5 PUBLIC ART STRATEGY AND MASTERPLAN overview The community consultation and engagement component of the City of Melville Public Art Strategy was completed over three weeks in May This was undertaken through: Consultation briefing pack which outlined the project and the role of the City of Melville and FORM; An online community survey; An aspirational video which showcased benchmarks of public art and some of the corresponding benefits to a place/city/community; Children s interactive art and mapping event at Palmyra Farmers Market; and An online photography competition in line with the inaugural City of Melville Public Art Week. The consultation and engagement period aimed to: inform artwork Priorities inform artwork locations inform precinct identities promote city of melville s role as facilitator of culture encourage a greater understanding of the power and relevance of public art in the context of melville encourage community acceptance and ownership of the resulting strategy Promote existing collection The data collated from the various consultation and engagement events will assist in developing aspects of the final Public Art Strategy and Masterplan, particularly in the chapters around curatorial themes and identity. The key objective of the community consultation component of this project was to inform and engage the general public on the benefits and significance of place specific public art. Page 5

8 key results melville identity q: do you feel the city of melville has a uniqueness that might separate it from other places in perth? The river is an incredible asset and it is different in every suburb. Wireless Hill is spectacular too. SURVEY RESPONDENT, leeming ~73% Of respondents had a similar answer. It has its share of the river, it has the beautiful Wireless Hill, it has the Piney Lakes area with that magical paperbark forest. The significance of Melville as a meeting place and food source for Noongars, the history of the roads which are based on Noongar tracks, etc. The riverside is also special, along with the birdlife and animals in the parks and river. SURVEY RESPONDENT, ardross SURVEY RESPONDENT, melville Page 8 The natural landscape is very diverse, and there are a lot of open public spaces. SURVEY RESPONDENT, willagee The beauty of the City of Melville is the river, I hope it's kept as a low key affair as it's reminiscent of old access to the river, one can still dip ones toes. It has a strong arts culture which I also love. The river is too special and fragile. SURVEY RESPONDENT, palmyra
9 PUBLIC ART STRATEGY AND MASTERPLAN The river, plus the openness of Palmyra and the individual parks on every second corner. Point Walter; the colour of the Blue Sky reflecting against the river. Any time you walk along the river foreshore you get to look North to see the Blue Water, the mix of green flora interspersed with homes, building or city landscape. It s fantastic. I feel this is being created but this can be further consolidated. We have iconic and unique places that attract people from over Perth; Heathcote, Kadijiny, Carawatha Park, Piney Lakes Sensory Playground, Deep Water Point and Point Walter. These places are unique in their sites and have been developed not in a 'cookie cutter' approach but by creating a 'different offering'. 10 key results Melville Identity q: Describe the suburbs Findings Survey respondents connected with the riverside suburbs regardless of where they lived. Places identified have a strong thread of community focus with descriptions showing a heavy emphasis on natural assets, parklands, landscapes and local plant life. Survey responses to suburbs including Willagee, Bull Creek, Leeming and Palmyra exhibited responses which supported FORM s desktop research and analysis of the corresponding suburb profiles. Data gathered reinforced findings which identified strong community driven activities, connections to key meeting places and public open spaces as wellas an overall community friendliness. 14 key results existing artwork collection q: how would you rate the existing public art collection? q: identify a favourite artwork from the city s existing public art collection. Identify the reasons why you like this public artwork 2.95 average rating Findings In rating the existing public art collection, the majority of respondents selected from a range of stand-alone statement artworks as well as identifying murals dotted throughout the City. Artworks connected directly to the community, or those which are considered site specific were identified as most successful. Artworks located within the Piney Lakes Sculpture park were identified as a unique collection for the City of Melville as well as an sculpture walk experience that can continue to flourish with additional works. While the overarching view surrounding the collection was considered to be better than average, it is worth noting that no respondent gave the artwork collection a resounding 5 start rating. From this response, we are able to identify that there are opportunities available to improve and enhance the City s existing public artwork collection, which will be further identified in the Public Art Strategy and Masterplan document. i like the tiled mural at Point Walter that depicts waterside features. It makes me smile as I pass. Womens Story Circle Mosaic, this has been a profound spiritual blessing to me meditating there each Sunday. There is a good representation of community and commemorative works, I appreciate this as it helps to capture the history and culture of the the area. Deep Water Point Jetty Art Seats Jon Denaro with Community. Use of recycled timber from jetty and community members helping makes it real, an interactive and living piece of art. i like some of the natural/ environmental inspired works and the colourful murals around the city Page 14 BATEMAN
15 PUBLIC ART STRATEGY AND MASTERPLAN The mural on the Leeming Recreation Centre - unfortunately desecrated by graffiti. Whilst a little amateurish, this mural reflects the activities within the building whilst bringing life to a large wall. The murals along the footpath between Mt Henry & Canning Bridge - I like this work because it relates to the area/local community, is unobtrusive, fits in the space/doesn t distract from the area, is not pretentious and it looks good. to be honest, none of them are that memorable to me. I live in Leeming where there is very little public art so we don t interact with it consistently. I do like the wmen s scupture walk at piney lakes environment centre. I also appreciated that CoM purchased art from the scupltures by the sea. The new mural near the civic centre i like as I helped to paint it, though I thought the design itself didn t really scream Melville to me. 'Fragment' by Kevin Draper. The work is beautifully crafted and sits into the landscape in a stunning location. It enhances my reading of this place and makes a statement in a simple and effective way about our impact on the environment, climate change, life, sustainability and measurement. It looks like it was made for this site. WIreless Hill, particularly the memorial to the armed services. It is emotionally evocative. Habibi at Point Walter. It's so full of life it makes me smile when ever I see it. But I enjoy most of the other ones listed as well and greatly appreciate their addition to our environment. I like murals as they brighten up blank brick walls and take up vertical space not horizontal (footpaths, street bins, signs etc take up space often not allowing room for a sculptural piece in many places. Murals also tend to not attract graffiti. However in general, the more public art the better as it enriches our soul. I like Bridget Norton "Embrace" because public artwork must be: 1. Located in the right place/here people turn around these flowers and its a great flow 2. Public artworks can make you think (here: what are these flowers? how the artist made this light feeling with steel?what does it make me remember? 3. Art must be uplifting/poetical. You cant understand everything but it has to relate to emotions. Page 15

Art should be beautiful, thoughtful and inspirational. Truly great works of art, that shows the dedication and mindset of the artist. Public artwork that stimulates the mind of the viewer and invokes speculative wonder. Pleasant to look at & that have taken real skill to produce Pieces that are interpretive to stimulate a wide audience It must be beautiful and not clash with its environment but enhance it. I don t think it needs to be classified. Something of beauty might just be the right fit Artwork that is contextually sensitive to local viewers. Artwork that doesn t encroach negatively on the habitats of wildlife. None at all. Don t want any. Letting the rate payers decide what they want installed and where. This will avoid ugly works being installed in very public locations. Findings Residents and visitors to the City of Melville have a strong connection to the river and the natural assets of the immediate area. Whilst there is no obvious priority when it comes to the aspirations of any new public art for the City of Melville, the landscape and the river are key aspects of the area that need to be considered when proposing any new public artworks for the City and its corresponding theming/purpose/placement. It is important to consider that sensitively placed artwork which is contextually appropriate was preferred amongst the majority of survey respondents. Page 17

19 EATHCOTE PUBLIC ART STRATEGY AND MASTERPLAN TTY CROSS RAFFLES HOTEL APPLECROSS VILLAGE CANNING BRIDGE key results identified public art locations EET SHIRLEY STRICKLAND RESERVE RIVERFRONT Findings A strong emphasis on the river foreshore was again evident when analysing the locations identified for public artworks by survey respondents. One of the key results identified is an opportunity to create a sculptural trail along the river that could connect both existing and future artworks. This trail presents a unique potential to celebrate the assets of the riverfront as well as imbuing the potential artworks opportunities with site specific theming. N CITY MOUNT PLEASANT Both Leach Highway and Canning Highway were identified as places where quite significant (in scale and composition) artworks could be placed to indicate entrance in to the City. A few respondents connected this back to the Containbow in Fremantle by local artist Marcus Canning. 21 PUBLIC ART STRATEGY AND MASTERPLAN Findings The Children s Engagement event was held at the Palmyra Farmers Market, children were asked to identify some of their favourite places within the city and created their own public art piece to sit within that area. Resources provided were found and natural objects. Children created water sculptures and play installations and a lot of stand-alone land art. The majority of children resonated with the river and their local parks and schools when asked what their significant places were. Page 21
22 summary Findings While the numbers for consultation were lower than expected, the data pulled from the survey has assisted in informing the precinct identities and overall character of the City of Melville as well as backing up findings taken from desktop studies, mapping and research undertaken in the last 3 months of development for the Public Art Strategy and Masterplan. The suburb identities and favourite places listed by survey respondents were in line with previous findings and consultation completed by the City of Melville. There was a strong focus on local community character, walking trails, views, green spaces and public meeting places. The general focus by respondents when considering what makes the City of Melville unique and memorable was its many natural assets, enhanced by its proximity and outlook onto the river. This is directly backed up by the findings from the 2015 round of consultation seeking to develop the Strategic Community Plan for the City of Melville People, Places and Participation: A safe City with green, leafy streets, suburbs and open spaces where people enjoy high levels of health and wellbeing, participate in local events and activities; have access to community services and local business opportunities are encouraged. More significantly while the suburbs where people lived were relatively evenly spread, the connection and desire to access the river and its corresponding amenities and precincts was quite high. This indicated a strong connection by survey respondents to the river, regardless of where they lived or places they visited from. The above emerging themes will directly assist in developing the overarching curatorial themes for the City of Melville Public Art Strategy and Masterplan. These themes will then reinforce the neighbourhood character s and context as well as the principles for each artwork opportunity identified within the document. Page 22
