2 SOLICITATION GEOTHERMAL HVAC SYSTEMS POTOMAC JOB CORPS CENTER AMENDMENT #1 Bidder questions/responses D1/D2/59/60 Vendor Walk Through 9/27/ ET: 1. What is the capacity of each glycol loop included in this SOW? a. This information is not contained in the documentation available to us, so we are unable to provide an accurate response to this question. 2. Are exhaust fans and ventilation systems in pump and mechanical rooms housing HVAC equipment within the scope of this SOW? a. Yes, exhaust fans and ventilation systems in pump and mechanical rooms housing HVAC equipment are within this SOW, as described in the amended SOW document. 3. Where are the geothermal wells located in the Recreation Center (Building 60)? a. Building 60 is served by the geothermal wells and pumps located in Building 59. The geothermal loop in Building 59 is extended to serve Building 60 as well. 4. How many individual package heat pump units does each dormitory building have? a. Each dormitory building has 20 individual package heat pump units. Please see amended SOW for details. A summary of the changes to Section IV is included below. The revised section IV (SOW) is also listed in its entirety below for clarification. Clarification of geothermal well locations and loop configurations Clarification of specific requirements for maintenance and inspection of geothermal loop systems and individual heat pump and furnace units Clarification of systems and equipment in scope and out of scope for this requirement, including pump/mechanical room ventilation systems and ceiling mounted heaters Correction of brand/manufacturer name on heat pump units known to require repairs located in buildings D1 and D2 Inclusion of the number (count) of individual package unit heat pumps serving residential dormitory rooms in buildings D1 and D2 Section IV SCOPE OF WORK (SOW) Preventative Maintenance Offeror shall provide a base bid to perform seasonal/preventive maintenance, inspections, and performance checks on four buildings served by heat pumps utilizing three arrays of geothermal wells and one dedicated gas fired furnace unit. Geothermal circuits serve HVAC systems on Center buildings as follows:

3 Group 1 Dormitory buildings D1 (Building 61) and D2 (Building 62) Served by geothermal wells located in mechanical rooms in each building. Group 2 Cafeteria (Building 59) and Recreation Center (Building 60) Buildings served by geothermal wells located in Building 59. Geothermal loop for Building 59 is extended to serve Building 60 as well. Seasonal/preventive maintenance required must include: Inspection of glycol solution concentration and condition, Glycol pump and valve condition and operation Cleaning and servicing of all glycol loop strainers Inspection and testing of controls and thermostats Evaluation of condition and configuration/setting of BAC system software Identification and diagnosis of any system faults or malfunctions All generally performed system maintenance tasks to include cleaning and servicing of coils and heat pump/furnace unit components involved in air handling Replacement and adjustment of all fan drive belts Inspection and lubrication of fan motors and shaft bearings Replacement of filters Inspection of system plumbing, pump, and valve condition Performance checks must include both heating and cooling mode functions of all equipment providing heating and cooling in listed buildings Additionally, pump room ceiling mount unit heaters and ventilation systems must be tested, inspected, and cleaned/serviced as necessary to assure safe and proper operation Domestic hot water systems, building exhaust fan systems, kitchen refrigeration and food preparation equipment, makeup air units, swimming pool related equipment, and any other systems not directly related to interior air conditioning or heating in the listed buildings are excluded from this scope of work. Inspection results and any significant findings, including equipment requiring repairs in addition to those listed in Specific System Repairs below, must be reported at the conclusion of each inspection task to the Director of Finance and Administration and the Maintenance Manager onsite. Work is to be performed weekdays between the hours of 8:00 a.m. and 5:00 p.m. unless directed otherwise by authorized Center personnel.

4 Corrective Maintenance Repair pricing should be quoted by individual building/room for Buildings D1 and D2. Buildings D1 and D2 are each equipped with 20 water source heat pumps (Trane GEHB and GEVB series, 7 24 MBH range) serving either single or paired dormitory rooms in the living space and a separate water source heat pump (Trane #GEVB, 100 MBH) serving the common areas including the lounge and corridors. Known malfunctioning and/or inoperative units include: Building D1 Room # 111 Trane Unit M# GEHB02111T01A0RL S# W08C17120 Low voltage short in the control circuit, will require diagnostic time to locate and repair the short. Complete a test to find the short in the control circuit. Repair short circuit and retest for proper function and operation. Room # 113 Trane Unit M# GEHB01811T02A0RL S# W08C17125 Leak in the refrigerant system, will require leak check to locate and repair the leak. Complete a leak test to find the refrigerant leak in the system and repair it. If the leak is extensive and cannot be repaired, coordinate with Center Maintenance staff to determine appropriate course of action. Once the leak is repaired add the required amount of refrigerant and recheck system for proper function and operation.
