3 I. The current situation of transport infrastructure development in Viet Nam 1. Reserved land for transport infrastructure development in urban areas in other countries account for 20 25%. 5 I. The current situation of transport infrastructure development in Viet Nam 2. Scales of the infrastructures: - National roads mainly have 2 lanes, very few routes have 4 lanes. Therefore, there are no separate lanes for motorbikes or non-motorised vehicles. - Traffic flows on the national roads are mixed of various means of transportation. That leads to slow traffic volumes, low through capacity, high accident rate. 3. Traffic corridors have been abused.

9 II. Land Use and Planning 1. Inappropriate methodology of land use and planning - Scales of the future transport infrastructures are based on the forecast of the future transport demand - Current transport infrastruture master plans are for until Land use planning for future transport infrastructures are also for these milestones In our opinions: 20 year plans are too short for important engineerings. The period for land use should be longer term, can be 100 years.

For example: Urban master plan for Ho Chi Minh City was not developed until The Plan for Hanoi City is being revised by JICA 3. Inproper management of land use and planning for transport development. Reserved land for development has been abused by local companies or local people.

11 III. Bad results of the inappropriate land use and planning in transport infrastructure development Problems in land use for transport infrastructures development: 1. Inappropriate methodology of land use and planning 2. Lagged behind transport development plans to the real demand. 3. Inproper management of land use and planning for transport development.

12 III. Bad results of the inappropriate land use and planning in transport infrastructure development The above mentioned shortcomings have caused bad results: a. Lagged behind plans and approvals lead to difficulties in progress and very high cost of land clearance. b. Inappropriate management of reserved land cause abuse of the land by the local people and companies. - For example: the National Road 5, when the new highway number 5 was constructed, a new route has to be selected instead of building on the existing route, causing high cost.

Inconsistent policy on land use for transport infrastructures: - Resettlement is the outstanding problem. - How to resolve this problem: Bad results of the inappropriate land use and planning in transport infrastructure development Apply the right payment to resettlement The payment will have to meet 3 requirements: Create new houses for resettled people Develop production facilities, farms to create jobs for resettled people Trainings for these people

Bad results of the inappropriate land use and planning in transport infrastructure development - These 3 objectives need to be achieved by the Investors of the transport infrastructures. - Currently, the investors only focus on creating new houses or pay in cash to the resettled people, rather than creating new jobs and providing trainings. - Therefore, there have been unemployed people whose lives are not stable.

16 IV. Recommendations 1. Coordinate with international organisations for capacity enhancement of central and local staff in land use planning and policy making for transport development. 2. Apply good implementation of land management for approved projects. 3. The Government needs to adjust and revise land use policy, including infrastructure development policy.
