3 PURPOSE: WATERTOWN CITY SCHOOL DISTRICT Technology & Security Assessments are an important planning tool to understand and document the current state of various technology based building systems and end user equipment that supports the curriculum, administration, operations and safety. The New York State Smart Schools Bond was approved in November of 2014 and includes $3,663,924 in Smart Schools funding for the Watertown City School District. Technology Instructional Plans and Smart Schools Implementation Plans require school districts to submit a scope of work of proposed Technology and Security improvements that the Smart School funding will be utilized for. This assessment will provide a detail description of existing systems with recommendations and associated capital construction cost budgets that will support the Smart School Implementation Plan submission process. This assessment can also be utilized to augment the District s Building Condition Survey and Five-Year Plan. The majority of the recommendations for technology and security improvements can also access NYSED Capital Construction Aid, BOCES, E-rate and Operational funding. Each of these funding categories will be reviewed to determine the most beneficial manner in which to fund the various improvements. 4 1. District Telephone System WATERTOWN CITY SCHOOL DISTRICT 1.1 Current Telephone System The District is comprised of following facilities: High School Case Middle School Wiley Intermediate School, District Office and Storage Facility Knickerbocker ES North ES Ohio ES Sherman ES Starbuck ES Massey Maintenance Facility, Garage and Storage Building All facilities, except for the recently acquired Massey Maintenance facility, are part of the District Wide Nortel Telephone System. The Nortel telephone system very old and Nortel was acquired by Avaya many years ago. Parts are no longer available for the Nortel system and most repairs need to be accomplished by using salvaged parts. Nortel Digital Telephones are located in offices and standard analog telephones are installed in all classrooms and instructional spaces. The Massey Maintenance Facility has a newer ShoreTel VOIP Telephone system that is interconnected to the District Wide Nortel Telephone System with Shoretel VOIP Equipment that is located in the HS. Shoretel VOIP Telephones are installed in the offices. ShoreTel was just recent purchased by Mitel. Both of these telephone systems operate over the Campus and District Wide Area Network. 1.2 Telephone Cabling The current telephone systems in all of the facilities, except Massey Maintenance, utilizes non-data grade extension cabling that will not support Voice Over IP (VOIP) telephones. The existing telephone cabling appears to be in poor condition and should be removed in its entirety and a new house telephone cabling system should be installed to support the minimal analog circuits in many of the facilities. The only facilities in which the existing house telephone cabling should remain are Wiley, Case MS, Starbuck and Massey. If the District proceeds with a new VOIP / Unified Communications telephone system then the existing LAN cabling would be utilized to connect the new VOIP telephones. Any analog circuits to support elevators, fax machines, dialers or similar devices would have new cabling installed in most facilities to ensure system reliability. The current cabling for analog devices at Wiley, Case MS, Starbuck and Massey will be re-used. There are several layers of telephone cabling in most of the buildings as Centrex telephone services and previous telephone systems were cabled in most buildings. The demolition cost includes removing all of this unused and abandoned telephone equipment and cabling. Page 4 of 16

5 1.3 Telephone Services Verizon is the telephone service provider for the district facilities. 1.4 Recommendations: A. Install new VOIP telephone system, voice mail, unified communication and associated IP telephones for all district facilities. The new VOIP telephone system will be interconnected over the District s Campus IP network and WAN to outlying facilities. The majority of the telephones will be connected to the data cabling and there will be limited areas that will require the new LAN cabling to be installed to support VOIP telephones. All of the Classroom analog wall phones would be removed and new IP Desk Phones would be provided. B. Remove the old telephone cabling and multiple installation of Bell Telephone (now Verizon) Centrex telephone switches in the following facilities: 1. High School 2. Knickerbocker ES 3. North ES 4. Ohio ES 5. Sherman ES 2. Network Assessment for VOIP & IP Security 2.1 Purpose The computer network in all schools and the bus garage is now utilized for much more than transmitting administrative and educational data. These are very important applications and the network is also used for other applications that are associated with life safety. These include fire alarm, direct digital control, Emergency Alert, IP based Security and Surveillance Systems and VoIP telephones will use this same network. Therefore, it is important to review the overall network and determine if there are improvements that could be implemented to make it more reliable to support critical and potentially life safety applications. The existing network has been assessed to determine if the proper horizontal (copper) and backbone (fiber optic) cabling is in place plus all of the necessary network switches with Power over Ethernet (POE) capabilities. The network architecture is also reviewed to determine if there are multiple network segments, Virtual LANs (VLans), Quality of Service (QOS) and Routing features to provide the necessary bandwidth for each application and also have redundancy in the network. 2.2 District Wide Area Network: The Watertown City School District has three major facilities (HS, Case MS and Wiley) on a common campus which will have new Single Mode Fiber interconnecting all of the respective IP Networks. This will allow for 10 Gigabit Ethernet (10GE) backbone connections between that campus facilities that will support the future VOIP & IP Security improvements. The District has just entered into a contract with Westelcom for a 10GE Wide Area Network (WAN) for all of the off-campus facilities. Therefore, this new WAN upgrade will support the future VOIP & IP Security improvements. Page 5 of 16

6 2.3 Local Area Networks / Network Switches: The Watertown City School District is implementing a $1M Network Switch Replacement project that will be complete by January of The new Cisco network switches will support 10GE switching capabilities between telecom closets and between buildings. The new switches include Power Over Ethernet (POE) on all switch ports that are required for a VOIP Telephone System and IP Security improvements. Therefore, the District will not have to improve the switches in most facilities. The following buildings still need new POE Switches to be purchased and installed to support VOIP & IP Security Improvements: 1. Starbuck ES (E-rate Funding will also be pursued for new switches at Starbuck ES) 2. Massey Maintenance facility (may re-located existing POE switches) 3. Massey Maintenance Garage 4. Massey Maintenance Storage Building (need to determine if VOIP Telephones or IP Security Devices will be installed in this facility 5. Wiley Storage Facility 2.4 Uninterruptable Power Supplies (UPS): The new VOIP Telephone System will require the network switches to be powered in the event of a power outage so that the telephone system will be available for a least a two-hour period. Therefore, new UPS s will be required at all network racks with associated battery back up to maintain the network for two (2) hours. This will also benefit other systems that also utilize the network, such as Video Surveillance and Door Access Control. UPS s will be connected to EM generators if they are available at any of the facilities. The District will file a 2018 E-rate Application to secure funding for the UPS s. However, the scope and cost of new UPS will also remain in the Smart Schools Funding application in the event that E-rate does not fund the UPS s. 2.5 Campus Fiber Backbones: Campus Fiber Backbones will need to be installed at the following facilities to connect these buildings to the IP Network: A. Massey Maintenance Garage: Re-terminate and test existing 62.5 Multi Mode Fiber and install new Wall Rack. B. Massey Maintenance Storage Building: Install new MMF between Garage and Storage Building and terminate in wall rack. C. Wiley Storage Building: Install new Single Mode Fiber in new underground conduits system between Wiley Intermediate School s main data rack and the Storage Building to serve new IP Network in Storage Facility. Install wall rack in storage building to house fiber terminations, copper patch panel, switch and UPS. Page 6 of 16

Video Surveillance: 3.1 Current Video Surveillance Systems Improvements WATERTOWN CITY SCHOOL DISTRICT The existing video surveillance system is based on a Pelco Analog Video Surveillance System with Digital Video Recorders (DVR) and analog cameras that are cables with coaxial cable and the associated power cabling. There are approximately 60 operating cameras in the overall system and the majority of them are at the HS / MS and Wiley Campus. Recently, the District has installed some inexpensive IP cameras in the Wiley facility. The other off-campus facilities have very few cameras. The District is currently implementing a $1.2M Security and Technology Project that includes approximately $600,000 in Video Surveillance and Door Access Control Improvements. The new project includes the installation of a new Avigilon Video Surveillance system with new High Definition (HD) IP cameras and new Network Video Recorders (NVR) / Servers. Listed below are the schools included in the 2016 CIP Tech & Security Project and the associated cameras to be installed. A. High School: 1. (30) interior cameras 2. (1) exterior cameras 3. (6) NVR / Servers B. Wiley Intermediate School, District Office: 1. (14) interior cameras 2. (2) exterior cameras C. Knickerbocker ES: 11 New IP Cameras 1. (7) interior cameras 2. (1) exterior cameras D. North ES: 1. (11) interior cameras 2. (3) exterior cameras E. Ohio ES: 1. (5) interior cameras 2. (3) exterior cameras. F. Sherman ES: 1. (13) interior cameras 2. 8 Additional Interior & Exterior Cameras will be added to the six (6) schools listed above and funded by the 2014 CIP to complete all Video Surveillance requirements. The Avigilon Video Surveillance system will be expanded by installing additional interior and exterior high definition IP Cameras at District facilities. This improvement will also require the installation of additional NVR / Servers at the HS NOC to support the additional cameras. The District s new Video Surveillance requirements include video surveillance in the following locations: Corridors Stairwells Public spaces, such as auditoriums and gymnasiums Entrances Exterior Play Grounds Exterior driveways Exterior loading docks Exterior vandal prone areas Sports Fields Case Middle School will have all of the new interior and exterior high definition cameras installed in the current Case MS CIP project that is moving into the Bidding and Construction Phase. The camera improvements included in this project will complete the new camera requirements for this facility. A new NVR will also be provided as part of this project to support the (60) new interior and exterior cameras. 3.2 Video Surveillance Improvements proposed for the Smart Schools Project Expand the existing Avigilon Video Surveillance system by installing new interior and exterior cameras at the balance of the District s facilities that were not include in the current Capital Improvement Projects. Listed below are the facilities and associated number of new cameras. A. Starbuck ES: 1. (10) interior cameras 2. (6) exterior cameras B. Massey Maintenance Facility: 1. (9) interior cameras 2. (8) exterior cameras C. Massey Maintenance Garage: 1. (1) interior cameras 2. (3) exterior cameras D. Massey Maintenance Storage Building: 1. (1) interior cameras 2. Door Access Control & Perimeter Monitoring: 4.1 Current Door Access Control (DAC) System: The District has just awarded a $1.2M Security and Technology Project that includes approximately $600,000 in Video Surveillance and Door Access Control Improvements. The new project includes the installation of a new Door Access Control Card Readers and Video Intercoms. Also, the District will be proceeding with a new Door Replacement Project for the schools that were included in the 2016 CIP that will also include Door Access Control and perimeter monitoring improvements. Therefore, all of the Door Access Control and perimeter monitoring improvements at the following schools will be completed by the 2016 CIP Tech & Security Project and the future Door Replacement project for the following facilities, which will then not require the use of Smart Schools funding to complete this work. A. High School: A. Wiley Intermediate School B. Knickerbocker ES C. North ES D. Ohio ES E. Sherman ES Case Middle School will have all of the door access control and perimeter monitoring improvements completed in the current Case MS CIP project that is moving into the Bidding and Construction Phase. 10 4.2 Door Access Control & Perimeter Monitoring proposed for the Smart Schools Project. The District s 2014 Proposition Vote did not include a few of the District s facilities so Door Access Control and Perimeter monitoring in these facilities will need to be completed as part of the Smart Schools Project. Listed below is the number of entrance doors that will have new Door Access Control in these specific facilities: A. Wiley Storage Facility: (1) Door will receive access control and all exterior doorways will have perimeter monitoring. B. Starbuck ES: Currently there are (4) exterior doors with Door Access Control. These DAC locations will be converted to the new Avigilon DAC system. Also, all exterior doors will have perimeter monitoring. The Main Entrance will also receive a new Video Intercom Station. C. Massey Maintenance Facility: (2) Doors will receive access control and all exterior doorways will have perimeter monitoring. The Main Entrance will also receive a new Video Intercom Station. D. Massey Maintenance Garage: (1) Door will receive access control and all exterior doorways will have perimeter monitoring. E. Massey Maintenance Storage Building: (1) Door will receive access control and all exterior doorways will have perimeter monitoring. Page 10 of 16

11 5. Visitor Entrances: 5.1 Ohio Street Elementary School Existing conditions The existing visitor entrance is located on the south side of the building off of Ohio Street. There is a standalone video intercom system that ties into an electric door strike for access control. Currently there is no vestibule interlock to contain visitors prior to verifying their credentials. While the main office is adjacent to the main entrance, there is no mechanism to force visitors into the main office. Once a visitor is buzzed in they have complete access to the school. Recommendation: Modify the existing main visitor entrance by creating a vestibule interlock area where visitors can present the required credentials and go through the proper sign-in procedure prior to entering the building. This newly created interlock vestibule will have a secure window to allow direct viewing by office staff while maintaining physical separation from the main. This will require renovations to the main office area. Re-arrange the main office and nurse s suite so that the receptionist/main office is adjacent to the main entrance, the nurse is in the center section and the principal is to the far right of this space. Estimated Cost - $159, North Elementary School Existing Conditions The existing visitor entrance is located on the south side of the building off of the bus loop. There is a standalone video intercom system that ties into an electric door strike for access control. As with Ohio Elementary School, there is no vestibule interlock area to contain visitors prior to verifying their credentials. While the main office is adjacent to the main entrance, there is no mechanism to force visitors into the main office. Once a visitor is buzzed in, they have complete access to the school. Recommendation The existing main entrance is not handicap accessible. A ramp on the exterior of the building will be required. The main entrance is approximately 14 above the sidewalk, requiring a ramp length of Due to the short distance between the main entrance and the bus loop sidewalk, the ramp will have to be a switch back ramp off to the side of the main entrance. Immediately upon entering the building, there is a step up to the main floor of approximately 6 which would have to be infilled to match the existing main floor elevation. An interlock vestibule would be created by installing a wall adjacent to the stair to the second floor and providing a door to the newly created space. In order to meet the NYS Building Code for required egress width, the existing wall separating the corridor and the main entrance will have to be relocated, thus reducing the space of the main entrance by approximately 3-0 and the main office will need to be reconfigured to accommodate this change. The newly created interlock will have a secure window to allow direct viewing by office staff while maintaining physical separation from the main office. Estimated Cost - $92,960 Page 11 of 16

12 5.3 Sherman Elementary School Existing Conditions The existing visitor entrance is located on the east side of the building in the south corner. This entrance is not handicap accessible. Due to the interior stair location and construction as well as the elevation change between the main floor elevation and grade, the cost to make this entrance handicap accessible would be exorbitant. There is a standalone video intercom system that ties into an electric door strike for access control. As with the other elementary schools, there is no vestibule interlock area to contain the visitors as they enter the building. Compounding the issue, the main entrance is not adjacent to or near the main office. Recommendation The main entrance should be relocated to the center of the building and enter into the main office area. An exterior handicap ramp would be required starting at the bus loop sidewalk. The main office suite (including the copy room and nurse s office) would need to be completely renovated including electrical and heating systems. This would allow visitors to enter directly into the main office area prior to entering the remaining portion of the building. Also, this new entrance would be ADA compliant and the district would no longer need to rely on the door by the elevator in the back of the building. Estimated Cost - $190, Starbuck Elementary School Existing Conditions The existing visitor entrance is located on the north side of the building facing East Hoard Street. There is a standalone video intercom system that ties into an electric door strike for access control. Currently, there is an existing vestibule, however, it the vestibule is an air lock type only and not being utilized as a security measure. While the main office is adjacent to the main entrance, there is no mechanism to force visitors into the main office. Once a visitor is buzzed in they have complete access to the school. Recommendation: Modify the existing main visitor entrance by replacing the interior set of vestibule doors to doors that lock. One door shall have an electric strike that is tied into a buzzer in the main office to allow entry. This newly created interlock vestibule will have a secure operable window to allow direct viewing by office staff while maintaining physical separation from the main office. This will require the renovation of the office and nurse s suite. Re-arrange the main office and nurse s suite so that the receptionist/main office is adjacent to the main entrance, the nurse is in the center section and the principal is to the far right of this space. 13 5.5 Knickerbocker Elementary School WATERTOWN CITY SCHOOL DISTRICT Existing Conditions The existing visitor entrance is located on the northeast side of the building facing Knickerbocker Drive. There is a standalone video intercom system that ties into an electric door strike for access control. Currently, there is an existing vestibule, however, it the vestibule is an air lock type only and not being utilized as a security measure. While the main office is adjacent to the main entrance, there is no mechanism to force visitors into the main office. Once a visitor is buzzed in they have complete access to the school. Recommendation: Modify the existing main visitor entrance by replacing the interior set of vestibule doors to doors that lock. One door shall have an electric strike that is tied into a buzzer in the main office to allow entry. This newly created interlock vestibule will have a secure operable window to allow direct viewing by office staff while maintaining physical separation from the main office. This will require the renovation of the office and nurse s suite. Estimated Cost - $90, Wiley Intermediate School Existing Conditions The existing visitor entrance is located on the southwest side of the building facing the upper parking lot. Currently there is a receptionist that sits at a desk in the lobby area. Upon entering the building, the visitor must present their credentials to the receptionist before moving into the rest of the building. There are no physical barriers to stop someone once they have entered the building. Also, there is a double set of doors in the air lock vestibule that enter into Area C. A visitor could go through that set of doors and by-pass the receptionist altogether. Recommendation: Replace the interior vestibule doors with new wall and a set of vestibule doors that lock. The new wall would have a security window at the receptionist desk for the receptionist can safely review the credentials of the visitors before they are buzzed into the school. Replace the hardware on the double set of doors that enter into Area C with a hardware group that is always locked from the vestibule side, but will allow egress from Area C in the event of an emergency. Estimated Cost - $20, Case Middle School Existing Conditions The existing visitor entrance is located on the west side of the building overlooking the field hockey field and the corner of Washington Street and Green Street. There is a standalone video intercom system that ties into an electric door strike for access control. Currently, there is an existing vestibule, however, the vestibule is an air lock type only and not being utilized as a security measure. While the main office is adjacent to the main entrance, there is no mechanism to force visitors into the main office. Once a visitor is buzzed in they have complete access to the school. 14 Recommendation: Relocate and replace the interior set of vestibule doors. The new location would be to the southeast of their current position, or towards the main office door. The new interior set of vestibule doors would be lockable and tied into an electric strike and buzzer from the main office. The existing glass block window from the main office that looks into the corridor would now be located in the secure vestibule. Replace the glass block window with a security window that would allow visitors to present credentials to the main office staff prior to being buzzed in. This would require minor alterations to the principal s office by relocating the door around the corner to allow for a counter top to be installed at the new security window. Estimated Cost - $45, Watertown High School Existing Conditions The existing visitor entrance is located on the west side of the building overlooking bus loop and Washington Street. This building does not have a camera/buzzer system like many of the other District educational buildings. Currently, there is an existing vestibule, however, the vestibule is an air lock type only and not being utilized as a security measure. There is a desk with a receptionist located in the main lobby to check visitors in, but no physical separation to stop visitors from bypassing the receptionist and moving to other sections of the building. The main office is located on the opposite side of the main lobby from the main entrance, making a connection between the main entrance and main office difficult at best without relocating the main office suite. Recommendations The main lobby is large enough so that a new security office can be constructed. The new security office would be constructed directly adjacent to the existing vestibule. One of the vestibule doors would be removed and replaced with a security window to allow visitors to present their credentials to district staff prior to being buzzed in. The hardware on the remaining interior vestibule doors shall be replaced with lockable hardware with one door that is equipped with an electric strike to allow access from either a buzzer located in the security office or from card access. Estimated Cost - $26, District Wide Modifications: With over 220 exterior doors throughout all of the facilities, there are many locations where people have access to each of the buildings. Over the years, many master keys have been handed out to individuals. While many master keys were accounted for as they were assigned to different people and groups and have been returned when no longer needed, there are a certain number that have not been accounted for over the years. It is recommended that the District - re-core all exterior doors with a new master keying system so that all previous master keys will no longer function in the exterior doors. 15 6. Visitor Sign-in & Badging: Visitor Sign-in and Badging is achieved by the use of paper logs and visitor passes. Recommendation: Install a new Visitor Sign-in and badging system that utilizes a police database to determine if the visitor may be a threat. These systems require an annual subscription of $480.00/Raptor system, after the first year. See the following product: Raptor: 7. Automated Lockdown & Sound Systems: The Mass Notification System used by the District is the main Sound System in the school facilities. If there is a Lockdown implemented an Administrative Assistant makes an ALL-Call announcement. Staff and students then follow the District s Lockdown Procedures. Recommendations: A. The lockdown process should be automated by the installation of an emergency communications module would allow for a pre-recorded message to be communicated once a Lockdown event is initiated. All District Facilities would receive this improvement and the Automated lockdown system also has the ability to implement a Campus (HS & MS) plus a District Wide Automated Lockdown. B. The Rauland Telecenter Universe product is recommended and included in the capital construction cost budget. The Rauland Emergency Communications module would launch the following lockdown features: a. Automated paging of Lockdown Message b. Turn on new Blue Strobe Lights for alerting occupants c. Call Monitoring agency or 911 d. Launch alert over Text messaging e. Disable Card Access to all entry doors f. Release magnetic hold opens for smoke and security doors C. The existing Sound Systems (Public Address systems) in all of the District s facilities are beyond their useful life and should be replaced. The new sound systems will serve as the Mass Notification system and be interfaced to the new Automated Lockdown System. Local sound systems in Auditoriums, Gymnasiums and Cafeterias will be maintained and interfaced to the new Sound Systems. D. Starbuck s sound system was recently replaced with a Simplex sound system and included new wiring and speakers. It is recommended to re-use the speakers and associated cabling but the replace the Simplex head end with a Rauland Telecenter Universe system for consistency in the district and better integration to the Rauland Lockdown system. 16 Automated Lockdown & Sound Systems (continued): E. Install new Rauland TCU Emergency Lockdown Module, Software and associated servers and interface to Fire Alarm, Door Access Control and new sound systems. F. Install panic buttons in main offices and at visitor entrance monitoring locations. Additional panic buttons could also be located in the Principals and other administration offices. The panic button would launch the Lockdown message, activate the blue lights and dial a 911 call to local police. **Refer to Proposed Smart Schools Project Capital Construction Cost Analysis, dated November 2, 2017** End of Report Page 16 of 16
