1 0941 Fire Alarm System Devices, panels, wiring, conduit, etc. The present fire alarm system manufactured by Gamewell was installed with the 1982 renovation. It is a non addressable, zoned system. It includes a control panel in the main office and a remote annunciator on the exterior near the Marie Drake entrance. Notification devices (horns & strobes) are located in the corridors, in the stairwells, and in the Multipurpose room. Manual pull stations are located at the exits and near the entrances to the stairways. The alarm and trouble signals are transmitted to the Central Alarm Agency by telephone dialer. Condition of the building system: The system appears to be in fair condition, providing the service originally intended. The control panel is no longer manufactured rendering spare parts difficult if not impossible to find. The system is no longer in compliance with NFPA 72 and was installed prior to the establishment of ADA guidelines. There are no notification devices in the classrooms or restrooms presenting increased safety hazards if a fire occurs. 2 Deficiency Replace Fire Alarm System Fire alarm panel is at least 23 years old and is at the end of its service life. The alarm panel is no longer manufactured and spare parts are difficult to purchase. The fire alarm system does not comply with current NFPA or ADA codes. Deficiency category: RR, C, & F Remedy Replace the entire system. Bring the system into compliance with current NFPA 72 and ADA guidelines including the provision of notification devices in the restrooms and classrooms. 3 0942 Communication Systems Telephone, data, intercom, TV, sound, cable trays, etc. Telephone: The telephone system appears to have been installed in the past 10+ years based on the generation of equipment installed. The system includes a switch in the basement with circuits to telephones in each classroom and office. The circuiting utilizes Category 3 cables. The system appears to be programmed for intercom as well as dialing to outside lines and internal telephones. The system includes voice mail capability. There is little or no raceway system for the circuiting. Network: A network system resides throughout the building, developed in its current configuration in recent years with Category 5 cables. The central server room for the district resides in the basement within the administrative offices. The terminals in the classrooms and offices in this building are configured from this room. There is little or no raceway system for the circuiting. Intercom: A new system was installed with the 1982 renovation. It has been subsequently partially dismantled, leaving only the speakers in the classrooms. The telephone is utilized for intercom functions. TV: A TV cable is installed to the administrative offices in the basement facilitating the network system. There is none to the classroom portion of the building. Sound: A sound system resides in the Multipurpose Room with large speakers mounted to the walls in the corners. Cable Trays: There are none. Condition of the building system: Telephone: The system is in fair condition. The equipment is still supported with parts, although they are becoming more difficult to find. The equipment has a low failure rate and numerous technicians remain available in the community for services. The circuiting is in poor condition with little protection from physical damage. It was reported that it is desired that the system be replaced in the near future with a network IP based system. Network: The system is in poor to fair condition. Much of the system is installed with cables routed across ceilings and walls. The cables are susceptible to physical damage. The Category 5 cables are sensitive to pinching and sharp radius turns, all resulting in reduced data volume transmission. The classrooms appear to be configured with few terminals for computers for the teachers and the students. The server facility in the basement appears temporary without a dedicated room within which to reside for physical security. The circuiting is draped from the ceiling allowing cable pinching and sharp radius turns. The racks are inadequate with limited cable management structure. 4 TV: There are TVs with VCR or DVD players in the classrooms. There is no TV cable to allow connection to the utility provided programming. Sound: The sound system appears to be in fair condition. 5 Deficiency Upgrade the Telephone/Intercom System Telephone system is outdated and while still serviceable, the school district desires to upgrade the system for standardization throughout the district s facilities. The intercom system is no longer functioning. Deficiency category: RR, F Remedy Replace phone system with a network based IP system with an integrated intercom. Replace the circuiting utilizing concealed raceways and cable tray with new cables and terminals. Integrate with the network circuiting where possible. 6 Deficiency Upgrade the Network System Circuiting.The classrooms are configured with few terminals for computers for the teachers and the students. The circuiting is draped from the ceiling allowing cable pinching and sharp radius turns. Deficiency category: RR, F Remedy Replace the circuiting utilizing concealed raceways and cable tray with new cables and terminals. Integrate with the telephone circuiting where possible. Provide an intermediate rack with patch panels and switches dedicated to the elementary school. Provide a backbone connection to the district server room. 7 Deficiency Upgrade the Network Server Facility The server facility in the basement appears temporary without a dedicated room within which to reside for physical security. The circuiting is draped from the ceiling allowing cable pinching and sharp radius turns. The racks are inadequate with limited cable management structure. The cooling and UPS systems appear inadequate. Deficiency category: RR, F Remedy Provide a new server room with isolation from the offices in the administrative wing for better system security. Provide an appropriate amount of cooling and UPS capacity. Provide circuit support with raceways and cable trays, and cable management structure. Provide better dust control for the equipment. 8 Deficiency Cable TV System for the Classrooms A TV cable is installed to the administrative offices in the basement facilitating the network system. There isn t a cable TV network to the classroom portion of the building. Deficiency category: F Remedy Provide new circuiting utilizing new cable tray and raceways, all concealed in the walls and ceilings. Integrate with the circuiting for the Network and Telephone Systems. Provide terminals for each classroom as well as the Multipurpose Room. 9 0943 Security System Sensors, CCTV, accessories control, etc. Intrusion Detection & Access Control: An intrusion detection system with Access arming and disarming control at the main entrance was provided with the installation of a Building Management System in The system continues to function with motion sensors monitoring the corridors and keypads allowing staff to disarm and arm the system. The Building Management System has been upgraded (refer to the Mechanical portion of this study). Surveillance Cameras: None Condition of the building system: The equipment is in fair condition. The function of the system is good with continued optimal coverage of normally traveled routes. Additional features may be considered to integrate lighting control and full access control. 10 Deficiency Upgrade the security system. The security system is 20 years old and nearing the end of its service life. Deficiency category: RR, F Remedy Provide new motion sensors and access controls. Update to yield improved coverage. Integrate control of the lights allowing operation only with successful access. 11 0945 Other Special Electrical Clocks, low voltage, heating, etc. The clock system utilizes a digital control panel located in the school offices to operate clocks located in the classrooms and the Multipurpose Room. Condition of the building system: The controls and clocks are currently produced. The control panel appears to have been installed in the recent 10+ years. It is known to be of good quality with little or no maintenance requirement and a long service life. Remaining life expectancy: 10+ years No deficiencies noted for this building system.
