7 4. Chair s report C. Beebe. a. Welcomed and thanked the committee for attending the ROC meeting for the 2012 editions of NFPA 101 and NFPA b. Notified the committee of his recent change of employment to ASHE. His reapplication for committee membership is on the Standards Council s meeting agenda this week. c. Reported that NFPA is in the process of re-engineering the codes and standards development process. The new process should be more userfriendly and increase committee efficiency. Details are still being worked out. The new process should be in place for the next revision cycle of NFPA 101 and NFPA 5000 (2015 editions). d. Attended a 1.5-day technical committee chair training program held at NFPA headquarters in September. The program covered numerous aspects of the NFPA standards development system and was a valuable activity. 5. Staff liaison s report G. Harrington. a. Added his thanks and welcome to the committee. b. Gave a brief presentation on the document revision process, ROC meeting procedures and the letter ballot process. 6. CO Detection Task Group report D. Nichols and J Taluba. Reported the task group reviewed the CO detection issue following the ROP meeting and several concerns were identified. A generic reference to NFPA 720 won t work for board and care facilities as they have unique features not contemplated by NFPA 720 that will affect the locations of detectors. It is understood that the TC on Residential Occupancies (RES) is also reviewing the issue for its chapters. The task group recommends waiting to see what RES does and possibly implement something for the next revision cycle. (No action.) 7. NFPA 101 ROC preparation. The committee reviewed and acted on the public comments on NFPA 101. See the A2011 Report on Comments for the committee actions. 8. NFPA 5000 ROC preparation. The committee reviewed and acted on the public comments on NFPA See the A2011 Report on Comments for the committee actions. 9. Other business. There was no other business. 10. Future meetings. The committee will likely next meet late 2012, at a location to be determined, to prepare the Reports on Proposals (ROPs) for the 2015 editions of NFPA 101 and NFPA Meeting notices will be distributed when the dates and location have been determined. 11. CMS Issues - Moving to adopt 2012 LSC no definite timeline - Note letter issued related to culture change is also applicable to hospitals - Working on other letters/guidance on 2012 LSC and other documents - Note legal and other regulatory constraints - Interests: terminology clarification, lighting - Note sprinkler requirement deadline for nursing homes is 8/13; expect 95% compliance - Open to the concept of a pilot case study of construction under the 2012 LSC b. Pioneer Network Concepts 1) Corridors task group chair Ken, Mike, Amy, Bill - permit p/t and o/t treatment rooms open to corridors (don t have hazardous materials) - are eight foot corridors always required - define a corridor is it a physical separation, is it a clear egress path, use the suite concept? - note concern re physical separation was min square footage for dining and deficient smoke barriers 2) Cooking Activities in Nursing home p/t and o/t treatment areas - does the definition of limited cooking include conventional kitchen range - what is the MAQ for cooking oil related to grease laden vapor acceptability - existing facilities use of portable electric tabletop cooking equipment which is not flue connected permit removal of requirement for separation from the corridor In clarify whether the kitchen is permitted to be open to the corridor in the presence of a Type A hood - clarify language on detectors and smoke alarms minimum and maximum distance from the cooking appliance and whether it can be outside the kitchen- Page 27 of 59

Home based Health Care potentially consider a risk based approach, e.g., the 99 approach d. Noise Issues fire alarm pre-notification to staff prior to general notification to minimize resident distress it is currently possible to do this with fire alarms and sprinkler water flow alarms. Delayed egress lock alarms don t have this capability but in the 2009 edition of the code, this type of system is not required if smoke detection is present. Also possible to use magnetic type locks. NFPA 101 now requires fire sprinkler protection in all new one-and-two family dwellings and does not contain a similar exemption to the exception in If this level of care is established in new one-and two-family dwellings, a similar level of protection should be provided for all new residential board and care facilities. Residential Board and Care facilities, an arguably similar or greater hazard occupancy since the occupants may be transient and a fire in one sleeping room could compromise the safety of an occupant in an adjacent space. In addition, section for new apartments, does not contain this exemption either. The TC on residential occupancies removed an exemption for apartments last cycle. Lastly, the IBC/IFC has required complete fire sprinkler protection for all new residential occupancies for the last four code cycles. There is no similar sprinkler exemption provided in the IBC/IFC.
