In regards to our previous comments/concerns we had, it appears as if we have the optimal solution for access resolved. Furthermore, it appears as though the northerly stormwater basin (shared with the ZS Center) is now out of MnDOT's ROW. One of our engineers did however express a potential issue with the proposed drainage pond in the SE corner of the lot (See attached). it appears as if the pond is the final destination for excess drainage. Which is to say, if in an extreme event, how would the overflow be directed? We want to ensure that any potential overflow would not impact either the adjacent trail or our ditch drainage. We can further explain if necessary, but I think the developer just would need to demonstrate the pond could adequately handle 2 consecutive 100-year flood events. For clarification, the comments are in response to Phase 1 only unless stated otherwise. 2. Staff interprets the light gray dashed line as marking the extent of improvements for Phase 1. This means that the full aisle and noted parking between the phase 1 and 2 buildings will be constructed as part of Phase Details of the proposed trash enclosure, including those for the exterior of it, shall be provided. The primary material shall match that of the Phase 1 building. 4. Planned Unit Development and Site Improvement Performance Agreements shall be executed with the City. 5. Roof-top mechanical equipment shall be screened. 6. It is expected that there will be coordination of curb and gutter and pavement construction with Pamassus Preparatory School. 7. A minimum of2" Class 5 material shall be placed beneath all curb and gutter. Additional cross-section drawing shall be provided for all site elements including but not limited to sidewalks and pavement. 8. A full lighting plan including light locations and photometries is required for Phase 1. The photometric plan for future Phase 2 does not quite include all of Phase All unimproved portions of the Phase 2 area shall be seeded and maintained until construction for that phase commences Signage requires independent approval. 11. MnDOT approval will be required for the extension of the sidewalk from the existing trail along Zachary Lane.
4 12. A crosswalk shall be indicated connecting the two parking delineators for the Phase 1 and 2 buildings. 13. Please consider adding architectural feature(s) on the East Elevation to break up the expanse of brick and EIFS.

Combination Water Service Lines: In buildings where a high water usage is likely or when the maximum size of domestic water on combination fire sprinkler 1 domestic water line in the building exceeds 1/4 size ofthe water supply line, an electric solenoid valve shall be installed on the domestic side of the service, including the lawn sprinkler system. This valve shall be normally powered open and shall close on loss of electric power or signal from the automatic fire sprinkler system water flow indicator. Maple Grove City Code, Chapter 18, Article III, Fire Prevention Code, FPB-Policy 3. e.g. 6" combination service -1 % inch domestic maximum 8" combination service - 2 inch domestic maximum 2. Fire sprinkler water mains must be brought into a one-hour fire resistive room and must have exterior access, a drain, an emergency light pack, and a sidewalk to the public way. Ifthe water main enters into a basement level the main may be extended to the first floor into a onehour fire resistive room with the above requirements. Gateway Retail PUD Development Stage Plan and Final Plat After reviewing the above-mentioned submittal, the Park & Recreation Board staff has the following comments: Gateway Retail is a PUD subdivision which falls under the City's park dedication ordinance requiring a land and/or cash dedication per acre based on the current rate. (City Council annually reviews the park dedication rates at their first meeting in February.) The Gateway Retail proposal is located in Park Service Area 11. This PSA has park and recreation facilities at Forestview Pond, Charest Park, Pilgrim Park, Osseo Middle and Senior High Schools and Elm Creek School. This PSA is also very near the Elm Creek Park Reserve The park dedication requirements are calculated for a commercial land use using the current rate of$11,000 per acre. Based on the proposed subdivision the park dedication would calculate as follows: o Outlot A 0.31 acres + Outlot B 1.61 acres = 1.92 total acres x $11,000 = $21,120 General The recommendations above are that of the Parks and Recreation staff. Park dedication requirements are acted on by the Parks and Recreation Board at their regularly scheduled monthly meetings and forwarded on to the City Council for final approval. Applicants may pay the park dedication fee at any time after the final plat has been approved by the City Council and Park Board hut it must be paid before the plat is released by the City for filing. Park dedication rates are reviewed annually in February by the City Council. The rate is applied at the time the plat is released to the County for filing.
