can we redesign the pedestal? 17. Will the hotel that is being built on Avram Iancu have car access through no.8 Kogălniceanu St.? 18. Are there any archeological findings in the area that is subject of this competition? that the city hall is responsible for: public lighting, pluvial sewerage, traffic lighting and power supply for electrical and hybrid vehicles. The rehabilitation of the other urban infrastructure systems (gas, water, sewerage, electricity etc.) will be coordinated with the city hall`s project and will be designed and implemented by those suppliers. The statue ensemble has been designed as a whole by the author, the pedesatal included. Interventions upon components of the ensemble will therefore affect the entity of the art object. Only the authors could accept, aprove or recommend interventions. Consequently, we recommend the preservation of the statue ensemble as a whole, in order to respect copywright. The building permit for the hotel doesn t provide any pedestrian or vehicle access through Kogălniceanu St. Anyhoww, this is very unlikely as this access would have to cross a private property that is foreign to the hotel`s investors. The answer to this question will be offered by the archeological discharge surveys that will precede the future building site, as in any other historical city in the world. At this stage there is no set data. The historical study doesn t mention anything in that sense. 19. Will the building of the old city prison, that is built on the citadel wall, between the National Archives and the Academy Library be restored and open to the public? Can the competition project include the front yard in order to better serve its future use? The property belongs to the National Defence Ministry and there isn`t any scriptic decision project concerning it. However, there is hope for a future restauration and conversion into a community public space. The building and its front yard can be approached within the competition as any other public institution courtyard that may be subsequently refurbished. They will not be subject to the design contract that will result from the competition. 20. What kind of paving was on Kogalniceanu St. before Prior to being covered with asphalt, the pavement of the Kogalniceanu Street
