1 S AGE E NGINEERING A SSOCIATES, LLP 1211 Western Avenue Albany, NY (518) F (518) Kingston Library Mechanical and Electrical Systems Field Report Date of Visits: Mechanical - September 7, 2012 Electrical - January 18, 2013 HVAC Building is heated with steam, fed from HB Smith 350 Mills, 9 section cast iron boiler fired from natural gas, constructed in The boiler is located in a basement boiler room, located in a pit so that gravity condensate return from piping below the basement floor can be accomplished. Burner is rated for 1.8 million BTUH maximum, 1.0 million BTUH minimum. Steam rating is 6675 SF, I=B=R rating is 1,602,500 BTUH. Boiler relief valve is 3100 lbs per hour. Gas line size is 3 inch. Note that there is no boiler main header; there are 5 zone branches fed from the main header, 2 are isolated with OS&Y gates valves, 2 are isolated with rising stem gate valves, one branch has no valve isolation. Lack of isolation valves on a steam boiler of this size represents a code violation. Replacement with a more efficient boiler for steam or hot water. Boiler feed consists of a Hoffman condensate return pump, model 50-HBFS-B rated for 15 GPM at 20 psi. The receiver is vented to the room. The unit is equipped with dual pumps and an alternator. Receiver size is 24 inch diameter and 24 inches long. Boiler blowdown is accomplished through a ¾ inch hose end valve on the Hartford Loop, and a 2 blowdown serving the boiler sections. The boiler was inspected by FM Global with 2012 expiration. It appears that no internal inspections have been conducted since Regular inspections should be conducted for this or any replacement system. The boiler room steam piping is well insulated. There are sections of piping insulation missing throughout the rest of the basement. Building terminal heating is provided by cast iron radiators and finned tube radiation equipped with radiator hand valves, thermostatic air vents and thermodynamic steam traps. Heating is controlled through two-position control valves serving one or more radiators, controlled from various electric thermostats located throughout the building. Steam risers are located in various locations through the building, and are insulated and jacketed with PVC jacketing for energy conservation and occupant safety.

2 Page 2 Restroom exhaust is non-detectable. Provide exhaust in all restrooms. Gas service to the building enters the basement from the southeast exposure through a meter assembly protected with bollards. A pressure regulating valve was not observed and meter inlet and outlet piping are similar diameters. Install PRV. Air conditioning is provided via nine condensing units connected to cooling-only direct expansion fan coil units located above the ceilings in various locations through the building. Condensing Units are as follows: #1 Trane TZAA-360-CA757 using R22, SN 8378W located on northeast exposure adjacent the main entrance. #2 Lennox HS Y, SN 5898C located on the southwest exposure, serving #3 Lennox HS Y, SN 5898E located on the southeast exposure, serving #4 Lennox HS Y, SN 5898E located on the southwest exposure, serving the 1 st floor, using R22. #5 Lennox HS Y, SN 5898E located on the southeast exposure, serving #6 Lennox HS Y, SN 5898E located on the northeast exposure adjacent the main entrance, using R22. #7 Lennox HS Y, SN 5808D located on the southwest exposure serving the 2 nd floor, using R22. #8 Lennox HS Y, SN 5808D located on the southwest exposure serving the 2 nd floor, using R22. #9 Thermal Zone TZAA 0900CA757, SN 8559F located on the southeast exposure serving the 2 nd floor, using R22.

3 Page 3 Plumbing Building domestic water service is 4 from the street reduced to 1-1/2 inch, lacking a backflow preventer, equipped with an electronic water meter. Provide BFP. Sanitary drainage is cast iron divided into two mains, one of which is equipped with a house trap, the other is equipped with various running traps through the main in the basement. Domestic hot water is heated in a Bradford White gas-fired hot water heater, 40 gallons, 40 MBH capacity. Fire Protection The building is equipped with two separate sprinkler services; one located on the building northeast exposure, one located on the southwest exposure. The southwest exposure is 6 from the street reduced to 4 in the building, and provides dry-pipe protection. The northeast exposure is 4 from the street. Both services are equipped with fire department connections. The building does not appear to have sufficient sprinkler service to provide full sprinkler coverage. The combustible attic is understood to be protected with the dry system fed from the southwest service. Determination of whether the building is fully compliant with coverage would require a detailed investigation to document heads and piping, but unless the water service pressure is inadequate, it is believed that the existing systems are adequate to provide full coverage. Many of the sprinkler heads located in the occupied spaces on the first and second floor are located above melt-away ceiling tiles. However, many of the tiles have been replaced with standard tiles. It should be noted that melt-away tiles are not acceptable in Assembly A3 spaces. With significant renovations, a full sprinkler system will be required for the building. Electrical Power Distribution The existing electrical service is a 320 amp, 120/208 volt three phase service from Central Hudson Gas and Electric. The service is fed from three 25 kva pole mounted transformers

4 Page 4 overhead to the building service mast and then into the basement distribution equipment. The meter is located in the basement and is number The service entrance electrical equipment is a combination of panelboards and fused switches manufactured by Federal Pacific, Westinghouse, and Siemens. The Siemens panel is the newest of the distribution equipment and circuit breakers are readily available for this panel. The balance of the equipment is functional although at the end of useful life and obtaining replacement circuit breakers would not be readily available. Replace as part of comprehensive renovation project. The electrical branch circuit wiring throughout the building consists of some conduit, but the majority of the wiring is MC Cable (metal clad cable, conductors within a full metallic sheath). The MC Cable is not supported adequately and is laid on ceilings in most places. There is some non-metallic sheathed cabling as well which is not allowed per code in a building of this occupancy class. The panelboards on the upper floors are small (12 pole spaces only) and lack the future circuit space if more than 2 additional circuits were requested per floor. Replace as part of comprehensive renovation project. Several electrical improvements have been made since the walk-through upon which this report has been based, including the noted safety issues with panelboard covers, etc. Lighting The lighting throughout the building consists of porcelain base incandescent type screw in sockets, as well as fluorescent T-12 type lamps. Both of these forms of lighting are very inefficient compared to today s required energy codes. The lighting controls throughout are also non-code compliant in terms of current code. Most of the spaces would require either occupancy sensors, or switching that allows you to reduce the light output by at least 50%, or automatic time of day controls for switching certain open areas within the building by a set schedule without human intervention. Presently, main level lighting is controlled by a panel board at the circulation desk. Replace lighting and controls systems as part of comprehensive renovation project. Emergency lighting is accomplished by self contained emergency lighting units, and combination exit sign emergency lighting units. There does not appear to be adequate coverage based on the location of these existing units. There is no exterior emergency lighting, now required by code to illuminate a safe travel path to the public right of way. Upgrade safety lighting as part of comprehensive renovation project.

5 Page 5 Fire Alarm/Security The building has a non-addressable main fire alarm panel located in the basement. The fire alam panel is a Silent Knight IFP-100 panel with a dialer to notify a remote supervising station of alarms. There is a remote annunciator located at the main entrance. There is smoke detection installed for the recall function of the elevator. There are strobes in the toilet rooms, a few horn strobes, and pull stations at most exits. The building occupancy does require area smoke detectors, as well as horn/strobes throughout for occupant notification. There also was no pull station installed at the basement exit doors. The existing fire alarm panel would not be adequate to support the amount of additional devices required by code throughout the building. Upgrade fire alarm system as part of comprehensive renovation project. There is a General Electric Concord Ultra security panel located in the basement with a dialer. There is also a remote annunciator for this panel located at the main entrance. Devices consist of security occupancy sensors and door/window contact switches. Telephone/Data There is an existing Avaya telephone PBX located in the basement. A combination of category 3 telephone wiring and category 5e data wiring exists throughout the building. There is what appears to be a large quantity of abandoned cabling in the basement that should be removed. Most of this wiring is not supported per industry standards. The network equipment is located in a rolling computer stand behind the circulation desk. The are wireless access points located throughout the building as well. IT upgrades should be anticipated as part of a comprehensive renovation project.
