With temperature dropping, ice dams in storm lines and potential water pipes breaking this can be a disastrous time of year for is in the plumbing business. This is a time when our designs and the products we specify are tested against the worst element for plumbers, freezing water. Good luck my brethren, hope you make it through. This is also the season WE Professional Engineers start to assemble our PDH and course hours for the 2 year renewal coming this April. I know at my firm we have been increasing the number of accredited lunch and learns and education seminars and I think we here at ASPE should consider future presentations with CPD and or PE credit hours as part of the presentation. I know several of the affiliate member have courses that can be presented that can help us maintain our accreditation. 3 From the President s Desk (Continued from page 1) board member. ASPE NEWS I received notification that there is an ASPE Legionella Webinar on February 10, 2016 at 2 pm EST. The title of the webinar is The Domino Effect of ASHRAE 188 on Waterborne Pathogens, Legionella and Plumbing Systems. The description of the webinar is: The new ASHRAE 188 guidelines will have an impact on plumbing system designers and equipment manufacturers. More importantly these guidelines will create a significant increase in awareness for general contractors and building owners who will now begin to ask for design criteria to minimize the risk of Legionella colonization. This session will review these guidelines and their impact to the plumbing community. The website says that this webinar is Free for ASPE Members, and requires registration. Non-members must pay $ for this session. The nominating Committee is not accepting applications from members who are interested in running for one of the 12 national office positions on the ASPE Board of Directors. Go to aspe.org/membersonly to find more information and the application form. The 2016 CPD exam registration is now open. The test dates are March 30 and April 1 of this year. The test is held at several sites throughout the country. Visit aspe.org/cpd for registration and test information. The 2016 Convention and Expo will be located in Phoenix Arizona this year. The convention will be held October 28-November 2 and the Expo will be October 31- November 1. Click on the aspe.org website under the conferences and meetings tab to register for the mailing list. If you have interest in Joining our board and or becoming a delegate for this experience please contact one of the current board members at the meeting this month. Completion of the CPD program and examination confers upon the successful candidate the designation Certified in Plumbing Design (CPD). The certification program provides the profession, the plumbing industry, and the general public with a single, comprehensive qualification of professional competence for engineers and designers of plumbing systems. 5 On the Legislative Side By Karl Yrjanainen, P.E., CPD, LEED AP BD&C Senator M. Teresa Ruiz of District 29 (D- Essex) tried to sponsor a new bill (No. S3180) on 10/19/2015 proposing legislation similar to the New York City rules to require building owners to register and annually disinfect their cooling towers. The bill apparently died in committee, so it will not move on. This requirement makes sense since we are just across the Hudson River from New York City and legionella could possibly be transported by the wind across the river to the New Jersey side or it could develop on its own. The bill would have required registration, inspection, testing, cleaning, and disinfection of cooling towers to control outbreaks of Legionnaire s Disease. The bill would have required building owners to register their towers within 30 days of the effective date of the bill and report each year by November 1st that they have disinfected their cooling towers. If the building owner had failed to do so there would have been fines levied. A similar Bill (A4691) was introduced in the Assembly by Representatives Eliana Marin and Grace Spencer on 11/16/2015 and also died in committee. Building Owners should be doing annual testing regardless of the law. Due to the numerous cases in the news of contamination of cooling towers and piping systems building owners should be making sure their systems are safe. As a side note, you can go to a website called LegiScan and track the Bill, or any NJ bill, and see a summary. It also lets you see who sponsored it, the text, votes, research and comments to the bill. All you do is select the state and with the bill number you can look it up. As I mentioned last month the State of New Jersey adopted the 2015 National Standard Plumbing Code on January 4, The DCA website has not been updated with a link to the 2015 Code yet. The notices of adoption have been updated with a link to the adoption amendment. New York City has instituted a new way to submit Inspection Requests and Certifications to the Department of Buildings. The website is called Inspection Ready where you may register and create a login to request and schedule inspections, certify inspections, and view inspection results. This is all in the New York City Department of Buildings efforts to improve construction and development. Their goals are to incorporate state of the art technology to increase the oversight of construction operations, while at the same time streamlining the approval process so builders may break ground faster. Finally, please try to come out to our Chapter meetings; it is a great time to meet other members and see what ASPE is all about.
