5 November 4, 2015 Mr. Harry Earl Heard Construction 95 East Hall Road Rockledge, FL Subject: Fee Proposal for Engineering Design Technology Infrastructure Renewal - Longleaf Elementary School Mr. Earl, We are pleased to propose our professional engineering services to design a technology infrastructure renewal at Longleaf Elementary School. The scope of work for the project includes: 1. A new structured cabling system for voice, data, ITV and classroom audiovisual systems. 2. A new fire alarm headend with all new wiring. The location and mounting of existing devices will be reviewed to ensure that pull stations, strobes and horn-strobes meet all code requirements to include specific requirements provided by the district s code official. The existing devices will also be reviewed to verify compatibility with the new fire alarm panel and replaced if required. 3. A new dedicated HVAC system for the Communications Equipment Room. The system will be a mini-split variable refrigerant type. 4. Electrical power design to include power in comm rooms and panels and two 20 amp power circuits in each classroom. Our fee proposal is based on the assumption that sufficient electrical power is available in each building to accommodate the new classroom power. If additional work is required to increase the electrical service capacity to buildings or to the campus as a whole the related services will be proposed separately based on hourly rates. All work will be in accordance with current district standards for each system. The total fee for the project is $41,580 which may be broken out into $35,760 for pre-construction design services, $1,660 for the construction bid award phase and $4,160 for the construction phase. The total fee may be additionally broken out into $9,640 for fire alarm system design, $27,880 for structured cabling system design, and $4,060 for the design of power and technology systems associated with student stations. Our fee for the stated scope of work is a fixed fee amount calculated as a percentage of the construction budget and is based on the State of Florida Department of Management Services engineering fee curve 410 W. The total fee would be $55,440 using the state fee curves without taking these considerations into account. The total fee based on estimated hourly costs would be approximately $56,690 as follows: Principal 60 $ per hour = $ 6,240 Project Engineer $85.00 per hour = $ 25,500 Designer 400 $61.50 per hour = $ 24,600 Clerical 10 $35.00 per hour = $ 350 = $ 56,690 The fixed fee of $41,580 may be broken down into the following project phases: Pre-Design Phase (45 days) $ 2,495 Schematic Design Phase (30 days) $ 4,160 Design Development Phase (30 days) $ 4,160 Construction Documents (30 days) $ 24,945 Construction Bid Award Phase $ 1,660 Construction Phase $ 4,160 Total $ 41,580 All designs will include computer lab layouts and wireless LANs. We will coordinate all work with Heard Construction and district personnel. We will have a representative at the pre-construction conference. The method of assessment included the following: - Assessed the condition of the school building s main Fire Alarm Control Panel (FACP) - Reviewed/reflected upon the last (Summer 2015) Fire Alarm System Test and Inspection Report - Went through FACP history-log buffer - Visually inspected Notification Appliance Circuits (NAC) Panels - Randomly selected heat & smoke detectors and assessed the wire condition leading into selected devices - Assessed the apparent (exterior) condition of conduit/raceway at random location above drop-in ceilings and mechanical rooms. No other life safety systems were assessed. Alarm performance testing was not performed, since Annual Alarm System Function Test/Inspection Report was available for review. The following is a summary of limited visual assessment findings and Rough Order Magnitude (ROM) estimations of cost based on practical experience: 1) FACP in very good condition. Notifier 460 was replaced in May 2014 due to continuous failures. Page 1 of 6
14 Site Inspection (Field) Report Form 2) Conduit & fasteners in good condition. 3) Wire/conductors appear to be in very good condition. 4) Wire-nuts (not BPS Standard terminal clips) found in numerous junction boxes, but with apparent/significant service loop in wire. Should replace wire-nuts with terminal strips to maintain system reliability (ROM = $5K). 5) Have some old smoke detectors and pull stations devices among a majority of newer devices. Should replace old devices with new devices to maintain system reliability (ROM = $8K). 6) Building does not have heat detectors in (high hazard) kitchen area. Add heat detectors and program kitchen equipment power-shunt upon actuation of kitchen heat detectors, pull stations, and actuation of hood suppression system to comply with current Per NFPA 72 Standards (ROM = $10K). 7) General alarm will shut-off power to all kitchen gas and electrical appliances. Program system to only shut off kitchen gas and electrical power when any device is actuated in the kitchen. Actuation of fire alarm system from any other device, will allow the gas and electrical power to remain on. This will reduce the impact (automatic gas/power shut-off) to kitchen operations during the numerous (approx. 13 per school year) fire exit drills and nuisance alarms (ROM = $1K). 8) Cafetorium/ Stage does not have voice evacuation panel. NFPA 72, 2007 edition, and subsequent Florida Administrative adoption of Standard, brought about change requiring voice evacuation control panel in all assembly spaces (including school auditoriums, cafeterias, etc.). Need to add voice evacuation sub-panel (ROM= $15K). Total estimated ROR cost is believed to be $39, This cost does not include any professional fees.
