Humphrey, Manager of Purchasing/Materials Management Subject: Addendum #1 Request for Proposals 15/16-06 Airport Communications Center Systems Replacement Project All prospective proposers are advised of the following responses to questions asked prior to and during the pre-proposal meeting held on March 16, This addendum shall become part of the above referenced solicitation s contract documents and is required to be signed and returned with your proposal submission. Question 1: Does this project fall under the provisions of the Nevada Administrative Code (NAC) which would preclude Nevada registered architects from submitting a fee proposal. Response: This design work in this Request for Proposals (RFP) for this project falls under the provisions of Nevada Revised Statute (NRS) 332. As such, this is not solely a qualifications-based selection but rather a RFP solicitation wherein all criteria outlined in the solicitation document will be taken into consideration when evaluating proposal submittals. Pricing will be a part of the criteria reviewed and considered in determining the successful proposer. Question 2: There are several references to work required beyond an initial Needs Assessment Study (e.g.: Scope items le, ld, le, and 2 on page 3 of 33). Is it the intent of this RFP to request a fee proposal for work beyond the Needs Assessment phase? Response: Yes. The successful proposer will be conducting a needs assessment, preparing a design and design documents, assisting with vendor selection activities, and performing construction management and quality assurance/quality control (QA/QC) functions. Question 3: We are requesting additional clarification on a topic presented during the Pre-Proposal meeting held on March 16, It was explained that the Access Control System and CCTV portion of the work must be collaborated with the existing security contractor. It was also explained that the Airport Authority has already

2 Addendum #1 to RFP 15/16-06 AirCom Systems Replacement Project Page 2 of 4 contracted with a security contractor for replacement of existing OnSSI Video Management System (VMS) with Genetec system. Please provide clarification as to your process of selecting the security contractor for the OnSSI to Genetec replacement portion of the project. Though we diligently review many public advertisements and RTIA purchasing website for upcoming Airport Authority projects and bidding opportunities, we saw no solicitation for this specific portion of the work, separate from the main RFP referenced above. Reno-Tahoe International Airport utilizes Lenel s OnGuard platform for Access Control System (ACS) and OnSSI s Ocularis for CCTV system. We are a manufacturer s Authorized Solution Partner for both Lenel and OnSSI in Northern Nevada. We are also an Authorized Solution Partner for Genetec. We would like the opportunity to participate on the public bid process for the CCTV system upgrade portion of this project. If it is not possible to provide a proposal for this project, at this point, please provide details of your process for notification of publically solicited projects so we may participate on future opportunities. Response: The work associated with the conversion of the RTAA s Video Management Software from the current product, OnSSI, to a new product, Genetec, is being done in conjunction with an emergency repair that is being made to one of our three Network Video Recorders. Due to a recent major equipment failure, the RTAA is pursuing the repair of this system and its associated software under the Emergency Contracts provision found in Nevada Revised Statutes section (b), that enables us to let contracts without competitive bidding in situations that, May lead to impairment of the health, safety or welfare of the public if not immediately attended to. The RTAA provides the following response as to whether or not it is possible for vendors to participate in the CCTV system upgrade portion of the larger project to upgrade all technology at our Airport Communications and Emergency Operations Center. In every possible case, the RTAA provides maximum opportunities for all qualified vendors to participate in its competitive processes. In this particular case, for the access control and video surveillance portions of the project, the RTAA has determined that the course of action that is most advantageous to us is to proceed with direct placement of the contract exempt from competitive bidding as allowable per NRS , subsections 1(c), (g), and (h), that provides exemptions for computer hardware, software, and repairs and maintenance of equipment which may be more efficiently added to, repaired, or maintained by a certain person Regarding clarification of our process for notification of publically solicited projects, at a minimum, all of our solicitations are publically advertised locally in the Reno Gazette- Journal and on our website at renoairport.com. At our discretion, we may also advertise

Question 4: Can we get a copy of the sign in sheet. Response: The sign-in sheet is appended as a part of this addendum. Question 5: Could you supply a list of the systems currently used in the center and their manufactures and approximate date of installation of each system? Response: The following systems and technologies are currently in use: CAPERS Computer Aided Dispatch and Police Records Management System, 2014 VoicePrint International Telephone and Radio audio recording system, 2011 Lenel OnGuard Access Control and Alarm Monitoring, 2009 ONSSI Ocularis Video Management System (upgrade to Genetec Systems in progress) Fireworks Fire Alarm Reporting System, 2008 NCIC Criminal Justice Information System, 2008 WebEOC Emergency Operations Management System, 2006 Zetron Radio Console Control System, 2009 MACOM (Harris) 800 MHz radio system, 2008 Avaya CS100 VoIP telephone system (upgrade to Avaya Aura in progress) IED ACS500 Overhead Paging and Fire Alarm Annunciation System, 2006 SNOM Videophone, 2014 Multiplicity Single Mouse, Single Keyboard Software KVM solution, 2012 Question 6: Could you provide some idea of the scale of each system. e.g. number of cameras, number of radios, number of access controlled doors? Response: The scope of this project is confined to the personnel and workstations in the Airport Communications Center (4 positions) and the Emergency Operations Center (30 positions). We have 320 total cameras in our security surveillance system, 268 doors in our access control system, and 229 radios, although the replacement of these are not in the scope of this project. Question 7: Could you make available a plan of the existing center with just the wall outlines, and not including any SSI material?

Plans showing walls and doors are provided appended as a part of this Question 8: I would like to know approximately when we can download the preproposal meeting sign-in sheet and PowerPoint presentation from the Authority s webpage for the subject RFP. I will continue to check the web page. Response: The PowerPoint is available to any prospective proposer by submitting a request via . The sign-in sheet appended hereto and is a part of this addendum. Pre-Proposal Meeting Attendance: The sign-in sheet from the pre-proposal meeting held on March 16, 2016 appended hereto. This addendum is required to be signed by the same person who signs the proposal document and is required to be returned with your proposal submission.
