2 Priority 1 Please provide a detailed description of the perceived health and safety problems below. Attach copies of orders or citations from state and/or local building and/or health officials. Overview The School is one of the oldest school buildings in the system. Built in 1903, the two story 56,643 square foot structure is currently housing 372 students in grades Pre-k through 6. The school is designated a neighborhood school. The structure is un-reinforced masonry with non-fire rated wood structure. The construction type does not meet current building and fire codes for this use group. The masonry exterior wall is un-insulated and the door and window systems are in need of replacement. The interior, though maintained, is showing significant signs of aging. All hardwood floors need refinishing, stair treads need replacing, lath and plaster walls are cracked and need repairs. All toilet facilities, both teacher and students, are located in the basement and require extensive repairs. None of the toilet facilities are handicapped accessible. Due an internal stairs at the entrance and sections of the building being on different levels, the building is not handicapped accessible. The following are detailed descriptions of the building s systems and their conditions: HVAC SYSTEMS Heating System The heating system is provided by a two pipe steam system which runs through unit ventilators located in each room. Supply of fresh makeup air through exterior louvers and controlled by dampers within the unit ventilators. The unit ventilators are in poor condition and need continuous maintenance. There are original cast iron radiators located through out the building which are in poor condition. The control system is a combination of pneumatic and Siemens DDC. The system is connected to the EMS system at the High School. The ½ HP air compressor and 40 gal tank appear to be in good condition, however the compressor runs continuously and does not cycle indicating a problem in the compressed air distribution piping, or in the pneumatic space thermostats. Boilers The School is heated by two million BTU Weil McLain, steam boilers with Power Flame dual fuel burners. The boilers appear to be in good condition. The system was converted from oil to gas several years ago. Most of the asbestos within the boiler room was abated at the time the system was converted. The existing 5500 gal underground fuel oil storage tank remains and is in poor condition as water leaks into the tank and the tank vent pipes has caused extensive corrosion. The combustion air is drawn in through a 16 x16 louver which is insufficient to meet current codes. Massachusetts School Building Authority 2 Statement of Interest

3 Distribution Piping The boiler room piping is in various stages of disrepair and is comprised of both copper and steel pipe. The valves in the boiler room were replaced two years ago. The condensate piping is not insulated throughout the building. The steam piping insulation is in poor condition and contains asbestos that has been encapsulated. The piping throughout the building is in fair condition but many steam traps need replacement. Ventilation The ventilation air is provided through unit ventilators, exhaust fans and air handlers. The attic air handling unit, toilet exhaust system and general exhaust fans are not operational. PLUMBING SYSTEMS Hot Water Generation and Distribution A State model 75 gallon gas fired water heater with a recovery of 109 GPH serves the building hot water requirements. There is no thermostatic mixing valve on the discharge of the water heater therefore the possibility of scalding exists. The existing domestic water heating is provided with a recirculating system, utilizing a small return line and an in-line pump to continuously circulate hot water throughout the main distribution piping, thereby minimizing the time it takes for hot water to get to the fixtures. The motor from the pump has been removed therefore the recirculating system is not working. Insulation There is no insulation on the piping throughout the original building s domestic water system nor on the 75 gallon gas fired water heater. Plumbing Fixtures The vast majority of the existing plumbing fixtures (water closets, urinals, lavatories, faucets, etc.) are at least 40 years old. There are no low-flow fixtures installed in the building. ADA compliance issues exist at all of the toilet facilities. All of the faucets used in conjunction with lavatories are standard-flow. There are no floor drains or hose bibbs located in the larger toilet room as required by code. The drinking fountains spread throughout the building are wall mounted and do not meet ADA requirements. 4 Cross Connection Control Cross connection control in the form of vacuum breakers and reduced pressure zone backflow preventers for the protection of the domestic water system, particularly in the janitor s closets and mechanical rooms is non-existent. Storm Drainage There are currently problems with ground water entering the lower levels of the building. There is a sump pump in the lower level with its discharge line connecting to the storm system prior to it exiting the building. FIRE PROTECTION SYSTEMS A fire protection system in the form of sprinklers, standpipes, hose cabinets, outside hydrants, etc. does not currently exist at the facility. The kitchen has no form of fire protection as well. ELECTRICAL SYSTEMS Main Distribution System: The building is being fed overhead from a utility company pole mounted transformer with secondary metering to a distribution board rated at 120/208V, three phase, 4 wire. The secondary distribution equipment is manufactured by Federal Pacific and is in poor condition. Federal Pacific no longer exists and obtaining replacement parts are very expensive when parts are available at all. In addition, it was noted that there are no spare circuit breakers in the existing panel boards for future loads. The secondary service is distributed throughout the building to panel boards located in each section of the building. The existing incoming secondary service location does not meet the minimum workspace clearances as required by the National Electric Code, Article In addition, many of the panel board installations do not meet the current workspace requirements outlined above and are in poor condition. In addition, it was noted that the classrooms are equipped with an insufficient quantity of duplex receptacles. Emergency Distribution System: The building does not have an emergency generator to provide power for life-safety emergency loads. No emergency lighting has been provided in the Kitchen, Cafeteria, Toilet Rooms, Gymnasium and Auditorium as required by current codes. 5 Lighting System: The existing lighting system consists of a combination of fluorescent and HID fixtures. All fluorescent fixtures are equipped with T8 lamps and electronic ballasts. It was noted that the lighting level in most areas is below average, with the exception of the Cafeteria. Theatrical lighting has been provided in the auditorium consisting of (2) 150W incandescent floodlights mounted in the stage area. No special theatrical lighting or dimming control system has been provided. The gymnasium lighting system consists of 2x4, 2 lamp fluorescent fixtures. It was noted that the lighting level in the gymnasium was below average. The exterior lighting system consists of surface mounted enclosed porcelain sockets mounted in the canopy at the entrances. It was noted that the fixtures are not properly fastened to the canopy structure. Fire Alarm System: The existing fire alarm system is a 5 zone, Class A non-supervised fire alarm system manufactured by Firelite Sensiscan A masterbox is located adjacent to the fire alarm control panel. Manual pull stations have not been provided at all egress points as required by current codes. No audio/visual units or initiation devices (smoke or heat detectors) have been installed in Classrooms, Toilet Areas, or Kitchen as required by current ADA/AAB criteria for public spaces. Audio/visual units have been installed in the Auditorium and the Gymnasium. However, the audio/visual units do not meet the current ADA criteria for candela rating. No fire suppression systems with fire alarm interface have been provided at the hoods in the kitchen. Intercom/Paging System: The existing intercom/paging system is manufactured by Bogen. The main control panel was upgraded in 1998, however, it appears that the wiring is original to the building and is in poor condition. No speakers have been installed in corridors, Cafeteria, Gymnasium or Auditorium. In addition, no special sound system has been provided in the Auditorium. 6 Priority 1 Please describe the measures the School District has taken to mitigate the problem(s) described above. The School Department has spent significant funds, repairing and upgrading the building and its systems. However, due to the age of the structure and extent of these issues, a piecemeal replacement solution is not fiscally viable. Massachusetts School Building Authority 6 Statement of Interest

7 Priority 5 Please provide a detailed description of the energy conservation measures that are needed and include an estimation of resultant energy savings as compared to the historic consumption. The School was built in 1903 of un-reinforced un-insulated masonry. The windows were replaced in the late 1980s with double glazed windows taken from another school which was being renovated. None of the building s systems are energy efficient and the age and design of each make retrofitting the facilities inefficient and costly. Heat is supplied by radiators and unit ventilators. In order to compensate for heat loss, the boilers are run at very high temperatures in the winter months, causing some room to over heat in order for others to have minimal heat. 8 Priority 5 Please describe the measures the School District has already taken to reduce energy consumption. Boilers have been repaired and upgraded in 1998; however the system is an antiquated steam system. Repairs and maintenance of the unit ventilators and exhaust system is a continual problem. 9 Priority 7 Please provide a detailed description of the programs not currently available due to facility constraints, the state or local requirement for such programs and the facility limitations precluding the programs from being offered. The building is not handicapped accessible; this prevents all students and teachers who have a disability from participating or providing educational programs at this facility. There is only one under sized art room so all art programs must be brought to the classrooms which limits the scope of programs that can be provided. 10 Priority 7 Please describe the measures the School District has taken or is planning to take in the immediate future to mitigate the problem(s) described above. The School Department has to assign handicapped students to schools not in the district.
