11 EU Directive 2012/19/EU on waste electrical and electronic equipment. EU Directive 2011/65/EU for restriction of the use of certain hazardous substances in electrical and electronic equipment. EU Regulation 1907/2006/EC (REACh) the chemical regulation of the European Union. There are various environmental directives in the European Union (EU). Directive 2012/19/EU WEEE (Waste Electrical and Electronic Equipment) regulates the disposal of electrical and electronic equipment and components. The use of certain hazardous materials in electrical and electronic devices is defined by Directive 2011/65/EU RoHS 2 (Restriction of Hazardous Substances). Chemicals and materials in general are regulated by the law on chemical substances 1907/2006/ EC REACh (Registration, Evaluation, Authorisation and Restriction of Chemicals). This means avoiding the following substances, among others: Polybrominated diphenyl ether (PBDE) Decabromodiphenyl ether (DecaBDE) Perfluorooctane sulfonate (PFOS) Pentabromodiphenyl ether (PentaBDE) Octabromodiphenyl ether (OctaBDE) Lead (Pb) Mercury (Hg) Cadmium (Cd) Hexavalent chromium (Cr VI) Polybrominated biphenyls (PBB) Cables and conductors and their associated connectors are only affected by Directive 2012/19/EU WEEE insofar as they are an internal part of the listed equipment and components. What does REACh mean? REACh REACh stands for Registration, Evaluation, Authorisation and Restriction of Chemicals. With REACh, the previous chemical law is basically harmonised, simplified and valid in all EU Member States. Cables and conductors have now been included in 2011/65/EU RoHS 2 since 2013 for the first time (Category 11 or as an internal component of the respective product). Fiber optic cables, power cables (>250 V) and installed fixed cables e.g. in premises are not concerned. The only permissible marking according to RoHS 2 is the CE marking, which is printed on the product package. Under REACh, there is a so-called candidate list with substance of very high concern (SVHC), which are subject to obligatory information and should be substituted in the long run. The list of candidate materials is updated twice per year by the European Chemicals Agency (ECHA) in Helsinki

12 LEONI The Quality Connection People can move about in safety Protection to life and property is assured. Public buildings Our cables and support systems energise the safety equipment and escape routes. Train stations, underground stations, airports Lighting, emergency exits and signalling ensure safety in infrastructure buildings. 73 Fire performance Technical Information 73 Halogen free Degree of acidity of combustion gases The halogens are the elements of the 7th group in the Periodic Table of Elements Fluorine (F), Chlorine (Cl), Bromine (Br) and Iodine (I). Halogen free cables must be free of chlorine, fluorine and bromine (PVC cables contain halogen, PVC = Polyvinylchloride), to reduce smoke, corrosivity and toxicity in case of fire. This is why they are labeled LSOH (Low smoke zero halogen). The most popular plastic containing halogens is PVC (polyvinylchloride). In case of fire or at high temperature PVC starts to degradate. Hydrochloric acid and other fission products are generated and leads to extremely aggressive corrosion. Therefore the current safety trend is to replace the halogen containing plastics with halogen free ones. Thanks to halogen free cables the formation of corrosive and toxic gases can be reduced. Test procedures (qualitative test) 1000 mg of the testing material must be hold at one termination of an pre-annealed copper wire in a gas flame. The material is considered to be halogen free if no green to blue-green flame colouration occurs. The chlorine and the bromine would cause such a colouration, however the existence of fluorine cannot be proven like that. Test standards IEC , EN (see figure B) Corrosive gases act with moisture to produce aggressive acids which corrode metal parts and cause extensive long-term damage, even though the fire damage may only be limited; this is because corrosive gases often spread throughout a building through the ventilation system or within whole installations. The damage may not be limited to the area immediately affected by the fire. Electronic units and electronic contacts are particularly vulnerable, as are free-standing or concrete enclosed steel constructions. Test procedures 1g of material is burned in a combustion furnace at 935 C with pre-defined air supply. The emitted acid gases are collected in the washing containers. The ph value and the conductivity of the washing solution is measured and compared with the following requirement: the ph-value > 4.3 the conductivity < 10 µs/mm Testing material IEC , EN (Figure B) Combustion furnace Air supply Gas washing containers Testing material Test standards (quantitative test) IEC , EN (see figure A) A sample of g is heated to 800 C and the halogen content of the emitted gases is tested. 74 74 Technical Information Fire performance Smoke density Flame propagation of single cable The formation of smoke has several un pleasant consequences. On one hand it considerably lowers the visibility in a fire event, so that people trapped inside closed rooms can't escape. On the other hand it obstrucs the firebrigade to carry their fire fighting actions. Regarding the formation of the combustion gases the PVC comes off quite badly. Test procedures The density of smoke emission can be determined by measuring of the light penetrability. Cable samples are lit with alcohol in a test chamber (cubical with an edge length of 3 m). The so formed smoke is uniformly spread by a ventilator and influences the light measuring section. The test is considered to be passed when the following light penetrability is reached: Dangerous level HL 1 HL 2 and HL 3 60 % HL 4 70 % Requirements Flame retardant cables are cables which, when installed as a single cable, although ignitable on exposure to flame source, will greatly reduce flame spread and selfextinguish once the flame source is removed. However, in a vertical cable bundle, e.g. in vertical risers, fire can spread along the cables (chimney effect). In order to avoid this danger, the so called «no flame propagating» cables should be used. Test procedures This test procedure describes the minimum requirements for flame retardant cables and it is valid for lead wires or on single cables only. A lead wire or a cable is being aflamed with a propane-air-burner (1 kw flame). Test duration 25 = 60 s = 120 s = 240 s > 75 = 480 s Test standards IEC 61034, EN IEC , EN Convection shield The burning cable should self-extinguish as soon as the fire source has been removed. The fire damage may not be higher than 60 cm. The test is considered to be passed if the sample has not burned and the damage (carbonisation) has not reached any of the terminations of the sample (> 50 mm). Test standards IEC , EN Light receiver 3000 Ventilator Def.-St (former NES 711) Convection shield Light receiver Ventilator

Fire performance Technical Information 75 Flame spread of bunched cables Circuit integrity under fire Cables with this property do not allow the fire to spread even if the cable bundle is placed vertically; they are self extinguishing once the fire source is removed. Test procedures This test simulates the chimney effect in vertical cable installations. In a standardized cabinet the cable bundle is kept in a burner fire for minutes (gas burner 73.7 ± 1.68 MJ/h). Thereby the temperature is kept constant to 750 C. Depending on the volume of the non-metal (combustible) materials per running meter it can be differentiated in the categories A F/R, A, B, C und D as follows. The circuit integrity indicates how long a free cable retains its insulation in a fire without causing a short-circuit. According to its international standard, a cable is laid horizontally over a burner for three hours. The temperature is set at 800 C. The circuit integrity is designated with FE (e.g. FE180 = circuit integrity of 180 min): BETAflam FE180 / E30 Test procedures The sample is fastened at definited distances above the burner. The conductor is connected to a power source at voltage via an 2 A fuse. The test is considered to be passed, if during the test no short circuit or circuit interruption occurs. 76 76 Technical Information Fire performance Circuit integrity with mechanical shock System integrity Cables for emergency circuits up to 20 mm diameter are subject and tested to fire with mechanical shock during a survival time of maximum 90 minutes. Maintaining the functionality of cable installations in event of fire. The test involves the cable and the laying resp. fastening system. Test procedures A single cable is fastened to a test wall under conditions of minimum bending radii and is tested at a minimum test temperature of 830 C and impacts on the cable support. During the test no rupture of conductors shall appear and voltage must be maintained. For the purposes of the European Construction Products Directive the survival time serves to classify the cables into PH classes from PH15 to PH90. The test is considered to be passed, if during the test no short circuit occurred. Test standards EN 50200, classes PH 15, 30, 60, 90 IEC Fire with shock, up to 0.6 / 1.0 kv, 830 C Test procedures The profiles are installed together with the fastening system in a testing oven with a minimum length of 3 m. The conductors are connected to a 400 V (for control cables 110 V) power source and fused with 2 A. The testing temperature is 850 C up to 1000 C. The test is considered to be passed, if during the test there is no short circuit or circuit interruption in the cable system. The classification E30, E60, E90 bases on the least favourable result obtained on at least two identical specimens. The heat-induced increase in conductor resistance is not taken into account during the test. Test standard DIN 4102 part 12: E C to 900 C for 30 min E C to 970 C for 60 min E C to 1000 C for 90 min

Fire performance Technical Information 79 Electron-beam cross-linking Physical cross-linking We cross-link our cable insulations with high-energy electrons (betarays) in our own state-of-the-art irradiation centre. These electrons cede their kinetic energy when slowed down in the polymer. Through the impact of the electrons radicals are built, which with chemical reaction interlink the molecules. Cross-linked insulating materials Cross-linking binds together the polymer chains by means of a chemical linking (in the amorphous phase). This leads to a three-dimensional network. The polymer chain can no longer move freely (irrespective of temperature). Above the melting temperature the material can no longer flow but it goes into a rubber-like elastic state. Advantages of cross-linked insulation materials Increased shear and compressive strength Improved integrity in case of electrical failures (overload, short circuit) Improved resistance to chemicals Infusible, soldering iron resistance Improved impact strength and crack resistance Better weather and abrasionresistance With the electron-beam accelerators the insulation materials can be cross-linked within a few seconds. The homogenous irradiation and implicit the homogenous cross-linking are ensured by thererfore especially adapted handling systems. Other than in the chemical cross-linking in the irradiation cross-linking no peroxides or hydro-silicones are incorpored into the synthetic mixtures. 80 80 Technical Information Fire performance Flame test on insulated cores Series of tests on a variety of LV-cables using a simple 30 second firelighter test on an insulated core. Test cable >> PVC insulation, PVC sheath (H05VV-F) Test cable >> XLPE insulation, LSOH sheath (N2XH) Test cable >> BETAflam halogen-free mineral copolymer insulation and sheath Starting conditions Development of flames and smoke after 5 seconds and after 30 seconds Test result PVC cables burn very easily and give rise to a lot of smoke. Standard LSOH cables often have XLPE insulation, which burns very easily. Neither the insulation nor the sheath show any signs of the development of fire or smoke. These cables also fulfil the IEC flame test on the insulated core alone

Fire performance Technical Information 81 Why is this important? In many cable cabinets and switchgear boxes, the fire protection sheath on the cable is removed during installation. As a result, XLPE insulated cores are no longer protected against fire. The risk of fire is higher in these cases than it is elsewhere. In many cable specifications (UL, ICEA), the use of halogenated protective material makes it necessary for a flame test to be carried out on the insulation. However, the IEC specifications omit these requirements. In many cable specifications, flame tests on insulated wires is required (UL, ICEA, but using halogenated flame retardants), however it is missing in IEC specifications. 82 82 Technical Information General handling, storage and installation Instructions This information is intended to offer recommendations related to the installation of power cables, in order to prevent damage or deterioration, to ensure safety, functionality and protection from inappropriate handling before and during installation. Correct Load with flanges on edge and chock securely. Handling Upon receipt, and before acceptance of a shipment, all reels should be inspected for evidence of damage during shipment. This damage would include broken flanges, damaged wrapping or lagging, interlocked flanges, reels broken loose from their ties or blocking, check by defect or missing end caps etc. Any signs of such damage should immediately be reported to the carrier. Incorrect Winch Line Reel Tongs If the protective wrapping or lagging is removed to inspect for possible damage during shipment, it should be replaced prior to placing the reel into long term storage. Spacer Bar Correct Reels should be liftet with a shaft extending through both flanges Unloading of reels from the delivery truck must be accomplished in a manner that prevents the transfer equipment from coming into contact with either the cable itself or the protective covering over the reel. Incorrect A crane may be used to lift reels using a steel shaft of sufficient strength placed through the arbour holes. The shaft must be lifted using a spreader bar to prevent the lifting cable or chain from pressing against the reel flanges. The force exerted by improperly positioned slings has been known to break reel flanges, resulting in damaging the cable. Reels should never be dropped from the delivery vehicle to the ground. Never drop reels from trailer Correct Reels should be lowered using hydraulic gate, hoist or forklift LOWER CAREFULLY Lifting of specific cable lengths on the site shall respect the same handling procedure mentioned above, i.e. by using drums. Incorrect Inspect all reels. Reels laying flat should be refused or received subject to inspection

General handling, storage and installation Instructions Technical Information 83 If a fork lift truck is used, the forks shall be placed at a 90 angle to the flanges, and must be long enough to make contact with both flanges. Under no circumstances should the forks directly touch the cable or protective covering. Incorrect Do not allow forks to touch cable or reel wrap. Correct However, do not allow forks to touch cable or reel wrap. Incorrect Do not allow forks to touch cable or reel wrap. Incorrect Do not allow forks to touch cable or reel wrap. Correct This method is OK for Low Voltage cable ONLY with drum diameter < 100 cm and well fixed cable. When a reel is rolled from one point to another, care shall be taken to ensure that the reel does not straddle objects such as rocks, pipes, or wooden blocks which could damage the cable or protective covering. Incorrect A reel should always be rolled in the direction indicated by arrows on the flange in order to avoid unintended uncoiling. Correct Special care shall be taken during uncoiling or unreeling cables since their performance is substantially influenced by the way in which they are handled. Reverse bending or twisting can cause internal damage which can adversely affect the lifetime of the cable. The cable should never be pulled over the flange of a reel, or pulled off the side of a coil. The mechanical forces occurring due to torsion can seriously damage the cable or cable elements such as the armour, braid, shielding etc. Incorrect Correct

84 Technical Information Duration of system circuit integrity in the building laws The duration of the system circuit integrity depends on how long the supply of electrical services must continue in the event of a fire. National legislations in most countries provide requirements for safety systems which have to be met. Evacuation In many countries a duration of 30 minutes is considered sufficient for alarm and evacuation of people. Compliance with this requirement with regard to the systems (fire alarm systems, emergency lighting, passenger hoists, smoke exhaust, voice alarm and acoustic signalling, escape route signalling) can be achieved by means of a «Class E30» cable system. For special buildings like high-rise buildings, hospitals, shopping centres, tunnels, prisons, a duration of 60 to 90 minutes can also be adequate. In this case a «Class E60» or even «E90» cable system could be required (e.g. for the supply of lifts for in-patients etc.). Fire fighting Besides rescuing time for people extra time for the work of the fire brigades must be allocated. 90 minutes after the fire starts are usually regarded as sufficient for fire fighting. The uninterrupted power supply of the electrical systems used for this (e.g. sprinkler water pumps, mechanical smoke exhausts, firemen lifts) can be attained with «Class E90» cable systems. Planning Planning an electrical safety system means finding answers to the questions: Which parts of the building requires which level of safety? Which electrical system has to operate for how long? Which circuits are involved (safety circuits)? Which is the best cable routing for these circuits? Are there restrictions concerning fire load, etc.? Only then the selection of appropriate cables and support systems can begin

85 Storage, installation and laying Storage Reels should be stored in an area reserved for this purpose. The location shall be accessible to forklifts and trucks, but apart from areas of constant traffic. Suitable barriers should be erected to prevent damage from moving equipment. Reels must be stored in an area where they cannot be damaged by falling objects, chemical spills including oil and grease, open flames or welding operations, and excessive heat. Whenever possible, reels should be stored indoors to provide maximum protection. If the cable must be stored outside, the reels should be placed on a hard, welldrained surface with an overhead protection or be covered with a suitable material such as canvas or opaque polyethylene to avoid prolonged exposure to sunlight or rain. If only a portion of the cable is used, the open end of the cable remaining on the reel should be re-sealed in a manner equivalent to the factory seal (with end caps) to prevent the entrance of moisture. After re-sealing, the cut end should be fixed to the inside edge of the reel flange to prevent the end from extending beyond the flanges during reel movement. Reels should always be stored with their flanges vertical. They shall not be stored on their sides or stacked one on top of another. Care should be taken that reels cannot roll into one another, so that the flange of one reel hits the surface of cable on another reel. If necessary, reel flanges should be chocked to prevent movement. Storage of cable drums shall respect the environment temperature range as mentioned in the specific cable data sheets. Installation Minimum temperature during installation To avoid risk of damage during handling, the cable should be installed only when both the cable and ambient temperature are above +5 C and precautions have been taken to maintain the cable above this temperature. Low temperatures create handling and pulling difficulties of varying degrees depending on cable construction and installation location. Laying Drums should be mounted in a manner that the cable is pulled from the top of the drum. Cable rollers are recommended to prevent the cable from touching the ground. Correct positioning of rollers is important to keep friction to a minimum. The cable should preferably be drawn to its final position in a continuous manner. During stops, the cable will settle between rollers and may cause high strain on men and machines during restarting. Whether the pulling is manual or with a winch, it is necessary for one man to be stationed at the drum with a plank of wood wedged against the flange of the drum so that over-running of the drum is prevented if the pulling stops. Otherwise, many loose turns can easily develop on the drum. Installation parameters Recommended standard values for the minimum bending radius can be found in the product descriptions. While special additives are used in the formulation of their compounds to achieve the typical characteristics e.g.: Limited Oxygen Index, Low Smoke Density, No Acid Gas Release and Flame Retardancy, some of their mechanical properties are decreasing. When pulled on cable trays special attention is required to avoid scrubbing on any uneven or unusually rough surface. Rollers and bends should not have any sharpness which may damage the outer sheath. Note: Discrepancies with the above mentioned instructions require to be coordinated/clarified with the manufacturer. Particular attention should be paid to relevant local Safety Regulations, Technical Specifications and Environmental Prescriptions. In any case the maximum pulling load must be strictly observed. The pulling load shall be increased constantly up to the maximum allowed values without jerky movement. Under no circumstances should the bending radius be less than the minimum permissible limits.it is particularly important to have a generous bending radius when cables are to be pulled by a power winch, so as to keep within the maximum permissible pulling tension and to prevent the cable being flattened around bends or in cable laying systems (ducts, trays, etc.)
