Please provide greater detail on the parking needs of the school. A discussion of the expectation of students parking needs and how they compare to the code requirements is requested. t will be beneficial to have an understanding of special event parking and whether the proposed arrangement is convenient and sufficient. 2. Please provide details about the amphitheater. 3. Portions of the existing water main easement will need to be vacated due the reorientation of it to avoid the building expansion. 4. Please clarify that the area to the west of the building will be used for bus staging/parking. 5. The portion of the proposed storm water basin extending into MnDOT ROW will have to be moved. 6. Please discuss roof-top mechanical units, if they will be used (new) and how they will be screened. 7. A Planned Unit Development Agreement and a Site mprovement Performance Agreement will be required for execution with the City. 8. There can be no more than 15 overstory trees of one species. Please adjust the quantities where applicable. Also please consider additional evergreens. 9. t is recommended that there be a significantly greater use of the EFS-2 (Brick Textured EFS) exterior material than what is proposed. The comments and recommendations for each of them are listed below: The Grove Service Station Nice variety of trees, nice layout. The landscape plan has ten Skyline Honey Locust trees being planted on the site. The City ordinance requires no more than twenty percent of required number of overstory trees be composed of one species. The number of honey locust trees needs to be reduced from ten to six to meet the City ordinance requirement. The four removed can be added to other trees on the plans as long as the quantity does not go over six. Parnassus Preparatory School The amount of trees allowed of one species to meet City code is sixteen. Both the Northern Acclaim Honey Locust trees and Greenspire Linden quantities exceed that amount, therefore, they need to be reduced in order to meet City code. Trees that are planted on islands in parking lots struggle to live for a variety of reasons. The Arbor Committee recommends looking into using tree trenches and tree boxes with tree planting in the parking lots similar to the Maplewood Mall parking lot project that was completed in recent years. nformation about this can be found on the Minnesota Pollution Control website at the link below. Fire Hydrants: Number and distribution of hydrants shall be in accordance with appendix C of the 2015 MN state Fire Code. The hydrant shown as being removed in the area of the new addition will be required to be relocated to a spot along the new driveway entrance on the north side of the building to maintain required spacing. The hydrant shown as being relocated on the south side of the entrancelcourtyard area is unnecessary and unusable location and therefore may be removed. 2. Fire Lanes: Fire Lanes and turnarounds shall be designed and installed in accordance with MG Policies FPB-1 and FPB-4. The fire lane shown on the drawings in the courtyard area appears to stop and it is not indicated on the drawings whether the required approved turnaround is included as part of the fire lane. Box 1180 Maple Grove, MN Re: Final Plat Review - Parnassus Prep Academy th Avenue North - County Road 202 (Zachary Lane) Hennepin County Plat Review D #3534 Dear Mr. Edwards: Minnesota Statutes , , and , Plats and Surveys, allow up to 30 days for county review of preliminary plats abutting county roads. The preliminary plat for Parnassus Prep Academy was received by Hennepin County staff on September 1, This plat proposes the conversion of the existing Zachary Square Shopping Center to accommodate the addition and renovation of the school which has outgrown its portion of the partially vacant building. The Hennepin County Plat Review Committee discussed this proposal on September 6, 2016 and have made the following comments: Access - This plat proposes to reconfigure internal site circulation while separating bus traffic from auto traffic. The plat would accomplish this while continuing to utilize the existing access locations along 96th and 95th Avenues with only slight modifications. This site shares a north-south frontage road with three parcels to the east. One parcel contains a Connexus Energy substation while the other two parcels are vacant and are anticipating commercial development. t is our understanding that there is a cross access agreement between all these properties. We want to ensure this agreement provides the necessary access for all properties to avoid being landlocked, and Hennepin County forced to provide access to County Road 202 (Zachary Lane) so close to the Trunk Highway 610 Roundabout. Riqht-of-way - n the site plan, the proposed northerly storm water basin along 96th Avenue appears to infringe upon MnDOT right-of-way. This matter will need to be resolved prior to platting or issuance of any permits. The existing 120' right-of-way along County Road 202 (Zachary Lane) will be sufficient to serve our projected needs of the corridor. Permits - Please inform the developer that all proposed construction within county right-of-way requires an approved Hennepin County permit prior to beginning construction. This includes, but is not limited to driveway and street access, drainage and utility construction, trail development, and landscaping. There are no additional park dedication responsibilities with this proposal. Accommodations should be made to provide a trail (bike/pedestrian) connection between the school and the current and planned pathways along Zachary Lane.
8 ~ - Cityof _ Maple Grove MEMORANDUM TO: FROM: Peter Vickerman, City Planner Jupe Hale, PE, Assistant City Engineer DATE: September 19, 2016 SUBJECT: Parnassus Preparatory School - Concept and Development Stage Plans Engineering staffhas reviewed the Concept and Development Stage Plans for Parnassus Preparatory School Renovation and Expansion, dated 4/28/16, and offer the following comments: 1. TRAFFC AND ACCESS a. Trip Generation Estimates: We anticipate that this use will be significantly less than the original commercial use, so have no concerns with traffic generation. b. Parking Lot Comments: General concern with lack of inlet catch basins shown (see comment below on needing additional information on grading plan). Need more detail on curb and gutter styles - regular, tip-out, depressed, etc. Given the desire to have one way movements to improve circulation, significant signage and striping should be considered and shown. c. Access Comments: 1. The easternmost drive aisle needs to have a permanent access easement over the entire length of the property, as this will serve as the only access to future Tract B and the parcels to the immediate east. t is critical that the easement be wide enough to accommodate the entire drive aisle as well as touch the boundaries of Tract B and the parcels to the east. 11. The connection of the easternmost drive aisle to 96th Avenue is undesirable. Per previous request, the City requires realignment of this drive aisle to utilize the existing access driveway immediately north of the pond. Currently, the median in 96th Avenue has a left tum lane geometry, which should be utilized. Pond should be reconfigured. The easternmost drive aisle has two northbound lanes (one way traffic) approaching 96th Avenue. At current location, this does not work as there are not two receiving lanes for right turns. Relocation as required above will allow this to be striped with a left tum lane and a right tum lane, and will allow for future two-way use should

"DO NOT ENTER" signs (x2) needed at the north end, facing 96th Avenue The central drive aisle needs signage at each E- W drive aisle approach, indicating no right turns allowed. Recommend pavement markings with a left arrow and "ONLY" as well. Suggest enhancing the crossing of the Drivable Fire Lane with a painted crosswalk, a "no stopping/waiting" area, and perhaps even a stop sign. This is the critical ped safety area. V. Please show fire truck turns from the easternmost drive aisle onto the Drivable Fire Lane. May need to expand the hard surface of the fire lane to accommodate the rear tires. Also, please show depressed curb wherever the Drivable Fire Lane crosses curb so the trucks can access it. Will need transitions to the tall curb as well. v. Please clarify the intent of the westernmost (rear) drive aisle. Open to regular traffic? Will it be controlled with signage and striping? Two-way traffic allowed? This is particularly important at the southeast comer, where the geometry for traffic flow is not intuitive. d. Miscellaneous Traffic-Related Comments: 2. WATER There are no pedestrian connections shown along 96th Avenue or 95th Avenue that could be used to connect to the existing trail along Zachary Lane. The City realizes that there are lots between this site and Zachary Lane without sidewalk, but they City anticipates making these connections in the near future. a. Removal limits for 8" DP line under westernmost drive aisle are unclear. Please terminate with some kind of 8" x 6" reducer or elbow, then relocate existing hydrant into open area between drive aisle and proposed building addition for use on this end of building. b. Connection to 12" DP north of pond will require an open cut ofthe street and a 12" x 8" wet tap. City will require a 2-inch mill for 4 feet either side oftrench sawcut from curb to curb, and then a continuous patch over top of trench and milled sections. c. Will there be a new water service for the addition? Please indicate location of new service or indicate that water service will be provided through internal plumbing. 3. SANTARY SEWER a. Will there be a new sanitary sewer service for the addition? Please indicate location of new service or indicate that service will be provided through internal plumbing. There is a service on the north side of the building that is a possibility should internal plumbing not be feasible. 4. STORMWATERANDGRADNG Not enough detail provided to analyze the grading, storm water conveyance, and ponds. Please provide critical spot elevations and contours, as well as roof drain connections. Of primary concern is the lack of inlet catch basins shown on the proposed parking lot. 5. ASSESSMENTS Assessments and area charges for development of this site were paid previously. There has been a collector street rehabilitation assessment levied in 2010, and interest rate reduced in That assessment is active (current principal is $88,761.36) and is levied annually through
