5 GENERAL All Contractors, Eployees or Site Attendants shall be fully infored of the guidelines set out in this anual. The Attendant is required to eet the users of the site, encourage and assist the in recycling and disposing of their waste. The Attendant shall keep the site clean at all ties and perfor routine aintenance and other duties as required. The contract requires the Attendant to take positive actions rather than siply observe. The Attendant is required to be in a position at all ties to observe and insure that the site is properly operated. No person is allowed to sell anything on the site. The Contractor's agreeent is subject to terination without notice if any recyclables other than batteries and aluinu scrap are sold. No person shall be allowed on site who is consuing alcohol or who is under the influence of alcohol. PERSONNEL The Contractor is responsible to the Landfill Supervisor. The Landfill Supeisor shall be responsible for adinistration of recycling and solid waste anageent at the sites. The Contractor is responsible for seeing that the site is attended by a responsible person, over 16 years of age, at all required ties. Personnel ust be neatly and fully dressed at all ties. Ragged shirts, jeans, absence of shirt or shoes are not allowed. Personnel shall eet reasonable iniu standards as to character, aptitude, physical health and ability to eet the public. Additional help on an "as needed" basis is allowed if the additional person perfors a periodic function. 2
6 Site Attendants ay not have Visitors at the site for any period of tie exceeding fifteen inutes. Visitors, as the ter used in this section, eans any person who is on the site for any purpose other than disposing of waste or recyclables or is actively perforing a function directly related to the operation of the site. STE RECORDS The Contractor shall keep all records for the site. The report of recyclables llected is due at the end of each onth. The contractor shall be responsible to see that all bills, invoices, weight tickets, correspondence and other counications received are given to the Landfill Supervisor. Paperwork ay be given to the Landfill Supenisor or ailed in to the County Engineer's Office at 1717 West Fifth Street, Greenville, NC EMPLOYEE RECORDS The Contractor shall furnish the County quarterly reports on State and Federal taxes withheld fro eployees. No person is allowed to have anything on site which a reasonable person would consider to be a weapon. The Contractor shall disiss any Attendant iediately who in any way appears to threaten citizens by the possession of a weapon or by any other threatening action. The telephones at the site are for business purposes. Any use of the telephone for personal business ay be considered a breach of contract. Any repeated instances of long distance personal calls ay result in the terination of the Contractor's agreeent for cause. n any case, the Contractor is responsible for all calls ade fro their site. 3
7 STE MANTENANCE The site shall be aintained at all ties in a clean and neat anner. The presence of high grass or litter at any tie will be a violation of the Contractor s agreeent. Minor repairs to the site shall be ade by the Contractor. Minor repairs are those which require no ajor parts or aterials. An exaple is the nailing of the wire fence to the post. Notify the landfill supervisor when equipent or supplies are needed to aintain the site. Recyclables such as aluinu scrap and lead acid batteries sold by the Contractor shall be reoved fro the site in a tiely anner so that odors or other probles do not occur. Vehicles shall be parked at the site in such a way that they do not interfere with the use of the site by County vehicles or the citizens. n no case shall the Attendant s vehicle be parked on the rap or at the doorway of the Attendant s house. Pets and anials are not allowed at the site. OPERATNG HOURS The operating hours of the site shall be those set out in the Contractor s agreeent. The hours of operation are: April through October - 7:30 AM to 7:30 PM and Noveber through March - 7:30 Ah4 to 6:OO PM. Any failure to have an Attendant on the site at the required. ties will be considered a breach of contract. REGULATNG USE OF THE STE The Attendant shall insure that ixed waste, accepted at the site, is fro residential generators only. Mixed waste ay be accepted fro collection vehicles operated by the unicipalities, or contractors with unicipalities, provided such vehicles contain only waste fro residential SOUreS. No ixed waste fro coercial generators can be accepted fro private collectors serving areas outside unicipalities; however, recyclables can be accepted fro anyone. 4
8 Recycling is voluntary and separation of waste should be encouraged by the attendant. Recyclables, if properly separated, can be accepted fro anyone at the site including coercial businesses, industries, unicipalities and waste haulers. As per County ordioance, it is andatory that ixed waste be placed in the proper receptacle and that recyclables be placed in the proper receptacles. Substantial penalties ay be assessed against violators who place ixed waste into containers designated for recyclables. Contact the Landfill Supervisor if violations should occur. Violations include, but are not liited to, coercial generators using the site for ixed waste, out-ofcounty residents using the site, or users depositing solid waste into recycling containers. Note the vehicle license nuber, date, tie and site of violation as soon as possible and report the violation to the Landfill Supervisor. RECYCLNG The Site s Attendant shall cause all recyclables and waste to be placed in the designated containers. f recyclables are containated, the attendant shall reove or cause such containants to be reoved. The Site s Attendant shall separate the following recyclables to the axiu extent practical: Exaples: Gutters, siding, cookware, stor windows and doors, castings, lawn chairs, aluinu foil and pie pans. Attendant s Duties: Reove glass and all non-aluinu Not Recyclable: Mixed etals Exaples: Car, truck, and boat batteries Exaples: Soda and beer cans Attendant s Duties: Reove liquids Not Recyclable: Paper cans 4. CARDBOARD Exaples: Brown or white cogated boxes Attendant s Duties: Reove plastics and etals, break down boxes NOTE: Separated residential cardboard and coercial cardboard should be deposited into cardboard container. Corrugated cardboard coingled with other recyclables should be deposited into coingled container. Not Recyclable: Detergent boxes, shoe boxes, other paperboard boxes, waxed or plastic lined cardboard 5

EQQrws Exaples: Soup, vegetable, juice and pet food cans Attendant's Duties: Reove contents and containants Not Recyclable: Aerosol cans or spray cans, paint cans 7. -own&"r Exaples: Beverage bottles, food jars Attendant's Duties: Reove contents and containants, separate colors Not Recyclable: Drinking glasses, cookware, lainated glass, ceraics, light bulbs, window glass, blue glass bottles MAGAZNES Exaples: Tie, Newsweek, People, All Magazines with slick or glossy pages Attendant's Duties: Keep dry, place in plastic grocery bags, tie the bag and deposit into coingled container. Magazines and Newspaper can be bagged together. Not Recyclable: All other paper, books, catalogs NEWSPAPER Exaples: Newsprint, inserts, flyers Attendant's Duties: Keep dry NOTE: Separated or unbagged newspaper should be deposited into the newspaper container. Newspaper bagged up in tied or secured plastic grocery bags can be deposited into the coingled container. Residential newspaper and agazines can be bagged together and placed in the coingled container. Not Recyclable: All other paper, wet newspaper "C-DPE - Recycling Sybol #2 Exaples: Milk and water bottles, detergent/soap/shap bottles, argarinehutter bottles, (Recycling Sybol #2 on botto) Attendant's Duties: Separate fro other plastics, reove caps Not Recyclable: Margarine tubs, yogurt tubs, egg cartons, "clashells", oil and anti-freeze containers, plastics with sybols other than #2 Attendant's Duties: Verify that container has been triple or high pressure rinsed, separate fro other plastics, bale separately, bale in a tiely anner Not Recyclable: Other plastics 6

All oil shall be exained in the sink prior to draining into the dru. Not Recyclable: Anti-freeze, brake fluid, fat, grease 12. &SHOES Exaples: Dry and reasonably clean clothes & shoes Attendant s Duties: Place in bags. Not Recyclable: Wet, greasy, soiled cloth or shoes 13. 3yHEEGOO- Exaples: Metal appliances, heating plants, water heaters, air conditioners, scrap etals, bicycles, lawn owers, swing sets Not Recyclable: Non-etal appliances, drus, bed springs, fence wire, TV s, stes, radios, icrowave ovens NOTE: Send the user to the landfill if they have ore than a pickup truck load 14. YBpDVyasTE Exaples: Leaves, libs, grass clippings, pallets, unpainted or untreated wood Attendant s Duties: Separate fro other waste, stockpile if container is not available Not Recyclable: Painted wood, furniture, other woodwaste NOTE: Send the user to the landfill if they have ore than a pickup truck load COMMNGLED RECYCLNG Coingled eans that certain recyclables can be placed together into one designated container at the site. The coingled container will be transported to the County s Materials Recovery Facility (MRF). The MRF will provide on-site separation of the coingled aterials. The MRF is located at the Easte Carolina Vocational Center on Staton Boulevard in Greenville s ndustrial Park area. JXVC eployees at the MRF will sort, process and bale the recyclables. The large volues of sorted aterials will be transported to arkets for re-anufacturing. The MRF will be accepting all of the coingled recyclables fro the recycling centers and unicipalities. 7
11 COMMNGLED RECYCLABLES The aterials listed below can be accepted together and placed in the container designated for Coingled Recyclables. No other aterials should be placed in the Coingled Container. The Site Attendant is responsible for containation and should assist users of the site to observe the recyclables being placed in the Coingled Container. The separate Newspaper and Cardboard Container on site should be used by those who have separated those aterials. Loose newspapers, agazines and cardboard should not be placed in the Coingled Container. Magazines can be accepted coingled only if the are secured in a plastic grocery bag. COMMNGLED RECYCLABLES ACCEPTED HDPE #2 Plastic Bottles and Jars 4: BEVERAGE CANS GLASS - Brown, Green and Clear Glass Bottles and Jars PEE #1 Plastic Bottles and Jars FOOD CANS - NO Aerosol Cans or Paint Cans NEWSPAPERS - Placed in secured or tied plastic grocery bags MAGAZNES - Placed in secured or tied plastic grocery bags CARDBOARD - Should be flattened. COMMNGLED RECYCLABLES ACCEPTED Glass Bottles & Jars, #1 PETE and #2 HDPE Plastic Bottles, Food Cans, Beverage Cans, and Bagged Up Magazines. SEPARATED REUCLABLES ACCEPTED Newspapers, Corrugated Cardboard, Aluinu Scrap, Lead Acid Batteries, Prescription Eyeglasses, Used Clothing & Shoes, Used Motor Oil, Six Pack Rings, Prepared Far Cheical HDPE Plastic Containers, Appliances, and Yard Waste. YOU CAN M4KE A DFFERENCE! Each of us contributes an average of four pounds of solid waste each day to our landfill. That's over 100,000 pounds each day that ust be anaged in Pitt County! Reducing the need for landfill space is everyone's responsibility. Recycling is an easy way to conserve natural resources and preserve landfill space. We hope that you will participate in our recycling progra by separating recyclables fro your household waste. Pitt County's Recycling Progra offers recycling for 14 different aterials. Please review this flyer to see which recyclables you can coingle and which need to be separated. The separated aterials are transported to arkets and the coingled recyclables are transported to the new Materials Recovery Facility located at the Eastern Carolina Vocational Center (ECVC) in Greenville.
