3 WHAT IS A BOND ELECTION? Provide communities an opportunity to vote to give the Board of Trustees authority to sell bonds to pay for items such as school construction, capital projects, technology, and land acquisition. By law, bonds are not allowed to be used for general operation budgets or salaries.

8 CFAC PROCESS START Meeting 1 FINISH Meeting 6 $108+ million identified in needs 1. Evaluation Small and large group discussions to review Phase 1 Committee s priorities. Confirmed priorities and made adjustments where necessary $96 million 2. Prioritization Two rounds of small and large group prioritization Each project within each campus was evaluated on four levels of priority: 1A, 1B, 2 and 3 3. Consensus Community Survey confirmed prioritization Reached consensus of super majority with more than 2/3 in agreement $89 million

9 CFAC PROCESS Committee s highest priorities: Safety and Security: secured entry vestibules, cameras, exterior lighting, lockdown hardware, updated fire alarms and electrical, fencing, handrails, and accessibility. Aging Infrastructure: The most recent schools: Tally ES (2003) and Tivy HS (2004). All other campuses range from years old. Some mechanical, plumbing and electrical systems and others are original to the buildings. Campuses do not meet current building codes, classroom size requirements and handicap accessibility requirements. Hal Peterson Middle School: Extensive renovations to existing campus or construction of new. See next slide.

10 HAL PETERSON MS All deficiencies per facility assessment Renovations vs New Built in: early 1960s Renovations/ Additions: 1967, 1981, 2005 Safety: multiple detached buildings, no secured entry, outdated electrical, fire systems, traffic hazards and site location Accessibility: equal access needed throughout to address ramps, doorways, door hardware and fixtures. Aging Infrastructure: Complete replacement of roofs, HVAC units, electrical panels, plumbing, sidewalk and foundation repairs Projected cost to renovate the existing is 80-85% the value to construct new

12 The $88.9 million bond election will provide upgrades and renovations at ALL CAMPUSES in the following areas: DISTRICT-WIDE IMPROVEMENTS Safety and Security Aging Infrastructure NEW CONSTRUCTION

13 SAFETY AND SECURITY Controlled entry vestibules Additional security cameras Additional exterior lighting Lockdown hardware Updated fire alarm systems Additional fencing Increased handicap accessibility measures (ramps, door levers, signage, restrooms, etc.)

15 NEW CONSTRUCTION New Hal Peterson Middle School built on Veterans Hwy across from Tivy High School Land acquisition/ site preparation for Hal Peterson MS Proceeds from selling the Sidney Baker property will repay the debt to purchase the new land. Any additional proceeds would be put towards priority items identified by the CFAC not in the bond.(see website for details)

16 NEW CONSTRUCTION New Agriculture Facility The location of the new facility has not been finalized as the district continues to evaluate the new Hal Peterson site and the Tivy High School site to determine which location will provide the appropriate space requirements.

17 TIVY EDUCATION CENTER / CENTRAL OFFICE SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Replace decking and handrails at elevated buildings. Install new door hardware that locks from the inside of a space. Replace door knobs with lever hardware per ADA requirements. AGING INFRASTRUCTURE Repair covered walkways at Tivy Education Center. Provide covered walkways to buses at Early Childhood Center and Tivy Child Development Center. Replace old wood, window frames and window sills at the Central Office. AGING INFRASTRUCTURE CONT. Replace roofing of Technology Building, Staff Development Center, Special Education, G-Wing, Alamo College Annex, Diagnostician Office and the Cafeteria as well as patch leaks in the roof of the Central Office. Add roofing between Tivy Childhood Development Center buildings. Replace and repair the condensation drain and chilled and hot water lines as well as the attic walk planks for safe access at the Central Office. Install air conditioning at the gymnasium. Replace building temperature controls for remote and automated control. Update the fire alarm system at Early Childhood Center. Replace single pane windows at cafeteria building.

18 TOM DANIELS ELEMENTARY SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Add a controlled entry vestibule to reception area. Install additional security cameras and intrusion detection/burglar alarm. Install new door hardware that locks from the inside of a space. Provide ADA access to playground and equipment. Bring sloped surfaces into ADA compliance and provide accessible routes. Replace room door signage to be ADA compliant with text, braille, pictographs, etc. Replace door knobs with lever hardware per ADA requirements. Create common areas within existing campus space for collaborative learning. AGING INFRASTRUCTURE Correct negative drainage around building. Route HVAC condensation away from building perimeter. Repair/replace roofing at main building and annex building. Replace obsolete rooftop HVAC units and install new condensate drain lines and supports to all units to increase efficiencies and become compliant with outdoor air code requirements. Replacement includes new building temperature controls for remote and automated control. Increase primary power to school complex. Replace gas line in the kitchen. Add a new fire alarm system so the annex building fire alarm can communicate with the main building. Install windows from classrooms to hallways to create a line-ofsite to hallways for teachers. This will increase student collaboration space and allow the supervision of individual and small group work in hallways.

19 NIMITZ ELEMENTARY SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Add a controlled entry vestibule to reception area. Provide fencing and gates around playgrounds to increase safety. Install additional security cameras. Install new door hardware that locks from the inside of a space. Provide ADA access to playground and equipment. Replace room door signage to be ADA compliant with text, braille, pictographs, etc. Replace door knobs with lever hardware per ADA requirements. Create common areas within existing campus space for collaborative learning. Install impact/ bullet resistant windows from classrooms to hallways to create a line-of-site to hallways for teachers. This will increase student collaboration space and allow the supervision of individual and small group work in hallways. AGING INFRASTRUCTURE Correct negative drainage on the west side of the building and replace storm drainage culvert. Roofing repair Install new HVAC system at cafeteria. Lifecycle upgrades and replacements of other HVAC units Replace entire system of pneumatic actuators with electronic actuators Increase primary power to school complex. Replace gas line in kitchen. Update entire fire alarm system to an addressable system, allowing any triggered alarms to be localized and identifiable.

20 STARKEY ELEMENTARY SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Renovate reception area to add a controlled entry vestibule and increase the size of the clinic and teachers lounge. Install additional security cameras. Install new door hardware that locks from the inside of a space. Provide ADA accessible entrance at the front of the school. Add ADA accessible parking spots closer to the entrance of the school. Replace door knobs with lever hardware per ADA requirements. Provide ADA access to playground and equipment. Renovate existing restrooms to allow for handicap accessibility and ADA compliance. Bring sloped surfaces into ADA compliance. Replace room door signage to be ADA compliant with text, braille, pictographs, etc. Replace door knobs with lever hardware per ADA requirements. Create common areas within existing campus space for collaborative learning. Install windows from classrooms to hallways to create a lineof-site to hallways for teachers. This will increase student collaboration space and allow the supervision of individual and small group work in hallways. Increase the size of the library by expanding into the adjacent existing office space.

21 STARKEY ELEMENTARY SCHOOL CONT. AGING INFRASTRUCTURE Correct negative drainage toward building. Replace roofing, pipe supports and drains at 1988 building. Replace chiller, hydronic boiler, pumps and controls. Replace rooftop HVAC units at 3rd, 4th and 5th grade classrooms to increase efficiencies and become compliant with outdoor air code requirements. Replacement includes new building temperature controls for remote and automated control. Ensure all condensate lines at rooftop are insulated. Increase electrical capacity to the building. Install additional duplex outlets. Update entire fire alarm system to an addressable system, allowing any triggered alarms to be localized and identifiable.

22 TALLY ELEMENTARY SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Install additional security cameras. Install new door hardware that locks from the inside of a space. Provide ADA access to playground and equipment. Create common areas within existing campus space for collaborative learning. Install windows from classrooms to hallways to create a line-of-site to hallways for teachers. This will increase student collaboration space and allow the supervision of individual and small group work in hallways. Replace gymnasium floor with new sports flooring. Install texturized concrete walks to provide slip resistance when wet. AGING INFRASTRUCTURE Correct negative drainage toward building and sewer smell at drainage area near playground. Correct ponding water at student drop-off area. Add handrail to the ramp at the back of the school. Add covered walkway to pick-up and drop-off areas.

23 BT WILSON MIDDLE SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Add a controlled entry vestibule to reception area to include clinic and administration area renovations. Install additional security cameras. Install new door hardware that locks from the inside of a space. Replace room door signage to be ADA compliant with text, braille, pictographs, etc. Replace door knobs with lever hardware per ADA requirements. Add additional grab bars to ADA accessible bathrooms. Update gymnasium interior finishes including flooring, paint and trim. Replace stair treads. Add new canopies to exterior walkways. AGING INFRASTRUCTURE Correct drainage issues around campus. Repair roofing of all canopies. Complete four-pipe system utilizing new equipment owned by the district. KISD has new equipment needed for HVAC replacement system that prior installation never completed. Install new building controls for remote and automated control and to improve temperature control. Replace kitchen sewer lines.

24 TIVY HIGH SCHOOL SAFETY, ACCESSIBILITY AND INSTRUCTIONAL Increase security lighting at the entrance between the Band Hall and gymnasium/locker area. Install additional security cameras. Renovate classrooms to create flexible learning environments with more collaboration space. Replace aged and damaged building flashings. AGING INFRASTRUCTURE Correct negative drainage toward building. Uncover brick weep holes. Repair roofing. Replace rooftop unit air intake fans. Replace building temperature controls for remote and automated control.

27 SCHOOL TAX RATE OVERVIEW GENERAL OPERATING FUND Maintenance and Operations (M&O) The Annual District Budget is passed by the Board of Trustees. Day-to-day operations such as salaries, utilities, repairs, supplies, etc % of the District s M&O budget goes to payroll. For the average citizen, this is similar to: House repairs Car fuel Routine services Groceries Utilities DEBT SERVICES FUND Interest and Sinking (I&S) I&S funds may only be used to repay debt issued for items such as new construction, renovations, roofing, HVAC, etc. Cannot be used for salaries, utilities, or other day-to-day expenses. Bond elections affect the I&S portion of a school district s tax rate. New home purchase House renovations Land for a home Major appliances New car

31 HOMEOWNERS AGE 65 & OVER Kerrville ISD property taxes for citizens age 65 or older would not be affected by the bond election. Under state law, the dollar amount of school taxes imposed on the residence homestead of a person 65 years of age or older cannot be increased above the amount paid in the first year after the person turned 65 unless significant improvements are made to the home. Over 65 Homestead Exemption Application must be filed with local appraisal district.
