Scope This technical standard specifies the basic requirements for the electrical equipment and installation of lighting, small power and navigation aids to be used on an offshore located transformer platform for offshore wind farms established in the Danish offshore sector. 2. Definitions and Abbreviations 3.1 Definitions Shall: Verbal form used to indicate requirements to be strictly followed in order to conform to the standard and from which no deviation is permitted, unless accepted by all parties. Should: Verbal form used to indicate that among several possibilities one is recommended as particularly suitable, without mentioning or excluding others, or that a certain course of action is preferred but not necessarily required. May: Verbal form used to indicate a course of action permissible within the limits of the standard. 6 4. Technical Requirements 4.1 General All electrical equipment shall comply with the requirements of Direktiv 2006/95/EF, Lavspændingsdirektivet. All electrical equipment shall have enclosure protection suitable for the area in which it is located; refer to IEC Degrees of protection provided by enclosures (IP Code). In outdoor and indoor deluge covered areas the enclosure protection shall minimum be IP55. On or below the cable deck and in the boat landing area the enclosure protection shall be minimum IP57. Electrical equipment inside mechanically vented areas should be minimum IP42 with the exception of equipment requiring circulated air for cooling, which may be IP32, provided internals are otherwise protected against moisture and dust accumulation. Equipment inside HVAC controlled areas may have a lower degree of protection, i.e. IP2X, in accordance with IEC All electrical equipment and installations shall comply with BEK nr. 27 af 10/01/2007 Bekendtgørelse om radio-og teleterminaludstyr og elektromagnetiske forhold (EMC Direktiv 2004/108/EF) and the IEC regarding electromagnetic compatibility requirements with respect to both emission and immunity Environmental conditions All equipment and materials shall be suitable for installation and operation in a highly corrosive, humid and salt-laden environment The outdoor ambient temperature can vary from -10 o C to +30 o C, which will also apply for mechanically ventilated areas. Indoor in HVAC controlled areas; the ambient temperature should not vary beyond +15 to +25 o C. 4.2 Lighting system General The general platform lighting system shall consist of both main and emergency lighting indoor as well as outdoor. General illumination outdoor shall be provided with 2x40W, 230VAC, fluorescent luminaries suitable for through wiring. 7 life type. Light fitting housing material may be either glass fibre reinforced polyester or 316 stainless steel, the fitting cover shall be hinged impact resistant clear polycarbonate. General illumination indoor in deluge covered areas shall be provided with 2x20W or 2x40W, 230VAC, fluorescent luminaries suitable for through wiring. The fluorescent tubes shall be of the slim long life type. Light fitting housing material can be glass fibre reinforced polyester; the fitting cover shall be hinged impact resistant clear polycarbonate. Floodlights, with high pressure sodium lamp, shall be used for sea surface lighting in the boat landing area and may also be used in the main transformer area and for helideck lighting. The floodlights and their control gear shall preferably be integrated and it shall have 316 stainless steel enclosures. Lighting fixtures, fluorescent as well as floodlights and their control gear, shall be located so that maintenance including replacement of the light source can be done without the use of scaffolding. Incandescent luminaries shall not be used. For comfort lighting within the staff rooms, low energy long life lighting sources like compact/mini tubes should be used. 2 Battery operated hand lamps with battery chargers shall be provided. One for location in the workshop and one to be located in the staff rooms. Lighting calculations shall be performed, and a reasonable maintenance factor shall be applied, reflecting the environmental conditions and maintenance intervals Lighting control The lighting control is placed in the BMP01 Emergency lighting distribution switchboard. All light on the platform, in ore out, with no exceptions, are controlled from BMP01 emergency lighting distribution switchboard. It shall be possible to switching on/off the lighting via a throw-over relay by the following potential free contact: Weather station Scada Push buttons on the helideck accesses Push buttons on the boat landing access area Push button in front of BMP01 Emergency Lighting distribution switchboard Document No Case 10/ ETS-06 v. 2 7/11

8 The lighting, incl. emergency light, is switched on in a sequence of three groups, in order to reduce starting currents. Group 1, immediate when switched on Group 2, after 6 seconds Group 3, after 12 seconds When the lighting is turned off, a light off delay in 10 minutes keeps the light turned one. During the light off delay, bulbs located in the following locations, indicates that the lighting is turned off. Boat landing access area Helideck accesses In front of BMP01 Emergency Lighting distribution switchboard Main lighting in all staff rooms shall have possibility to be turned off from a switch, located in one of the rooms. Emergency lighting in all staff rooms must not be switched off, when the main lighting is switched off in these rooms. In case of a power disturbance in either BJA01 or BJB01, all the emergency lighting will turn on, even though the throw-over relay is off, or/and the switch in the staff room is off Main lighting Illumination levels shall be in accordance to the DS 700. Indoor lighting levels shall not be less than 200 Lux. Main lighting shall be supplied from the two utility switchboards BJA01 and BJB01 In outdoor walkways the lighting level shall as a minimum be 50 Lux at floor level and on stairs the lighting level shall as a minimum be 100 Lux Emergency lighting Illumination levels and design of emergency lighting and escape lighting shall be in accordance to EN Emergency lighting, including floodlights for the boat landing area, shall be supplied from the Emergency Lighting distribution switchboard, BMP01. 9 4.2.5 Other lighting Light marking for helicopter deck and wind cone shall be in accordance with Provisions for Civil Aviation issued by Luftfartsdirektoratet BL No. 3-5, with following deviation: The helideck must be equipped with only one lighting switch for both floodand perimeter lights, where the BL No. 3-5 states one switch for each kind of light Small power Small power equipment includes items such as socket outlets, switches and Electrical heat tracing. The small power installations shall be supplied from the two utility switchboards BJA01 and BJB Socket outlets The following types of socket outlets shall be installed around the platform: 400V/63A, 3P+N+PE, CEE type 400V/32A, 3P+N+PE, CEE type 400V/16A, 3P+N+PE, CEE type 230V/10A, 1P+N+PE, DK type Socket outlets shall be located in staffrooms, workshop and in equipment rooms with exception of the transformer rooms. Every room shall have a combination of receptacles which have constant supply and receptacles which will be turned on/off with the platform lighting. Socket outlets located under outdoor conditions shall be installed inside an adequate enclosure, made of stainless steel, AISI 316L or plastic materials, polycarbonate or polycarbonate with reinforced fiberglass. Socket outlet below 63A shall be in a combi box with separate outlet for 230V and 400V Heat tracing All equipment which requires frost protection to avoid freezing shall be electrically heat traced and insulated. The following indicates some, but not necessarily all, items which require heat tracing: Tank for oil and water separation Water pipes Drain pipes Heat tracing cable shall be of the self regulating type. 10 The accessories and principles for installation of the heat tracing cable shall be according to the manufactures recommendations. The trace heating shall be powered when the outdoor temperature drops below +5 o C. This can be done by installing a thermostat which has its sensor located on the north side of an external wall. The sensor should not be exposed to direct sunlight. 4.4 Navigation aids General The navigation aids system shall be designed and installed according to the F.V. Farvandsvæsnet (Navigational markings in Danish waters) and IALA (International Association of lighthouse Authorities). The complete system may consist of: 1 Navigation aids central control panel including battery charger and battery package. 2 main and secondary lantern combinations. 1 main and secondary foghorn combination. 1 fog sensor (photocell). 4 subsidiary lights. The central control panel with accessories shall suitable for mounting indoor in a 19 standard cabinet. The foghorn may be remote controlled from shore but if communication from shore to platform is lost, the foghorn shall start automatically. Normally foghorn is not required in inner Danish waters. Use of foghorn must be clarified with the Farvandsvæsnet. The battery standby power shall be provided for 96 hours duration. Batteries shall be maintenance free and have a lifetime of at least 10 years. Both main and secondary lights and the foghorn shall have 316 stainless steel enclosures. Offshore transformer platforms located in inner Danish Waters do not need to comply completely with the above-mentioned requirements regarding navigation lanterns. In each individual case it is possible, according to a previous arrangement with the Farvandsvæsenet, to agree about requirements to a specific limited amount of equipment. Certificates / Data books 5.1 General All electrical equipment documentation such as Equipment Data sheets and installation design drawings shall be collected in one or more data books containing all relevant information concerning the equipment and installation.
