1 WELCOME Today s event provides early information about our aim to create a vibrant new city centre destination on our 5.86 acre (2.37 ha) site in Holbeck, in the heart of South Bank Leeds. We want to reinvigorate the area for living and working. Holbeck is rich in history, community spirit and architectural gems, and was the dynamic engine of the city s industrial past. More recently Holbeck has been cut off by railways and major roads - it s time to find different ways to open up the area, create new linkages and new opportunities for the local community. We want to improve the environment and provide an attractive place to live, work, walk through and enjoy. 2 WHO IS CEG? WE ARE COMMITTED TO CREATING VIBRANT NEW PLACES IN LEEDS We have invested in new developments in Leeds since the turn of the millennium. We re on-site delivering the 400m Kirkstall Forge development and we manage a successful office campus at Thorpe Park Leeds. We ve been recognised and commended for our approach to masterplanning, community engagement and sensitive place-making and we continue to lead the way, investing in local schemes where we can deliver local benefits. KIRKSTALL FORGE Working closely with Leeds City Council to transform a former industrial site into an exciting new community of 1,050 homes and 400,000 sq ft of offices, shops and leisure facilities Worked in partnership with LCC, WYCA, the LEP and other stakeholders to deliver the first new rail stations in West Yorkshire in a decade at Kirkstall Forge and nearby Apperley Bridge On-site and building the first flagship office development - it opens in autumn 2017, creating hundreds of new jobs Innovative Skills Village opens in September 2016 a hands-on construction skills training facility where teenagers as young as 14 can learn skills by working alongside developers, builders, architects and engineers. It will create a local talent pool for apprenticeships and new jobs, delivering Leeds s future property professionals and tradespeople Next year we will start building new homes and a primary school linked to the Ruth Gorse Academy CEG is supporting the Skill Mill project the team is undertaking environmental and clearance work at Kirkstall Forge helping to boost employment opportunities and skills for vulnerable young people in Leeds Kirkstall Forge has secured the Gamechanger Award at the Yorkshire Property Awards as well as a national Placemaking Award for Best Mixeduse Development The judging panel, which includes urban designers, planners, housebuilders, regeneration companies, the Prince s Regeneration Trust and (now) Historic England, said they loved the scheme s scale, ambition, partnership and environmental values. Leader of Leeds City Council, Councillor Judith Blake said: I can t tell you how important this project is to Leeds; we are on a mission to get out and tell the world what a great place our city is. We have a project here bringing together regeneration, skills and training, jobs, houses and sustainable transport. This is exactly the sort of scheme we want to encourage in Leeds. This scheme is a great example of the way the public and private sectors can work together using innovative new ideas to regenerate brownfield sites into places which will attract people to live, work and visit so we very much look forward to seeing the development progress. 3 LOCAL ISSUES NORTH SOUTH CITY CENTRE DIVIDE Leeds originally grew around the River Aire, but the railway and rail station now split the city, with Holbeck and South Bank suffering as a result of the barriers presented by the rail infrastructure, the river/canal, the motorway and other major roads This has made it more difficult for residents in Holbeck, Beeston and Hunslet to access opportunities through an easy journey SOCIAL AND ENVIRONMENTAL CONCERNS The walk from Holbeck to the city centre is unappealing the environment is unattractive, poorly lit and there are security fears Anti-social activities are rife in some areas Undeveloped and neglected sites have compounded the issues

4 MAKING HOLBECK FLOURISH AGAIN NEIGHBOURHOOD PLAN As an important centre for business services and innovation, Leeds needs to keep growing and making the most of its existing advantages. Although the CEG: South Bank site does not lie within the boundary of the Holbeck Neighbourhood Plan, there are great opportunities for us to complement and support its general aims. These include: Increased prosperity brings jobs and higher standards of living and it s now time for the south of the city to flourish again. Our development is a major opportunity for change. We want to help support the vision of the Holbeck Neighbourhood Forum: To make Holbeck a more attractive and healthier place for everyone, it will have a thriving local centre with a range of community facilities, a choice of quality but affordable housing, a variety of local job opportunities, all set Creating a well-connected, thriving and attractive community in a green environment, respecting the heritage and local character of the area, and well connected to the city centre and adjoining neighbourhoods. Vacant sites could be improved by facilitating temporary uses or environmental treatment. Objectives for a green environment - We can help to create green corridors to provide attractive and safe pedestrian routes. Objectives for a well-connected neighbourhood - We can help to improve accessibility and safety of pedestrian links and cycle ways within the area and to surrounding neighbourhoods and the city centre/south Bank. There may be opportunities to assist with improving bus services to shopping centres, other neighbourhoods and the city centre. Objectives for respecting the heritage and local character: We can help support the intention to recognise and enhance local distinctiveness and character, and help provide opportunities around which future regeneration and redevelopment of this area can be promoted. 5 THE OPPORTUNITY JOBS AND SKILLS Burberry is relocating and expanding its trenchcoat production facilities, bringing manufacturing back to the heart of Holbeck We will provide business space, shops, services, cafés, restaurants, bars and leisure facilities and a range of homes to support Burberry and attract other companies to the area, creating more jobs CEG s commitment to South Bank is a commitment to Leeds and its communities As with our Kirkstall Forge development, we will work in partnership with Employment Leeds to provide on-site training during construction to benefit local people creating education, training, skills and apprenticeship opportunities on the doorstep HOLBECK SITE REDEFINING THE CITY CENTRE This once-in-a-lifetime opportunity at South Bank Leeds can double the size of Leeds city centre. This is something no other UK city has the capacity to achieve This site provides a crucial link between Holbeck, the rail station and city centre Our local team will create a destination location combining leisure, retail, food and drink, with creative workspace and a city centre lifestyle we can bring the early growth that the city needs Visitors to Leeds who arrive by existing rail services will see this central gateway as a new city centre location

6 THE STORY SO FAR HERITAGE, CHARACTER AND QUALITY Although there are important heritage buildings close by and part of the site lies in a conservation area, much of the CEG: South Bank site has a less characterful base We can create modern and exciting architecture to complement historic buildings elsewhere in the area whilst preserving and enhancing the conservation area Tower Works, Temple Works, Marshalls Mill and the Round Foundry help to create a unique THE BECK SITE CLEARANCE BRIDGEWATER PLACE TOWER WORKS / IRON WORKS / CTP SCHEME historic industrial identity that is being positively contributed to by new prominent buildings such as Candle House This is a key city centre destination and our PRESENT 2016 proposals will seek to combine some of the area s extensive industrial, riverside, rail and textile history with iconic new buildings and innovative public spaces, befitting of a new city quarter KEYSTONE DEVELOPMENT INDUSTRIAL HOLBECK THE ROUND FOUNDRY GRANARY WHARF SOUTH ENTRANCE The opportunity to develop CEG: South Bank in the last boom cycle was missed when the site was not in our ownership... Now is the time to build upon recent development interest in the area. The Yorkshire Hub (HS2/3) can become the keystone in the future of Leeds South Bank.

7 TRANSPORT The new southern entrance to Leeds City Station, the proposed HS2 and HS3 (Northern Powerhouse Rail) and other developments are pivotal regeneration opportunities In advance of any new rail investment or new development, CEG: South Bank already benefits from its central location and is poised to enhance the wider area ARRIVAL OF HS2 The anticipated arrival of HS2 further consolidates the opportunity for Leeds South Bank. This will act as the new gateway to Leeds. The vision for Leeds South Bank is to provide an attractive, dynamic and sustainable place to invest, work, study, play and live. 8 OUR VISION The city legacy of wool and flax, weaving, tailoring and commerce is an inspiring foundation for our approach. A mix of large and smaller-scale buildings using a coordinated architectural approach will be planned within a townscape setting of strong public areas to encourage a thriving sense of community A variety of uses are possible - homes, hotels, creative workspaces, craftbusiness workshops, digital and creative industries, university-related space as well as regional and national office uses The range of proposed buildings will respond to the conservation areas in the east and south, the mid-rise proposals within new neighbouring developments, and the taller buildings around the canal and to the west, promoting a suite of buildings around quality public realm. 9 CREATING A STRONG ENVIRONMENT AND BETTER CONNECTIVITY Characterful places - integrating waterfronts, Hol Beck and railway infrastructure into the public realm to create variety Dynamic and vibrant urban quarter - focused on skills, innovation, craft, culture and living Better walking routes and cyclist facilities safe, secure and attractive environments with footpaths linking to the city centre, cycle parking and lockers Safe environments - reduce speeds along Water Lane and Globe Road so that the area is more enjoyable to travel through and spend time in Inspired public realm - using heritage, waterside and potentially viaduct-related walks, as well as connections over the canal and an improved interface with Holbeck High Line - not prejudicing a future proposal for a connecting highline on Network Rail s viaduct Family friendly - providing a safe environment to live in and visit alongside a range of purposebuilt family apartments designed specifically to provide for the needs of families with children and drawing on international best practice. 11 DELIVERING COMMUNITY BENEFITS CEG is very keen to connect with the existing local communities to discuss how its new development is planned. RECREATION AND OPEN SPACE A significant proportion of the site will be devoted to public realm and new green spaces. This open space within the site may include: Pocket parks and a public square A new linear route along Hol Beck New greener walkways from Holbeck into the city centre, connecting with the towpath Community safety and convenience will be encouraged through natural surveillance, active street frontages and principles of design. We are committed in the shorter term to improving the environment around our site, for example through our work with the Skill Mill. We welcome your ideas. ON-SITE TRAINING AND EDUCATION In addition to providing on-going opportunities for young people working with the Skill Mill at Holbeck, we will link to the Kirkstall Forge Skills Village. This will provide local schools, such as the South Leeds Academy and the Ruth Gorse Academy, with the opportunity to provide vocational work experience within a construction environment. It will train the city s future architects, engineers, builders and tradespeople and provide a local talent pool for future apprenticeship opportunities.
