1 Q9360 Addendum #2 Response to Vendor Questions 1. Are you looking for one contractor to provide ALL of the services listed? If so, would we need to have sub contractors listed prior to proposal? UNI Response: Yes 2. For turbine specific work, a. Do you have NDT supplies, and provisions, or is contractor to supply them? This is something we typically perform in the shop. UNI Response: All NDT will be performed on site. Vendor will provide list and UNI will provide supplies needed. Vendor will direct UNI personnel on NDT procedures. b. If there are repairs discovered during inspection, are we required to use a local repair shop, and if so, please identify the shop? UNI Response: Repairs discovered will be UNI responsibility. c. Do you have spare critical parts on hand, and if so, are they available for this project? UNI Response: We will have gaskets and oil seals available. Will review if additional parts are needed with vendor. d. Are your personnel equipped with all rigging, hand tools, and specialty tools required, or would we be required to provide any tools? If so, please identify? UNI Response: UNI will provide all tooling. Will review with vendor to ensure all tools and supplies are on hand before work starts. e. Is UNI equipped with an alignment system, and/or a vibration analyzer? UNI Response: UNI has the Pruftechnik Rotalign Ultra alignment system and the Pruftechnik VIBXPERT 3. For Gear specific work Same as turbine UNI Response: No gear 4. For the purposes of bidding item 3.6, what type of turbine governor do you currently have on the unit? UNI Response: Woodward 505e 5. It appears UNI wants supervision (TFA) only with UNI personnel performing the labor on the turbine disassembly, but the RFQ calls out for the vendor to perform valve inspections, can you provide clarity on exactly what is expected of the vendor? UNI Response: The vendor will provide technical expertise to evaluate the equipment and supervise UNI personnel. If repair is needed, vendor will recommend solutions. Vendor is responsible for testing and restoring unit to normal operation.

2 6. Does UNI want the items to go out to a shop for inspections? UNI Response: The gimpel valve should go the Gimpel valve service center for overhaul. All other items have been inspected on site in past overhauls. Last overhaul 2011 at Gimpel Service Center, Houston, Texas. 7. Who is responsible for the blast cleaners and NDE, UNI or the vendor UNI Response: The vendor will evaluate on site. UNI will blast on site with guidance from vendor on what blast cleaners to purchase. 8. Are there any special site issues: limited laydown space, crane or no crane on deck, safety training required, parking restrictions, etc.? UNI Response: Laydown space has been sufficient in the past, 20ton overhead crane in place, no specific UNI safety training, parking pass must be purchased by vendor. 9. Under Bid Section 3.3, it is unclear if the intent is for the bidder to provide standalone Technical Direction to UNI for the project or Technical Direction, Supervision, additional labor if/as required, tooling and subcontract services as necessary for items ? Supervision of cleaning, testing, disassembly, re-assembly, and inspection of steam turbine, rotors, gear unit, and generator at the client location. Question : Labor support, Gritblast / NDE by UNI or Bidder? UNI Response: By UNI under supervision of bidder Inspection disassembly and reassembly of auxiliary systems, including lube and control oil system, gear unit, steam-gland-drains system, and generator coolers. Question : Labor and tooling by bidder? UNI Response: Labor and tooling by UNI Full valve inspection, including cleaning, testing, disassembly, and inspection of trip and control valves assembly. Question : Technical Direction, Labor and tooling by bidder? UNI Response: Labor and tooling by UNI direction by bidder with exception of the gimpel valve which will be shipped by bidder and overhauled at a Gimpel Service Center Cleaning turbine-generator surfaces where necessary for nondestructive testing and erecting scaffolding for examination of turbine-generator components. Question : Assume labor by bidder? UNI Response: Labor by UNI Supervision of crating for shipment for the trip and throttle valve train. These items will be inspected, cleaned and repaired as required off-site. Question : Offsite inspection line up by UNI or bidders s shop?

3 UNI Response: The trip and throttle (Gimpel valve) offsite overhaul set up by bidder. At Gimpel valve service center. Last overhaul 2011 Gimpel service center, Houston, TX , Vibration detection system What vibration monitoring system do you have now? UNI Response: None Why no probes for the generator end? UNI Response: Contractor to provide itemized price for generator end probes. Are the bearings already drilled for X-Y probes? UNI Response: According to Electric Machine they are. See pictures: Gen Bearing Exciter End and Gen Bearing Turbine End. If not, are you open to the typical retrofit option of internal face-mounted probes? If so, is there room to install? UNI Response: If not then the internal face-mounted probe option is acceptable. We can absolutely supply a BN 3500 system, but are you open to other equivalent systems? Bently Nevada makes a great system, but in the past few years, we have seen the rise of competing offerings which are much more configurable than the 3500 system, and which offer equivalent (or better) performance, ease of use, and reliability. UNI Response: Bid spec calls for the Bentley Nevada , Voltage regulation system Do you want the auto-synchronizer option on the SGC-250N? UNI Response: No What is the rated current in your existing CT s? 1A or 5A? UNI Response: 5A Do you want the Current differential protection option on the SGC-250N? UNI Response: Yes. Provide in bid as an itemized option. As we recall, the existing VR 40 s input power comes from a PM generator. What is the input power frequency? 60 Hz or Hz? UNI Response: Hz , Turbine Overspeed Electronic trip Can you supply a drawing of the front standard and its internals? (We need to determine if we can fit a speed pickup wheel inside) UNI Response: See picture Speed Pickup Wheel. A pickup wheel is already installed for the Woodward 505E.

4 If it proves impractical to mount a speed pickup wheel inside the front standard, are you open to putting it on the back end of the generator? UNI Response: Yes What is your current tripping mechanism? UNI Response: Mechanical/hydraulic Are you looking for a (one) voted trip signal coming out of the new EOST system, or are you looking for three individual outputs? If the latter, are you looking for a new 2-out-of-3 trip manifold? UNI Response: The EOST is to have a triple redundant sensing. If at least two of the three sensors detect over speed condition the trip signal should go high. What is your plant DCS system, and what communication protocols does it support? Are you looking for the successful vendor to configure the DCS interface, or would you rely on your plant folks to configure this? UNI Response: Allen Bradley control logix 13. General - Please send a cross-sectional of the turbine including the valve rack and TTV. UNI Response: See drawings Trip Throttle valve and 2NV8 Turbine What are the qualifications of Plant Maintenance Mechanics? Have they performed a Major Inspection on this unit in the past? Does the plant have the required tooling to complete the job? If not, what tooling is required by the contractor? UNI Response: Plant will have tooling. UNI Response: Industry standard for steam turbines What tests and inspections does the university desire on the stator and field? UNI Response: Industry standard or as recommended by manufacturer Electric Machine Is any equipment already purchased or is everything responsibility of the contractor? UNI Response: All new equipment for alternate systems responsibility of contractor.

5 Please send pictures and/or drawings of what the plant currently has in place for vibration monitoring It is mentioned that four radial probes, two per bearing will be installed. This accounts for two journal bearings. How many bearings does this machine have? What is monitoring the other bearings? UNI Response: This generator has two bearings The quote states we need sufficient rack modules to interface with external equipment (vibration, temperature, keyphasor, etc.) Can you explain what temperatures the rack will be monitoring? UNI Response: The reference to temperature is incorrect. No temperature inputs to the vibration system are required I believe in order to get -4Amps, you need a DECS 250N not a DECS 250. Can you confirm? UNI Response: Per Basier proposal documentation, the DECS 250 is capable of the excitation current range specified. Contractor to confirm with Basier prior to submitting bid Where is the DECS250 or 250N going to be installed physically? UNI Response: Plan on mounting in the control room Where are the speed monitors going to be installed physically? UNI Response: Turbine front see picture: Turbine Front Please send a picture of the turbine s front standards. UNI Response: See pictures: Turbine Front 1 and Turbine Front Vibration System Questions a. What is your current system (BN3300)? b. The specification requires accommodation of Temperature points (RTD/Therm) into the new BN3500 what are the temperature IO counts/type? UNI Response: The reference to temperature is incorrect. No temperature inputs to the vibration system are required. c. Please supply a photo of the current Vibration system rack(s)

6 d. Why not use the existing vibration probes with the new BN3500 instead of replacing them? e. What is the current turbine control system (Woodward 505?) UNI Response: Woodward 505e f. Is the current vibration system integrated into the turbine trip string logic? Do you want the new BN3500 system integrated as well? 27. Voltage Regulation Question Please supply a photo of the current vibration system cabinet inside and outside 28. Electronic Overspeed System Questions a. Do you want the 2oo3 system to incorporate ability to statically test overspeed using internal function generator UNI Response: Yes, this would be preferred. b. Does the 2oo3 system have to be on-line repairable i.e. ability to replace one of its CPU modules while the unit is running UNI Response: Yes, this would be preferred. c. Is the new 2oo3 overspeed trip system to be integrated into the existing trip string? UNI Response: This is preferred, but not required. Please indicate in bid. 29. Installation labor Question We assume that the Optional control system items will be installed with University supplied labor and the vendor will supply Supervision/Commissioning Engineer? Please confirm UNI Response: yes 30. What is the current plant DCS? UNI Response: Allen Bradley Control logix 31. Please provide the data plate information off the T&T (Trip & Throttle ) valve. Even a photo will do. This is required to meet para 3.5 on pg 16 Scope of Work ( Off-Site Inspection and Repairs). 7 32. The way I read it you are only planning to send the trip throttle valve off-site. If that s correct then I just need to know if it s a Gimpel, S&K, etc. If you want the CV and extraction valve gear done in the shop then I will need cross sections of the valves. UNI Response: It s a Gimpel 33. For the purposes of pricing, should we estimate the TFQ to be onsite 5 days per week/8 hours per day from April 16 to May 31 or is there a set duration we should provide pricing for? UNI Response: Figure April 23 rd thru May 31.
