1 MINE ACTION STRATEGY IN VIETNAM MINES/ERW CONTAMINATION STATUS The preliminary survey in 2000 results reveal that km2 of land, accounting for 20.12% of country s total area is contaminated. Mines/ERW contamination is found in all 63/63 provinces and cites. At present, it is estimated that tons of ERWs remain. Vietnam Bombing Data Map (provided by US DoD) 1

2 MINES/ERW IMPACTS 1. Impacts on human life and society; by 31/12/2000, over 100,000 people fell victims of mines/erw accidents 2. Impacts on agricultural production; a large land area is unused due to the fear from farmers of the existence of mines/erw 3. Impacts on finance and economy; it takes time and enormous fund to mines/erw clearance for reconstruction 4. Impacts on social security and safety; spontaneous war scrap collection activities cause accidents while attempting to cut bombs for explosives 2

3 MINES/ERW CLEARANCE From millions of landmines and ammunitions and 5,329 tons of bombs were disposed; 7.4 millions of other UXO items were collected, 10,000 ha of land released From : 345,000 landmines were disposed; 10,000 ha of land released From : 2.7 millions of mines/erw items were disposed; 10, 000 ha of land released From /2009: 300,000 ha of land was cleared, accounting for 4,65 of the total contaminated area 3

4 VICTIM ASSISTANCE & MRE Government s VA programs enhanced plus supports from NGOs MRE implemented effectively which resulted in reduction victims INTERNATIONAL ASSITANCE AND COOPERATION Japanese Government provided plant cutting and mechanical demining equipment: US$ 11,2 mil and US$ 1,5 mil for demining project in Quang Tri The US Government: US$ 10 mil for buying demining equipment and US$ 2 mil. for the survey project in 6 Central provinces ( ). Other: MAG, SODI, CPI, GW, RENEW, NPA, PTVN conducted demining activities in Quang Tri, Thua Thien Hue, and Quang Binh 4

Mobilize both national and international resources Speed up the clearace efforts ensuring a safe environment for people Minimize the impact and move forward to completely address the mines/erw problems that impede socioeconomic development Support mines/erw victims in their society re-integration. 5

Period Complete LIS at national level Develop Vietnam National Mine Action Technical Standards Establish the Mine Action Management Database Center Mines/ERW Clearance Projects for socio-economic development and safety of the people Clearance targets of 200,000ha of land in 06 provinces where completed LIS plus 300,000ha of land in other provinces Conduct MRE programs in high hazadous provinces reported with high accident rates in 2002 survey. Victim assistance, resettlement for the people in the provinces with high hazardous level and high accident rate. Mine/ERW contamination awareness raising programs to advocate for national and international supports in implementing National MA program. Mine Action Donors Meetings, chaired by the National Mine Action Steering Committee 6

Period Continue mines/erw Clearance Projects for socio-economic development and safety of the people to release 800,000ha of land Mine/ERW contamination awareness raising programs to advocate for national and international supports in implementing National MA program Continue implementing the risk education programs for the people Continue implementing victim assistance, resettlement projects for the people in the provinces with high hazardous level. NATIONAL MINE ACTION PROGRAM 3. Implementation methods: Highlight mine action in the Socio-Economic Development Plan (SEDP) at Government and sub-government level; Integrate MA projects with development projects and other related activities Set up a national mechanism for management & coordination to allocate national resources and ODA to mine action projects Set up the National Mine Action Coordination Centre (VNMAC) Set up a National Mine Action Training Centre Develop policies to appeal for international supports for the mine action efforts Develop the awareness raising programs to strongly advocate for the international supports for mine action activities Develop policies on capacity development through incountry & international trainings, TOT for mine action managers; R&D of clearance technologies Promote interministries coordination, government & sub-government authorities in: o mobilizing national and international resources o resources management o Monitoring and evaluation of MA projects 7

8 NATIONAL MINE ACTION PROGRAM 4. Financing mine action: Funding for the projects listed in the National Program allocated from the National State Budget (60%); Assistance from the other governments, international organizations, International NGO, international and national individual and organizations (40%). Budget allocated by competent authorities through project basis 8

9 ACHIEVEMENTS MRE programs implemented extensively and intensively International cooperation and coordination enhanced Serious concern from the Government to mine action: completion of national survey, development of NMAS, VA and MRE Inter-ministerial coordination mechanism of Program 504, with members of the Standing Board are assigned from Ministries. Active role of sub-government authorities in planning and implementation of the national MA program LESSONS LEARNT & CHALLENGES Adequate concern of high leaders, whole government approach and international supports are vital to the success of the Program Limited resources including equipment and technology, financial facilities, qualified human resources 9

10 MONITORING & EVALUATION Develop institutional capacity of National Steering Committee, Standing Board and the relevant offices Supplement policies related to MA, with focus on monitoring and evaluation of MA quality Determine to achieve the Program objectives, ensuring safety, efficiency and quality MA quality management to be implemented by the technical agencies at all levels KEY RECOMMENDATIONS 1. Establish a mechanism to facilitate policy dialogue between the GoVN and its development partners 2. Establish a distinct Mine Action Centre Viet Nam Mine Action Centre (VNMAC) with full-time personnel, and independent working premises 3. Establishment of Vietnam Mine Action Fund 10
