1 1.2: Worked Example: Plot WV04 (North East) Appearance: Tri-partite Elevations Guideline : Tri-partite Design There is...a unifying principles across all elevations which is a tri-partite division. The design of all elevations should generally be split into three sections: The Base, The Middle and The Top. Fig : Warwick Crescent Illustrative elevation Guideline : Ground Floor Articulation Building use should be clearly articulated with greater prominence and transparency given to commercial use. Ground floor residential frontages should be more private incorporating defensible space. Residential frontages should employ entrances and fenestration at frequent intervals as a means of relating the building s frontage to the street. Shoulder Height The Top The topmost, penthouse storey of each block is expressed as a glazed pavillion lightly sitting on the rooftops of the main blocks, emphasised by being set back from the floors beneath. Guideline : Activity Level of Ground Floor Frontages Ground floor frontages on secondary routes should have active and attractive street frontage that allows a degree of privacy and diffusion to the occupant. Appearance: Verticality Guideline : Secondary Frontages Above ground level, secondary frontages may incorporate projecting as well as recessed balconies. The Middle The middle element of the facade is expressed as a six storey element in Block B and a three storey element in Block A with irregular fenestration inbetween regular shallow recessed balconies, and vertical recesses marking divisions between units. Guideline : Verticality Throughout the site, facades should be expressed in a predominantly vertical manner. This applies to primary, secondary and tertiary frontages. Guideline : Verticality Vertical Articulation should be emphasised in a manner that is proportional to the building height Illustrative Response: The external character of the proposed buildings have been conceived as a contemporary interpretation of the mansion block. In keeping with the mansion block typology, each block is broken down into a series of villas, which is repeated across the length of the plot. Fig : Illustrative Tri-partite elevation Character Datum Line The Base The base element to first floor level is expressed through rusticated cladding and deep set windows on a regular grid, forming a heavy set, almost colonnaded expression to the lower storeys. Strong vertical expression is combined with a tri-partite expression to the facades - again referencing the common language of the typology. Each block has a well defined bottom, middle and top, which establishes key datum lines common to each block and aligned with adjacent buildings. Long windows, vertical shadow gaps and use of materials contribute to the vertical articulation of the facade design. Regularity of fenestration at ground level create rhythm and maintain an active street frontage 19
2 1.2: Worked Example: Plot WV04 (North East): Landscape: Provision & Constraints Guideline : Quantum The quantum of amenity provided by communal gardens at grade should be that required to contribute to the amenity needs of the residential dwellings associated with the communal gardens and to the overall residential amenity required by the development proposals brought forward. Guideline : Use All residential buildings which enclose an open space at grade must be associated with and have access to the communal amenity space. Guideline : Design Considerations The detailed design of public realm and landscape over decks should be developed as the spatial typologies, land uses, plant material proposals and species are defined. Detailed design should consider: Tree size, and therein rootball size and depth. Topsoil depths. Subsoil depths and sand blinding layers (to avoid or minimise use of geotextiles). Soil types / specification (lightweight, habitat specific, CBR requirements for pits in hardworks areas). Requirements for light weight void formers (expanded clay, polystyrene). Drainage layers (lightweight gravels and or drainage mats). Drainage outlets (positioning and exit points for water). Requirement for roof slabs / structures to be laid to falls. Requirements for insulation as placed in the landscape layers (required by the building). Waterproofing types and integration of anti-root barriers. SUDS integration in respect of water collection and recycling. Irrigation requirements (podium landscapes benefit greatly from automatic irrigation). Means of anchoring trees during establishment phase. Maintenance and management requirements. Illustrative Response: The communal gardens at the heart of WV04 are intended to act as a sanctuary and place of refuge for the residents of the Whitley Green Residential Quarter with public visual amenity, impacting positively on the character and quality of the surrounding streetscape. There is some private residential amenity adjoining podium level residences. Precedent has been taken from the communal gardens in Notting Hill - informal, picturesque with opportunities for rest, relaxation and play. 3 1.2: Worked Example: Plot WV04 (North East) Landscape: Character & Playspace Guideline : Character Every element of the communal garden contributes to the identity and character of a place: A garden setting enclosed within a residential setting. Provide accessible, high quality, semi private green open amenity space for the residents. Enclosed or partially enclosed by residential buildings. Incorporates a variety of landscape spaces and amenity. Incorporates a balance of amenity space and ecological habitat. Provides visual amenity viewed from above. Create a multifunctional green space for both personal and shared social events. COMPACT ARBORETUM OUTDOOR ROOMS PRIVATE TERRACES NATURAL MATERIALS Guideline : Playspace Communal gardens must incorporate playable space that contributes to the site wide play space strategy... Emphasis shall be on the provision of exciting play environment integrated with the landscape structure of the garden squares. Naturalistic play environments should be supported by provision of equipment led playspace. Guideline : Playspace Provision Play space for age group 0-4 shall be incorporated within communal amenity in line with the strategic site wide play space provision described in Guideline (above) PRIVACY THRESHOLD INFORMAL LAWNS Illustrative Response Within the garden, a series of mini character areas establish places within, ie. entrance courts; garden snugs, private terraces and play areas. A series of planted terraces are proposed, providing gradual transition from street level on the northern side to the podium level of the gardens. In keeping with the pircturesque character proposals, informal tree planting (exotic and native trees) will be planted amongst lawn, ornamental grasses and perennials providing a rich tapestry of greenery and supporting the recreational use of the gardens. Lawned areas will be species rich, enhancing the ecological diversity of the area. BRICH GROVE TERRACES SEAT WALLS NATURAL PLAY Natural Play facilities (water, sand bits, boulders) are proposed for the 0-4 age group with some off the shelf equipment. 4 NE01 NE02 WV01 BW01 1.3: Tall Buildings Cluster (Development Plots NE06 and BW04) Tall Buildings Cluster BW03 Overview The illustrative design for development plots NE06 and BW04, on which the two tall buildings proposed for the masterplan are sited have been developed to a preliminary level. It responds to both plot specific guidelines, site wide principles and the vision for the character area that it occupies. BW02 W Counters Hill NE03 North End Gardens WV ay adw Bro West kensington Road The tall buildings illustrative study has been developed to a more detailed level than the other worked examples because of the potential impact on views and vistas both within the site and without. The proposed tall building cluster is an important node and placemaking element of the masterplan and thus, the quality and integrity of the architecture is crucial to the success of the development and it s integration with the wider context. BW05 BW04 The illustrative design for the tall buildings have been produced by Make. The following pages which set out the illustrative response to the Design Guidelines and Paramater Plans are directly extracted from Make s design report. Long High S treet Lillie Gardens NE05 Fig 1.3.1: Location Plan Plot Essentials NE06 BW06 Thaxton Square Location The illustrative study for the Tall Buildings comprises two plots: BW07 NE04 NE06 BW04 Both are located within the London Borough of Hammersmith & Fulham, however because of their height and relationship with the existing Empress State building, have an impact on the Royal Borough of Kensington and Chelsea. The Empress State building is located in Plot BW06 and plays an important role in the development of a composed cluster. Character Area The Tall building in Plot BW04 is located mainly in the Gibbs Green Residential Quarter, however with elevations within the Broadway and facing the High Street character areas. Plot NE04 is located mainly in the Thaxton Square Residential Quarter and has an elevation within the High Street Character Area. 5 1.3: Tall Buildings Cluster (Development Plots NE06 and BW04) Access, Circulation and Movement The tall building on BW04 is bounded by 2 primary routes - the High Street to the south and Broadway to it s east; Counters Hills, a secondary route to the north and West Kensington Road, a tertiary route. The tall building on Plot NE06 is enclosed to the north by the High Street and Lillie Gardens to the west. A through plot route should be incorporated to create permeability and through connections between Plots NE06 and BW06. Plot Specific Design Elements Residential Entrances should located away from primary routes and should be situated in a way that relates the tall building to the Thaxton Square (NE06) or North End Gardens (BW04). Tall buildings are intended to form a composed cluster with the Empress State building, however they should be positioned in a way that avoids a wall of development with no gaps. Designers must incorporate a visual separation between the tall buildings. Tall Buildings are located with key long views 3 and 6, as well key internal views b and d. A number of corners have been identified as accent corners which serve to aid legibility, orientation and placemaking. The tower element of tall buildings must be set back from the High Street, in accordance with the prescribed Parameter Plans. The Design Guidelines set out stringent conditions on acheiving a slenderness and proportion to the tall element that works with the overall composition of the tall building cluster. This, and the other relevant guidelines are outlined in Make s document which follows. Use Plots NE06 and BW04 are both proposed as mixed use developments. Retail (A1-A5) and commercial are proposed at ground and upper levels, with residential use at upper levels and in the tower element.
