4 Annual MS4 Inspection Report Introduction Federal regulations through the USEPA require that all Municipal Separate Storm Sewer Systems (MS4s), partially or fully in urbanized areas based on the 2000 census, obtain storm water permits for their discharges into receiving waters. Storm water runoff naturally contains numerous constituents; however, urbanization and urban activities (including township activities) typically increase concentrations to levels that may impact water quality. Pollutants associated with storm water include sediment, nutrients, bacteria and viruses, oil and grease, metals, organics, pesticides, and gross pollutants. Regulated systems include the conveyance or system of conveyances including roads with drainage systems, streets, catch basins, gutters, ditches, swales, manmade channels or storm sewers. is considered an MS4 community and therefore must follow the regulations of the Illinois Environmental Protection Agency s (IEPA) NPDES General Permit. ILR40 for Discharges from Small Municipal Separate Storm Sewer Systems. As part of this permit, MS4s are required to: 1. Conduct annual inspections of the storm sewer outfalls. 2. Address post-construction runoff control from new development and redevelopment projects, public surfaces and existing developed property. This requirement is met by conducting annual basin inspections. This report presents the results of the 2010 outfall and basin inspection for, Illinois. This inventory is comprised of inspections of the Township s outfalls and basins. Within this report, the Townships outfall inspection summary table, location maps and inspection forms and photos can be found in Sections 2 and 3 respectively. The outfall inspection data form is used to complete outfall inspections and an example form can be found at the end of this section. This data form is divided into five parts: background data, outfall description, physical indicators, physical indicators for flowing outfalls only and non-illicit discharge concerns. The first part of the data form notes background information. This information includes: subwatershed, outfall ID, date, time, temperature, inspector, previous 48 hours precipitation, photo numbers (if taken) and land use in drainage area. The second part of the form describes the outfall. There are separate rows for closed and open drainage. The appropriate row will be filled out with the material (reinforced concrete, corrugated metal, polyvinyl chloride, high density polyethylene, steel, or clay/drain tile), shape, dimensions and amount of the culvert submerged. The third part of the outfall inspection data form addresses physical indicators. The presence of damage, deposits, stains, abnormal vegetation, poor pool quality, pipe algae and flow is determined. If present, a description of the indicator will be selected on the form and additional comments regarding the indicator will be noted in the comments section. The physical indicators for the flowing outfalls part of the form will only be filled in if there is flow at the outfall during the inspection. In this case the outfall is inspected for odor, color, turbidity and floatables. If any of the listed parameters are present, they will Annual MS4 Inspection Report Introduction Page 1

Any additional concerns or comments regarding non-illicit discharge at the outfall can be found at the end of the outfall inspection data form. The Township s basin inspection information can be found in Section 4 of this report. Basins are inspected for flood height, general condition, control structure condition, erosion and abnormal vegetation. A table can be found in Section 4 which addresses all of these parameters. These inspections are conducted by consulting outfall location maps, which can be found in this section. An outfall inspection summary of the 2010 inspections is also located in this section. This summary form is made up of compiled data from the Outfall Inspection Data Forms, which can be found in Section 3.
