1 BT - TECHNICAL BOARD 6732 (Draft Resolution BT C98/2002) Issue date : Target Date : TO DECIDE 2 S U B J E C T : Conservation of cultural property New CEN/TC 3 BACKGROUND: UNI introduced a Form A request for Conservation of cultural property. The results of the Form A were circulated to the BT Members together with draft resolution BT C106/2001. BT C106 was voted positively, allowing the establishment of BT/WG 134 for the drafting of a Business Plan for a possible new CEN/TC on the subject. The Business Plan, as given in annex to 6732, is circulated to the BT Members for approval and consequent agreement on the creation of a new CEN/TC. The Business Plan is the result of contributions of delegations from IBN/BIN, AFNOR, UNI, BSI, AENOR, NEN, which participated in two meetings and written contributions from NSF, SNV and CSNI. UNI has informed CMC that if no other CEN Member is interested in taking up the WG Secretariats, it would be willing to take up the Secretariat of Working Group 1 General guidelines and terminology, and Working Group 3 Conservation works. Considering that for the proper functioning of the TC, it is important that the work to be covered by WGs 2, 4 and 5 should be allocated to Convenors/Secretariats, CEN Members are requested to inform UNI of their interest. 4 PROPOSAL: See draft Resolution. 5 RESP: ADC/GM

BT requests the CEN Members to inform UNI if they are interested in taking up the secretariats of the WGs 2, 4 and 5. BT requests the new Technical Committee to improve the Business Plan, notably by the addition of the target dates for the work to be done by WGs for which Convenorship is allocated, taking into account the new CEN policy on the duration of standards drafting, for agreement by BT. Introduction 1.1 CEN Technical Committees and Business Planning The extension of formal business planning to CEN Technical Committees (CEN/TCs) is an important measure, which forms part of a major review of business processes (known as Optimization ). The aim is to align the CEN work programme with expressed market needs and to ensure the adequate resourcing of projects through their development stages in the CEN/TCs. Your role in the implementation of the Business Planning concept will contribute significantly to the overall effectiveness of European standardization. We express our sincere appreciation and thanks for your time in reviewing this Business Plan. 1.2 European standardization and the role of CEN

5 Page 5 The foremost aim of European standardization is to facilitate the exchange of goods and services though the elimination of technical barriers to trade. The use of standards by industry and the social and economic partners is always voluntary; however, European standards are sometimes related to European legislation (Directives), and conformity to such standards may constitute a presumption of conformity to the legal requirements of the Directives (which must be met by manufacturers before certain products can be traded legally within the Single Market). Three bodies are responsible for the planning, development and adoption of European standards: CEN (European Committee for Standardization) is responsible for all sectors excluding electrotechnical, which is the responsibility of CENELEC (European Committee for Electrotechnical Standardization), and most of the Information and Communications Technologies, which are largely the responsibility of ETSI (European Telecommunications Standards Institute). CEN is a legal association, the members of which are the National Standards Bodies (NSBs) of nineteen European countries and seven Associates (organizations representing social and economic interests at European level), supported by a CEN Management Centre based in Brussels. It is the European counterpart of ISO (International Organization for Standardization) with which it has a standing protocol (the Vienna Agreement ) to facilitate technical co-operation. The principal deliverable of CEN is the European standard (EN), which must be published by each of NSBs as an identical national standard, with any pre-existing national standards in conflict being withdrawn. A European standard embodies the essential principles of global openness and transparency, consensus, technical coherence and national commitment. These are safeguarded through its development in a CEN Technical Committee (CEN/TC), representative of all interested parties, supported by a public comment phase (the CEN Enquiry). CEN and its Technical Committees are also able to offer the Technical Specification (CEN/TS) and the Technical Report (CEN/TR) as solutions to market needs. More recently, CEN has created the CEN Workshop Agreement (CWA) as a deliverable which aims to bridge the gap between the activities of consortia and the formal process of standardization represented by CEN and its national members. An important distinction is that the CWA is developed by CEN Workshops, comprising only participants with direct interest, and so it is not accorded the status of a European standard. Recognising the importance of market certainty in the use of European standards, CEN and CENELEC jointly offer a European Mark (the Keymark), which is a third-party certification mark through which compliance with European Standards can be

6 Page 6 demonstrated. Proposals for European Mark Schemes may be proposed by the CEN national members, the CEN Technical Committees or any European organization. 2. Scope of the CEN/TC Standardisation in the field of definitions and terminology, methods of testing and analysis, to support the characterisation of materials and deterioration processes of movable and immovable heritage, and the products and technologies used for the planning and execution of their conservation, restoration, repair and maintenance. Movable heritage includes fine and decorative art, ethnographic objects, scientific and technological instruments, musical instruments, etc., archaeological artefacts in or recovered from immovable property or concealed in the earth or underwater. Immovable heritage includes buildings, sites, structures or other features of historic, archaeological or architectural value. (cf. Unesco's Recommendation Concerning the preservation of Cultural Property Endangered by Public or Private Works, 15 th October 20 th November, 1968, Paris, and Convention Concerning the protection of the world Cultural and Natural Heritage, November 1972 ) Comments : A scientific approach is nowadays essential for the conservation of the Cultural Heritage as preliminary basis to guarantee a proper planning of ordinary and extraordinary maintenance works, and to assure their efficacy and durability. Only thanks to a sound scientific knowledge of the materials constituting the artefact, of its environmental and conservation conditions, these conservation/restoration works can be successfully carried out. Unfortunately the great experience developed in this field by the different European countries, for the time being can not constitute a common background because there are too many differences not only in the methods of analysis, but also in the terminology used. A specific European standardisation activity in the field of conservation of Cultural Heritage is essential to acquire a common unified scientific approach to the problems relevant to the preservation/conservation of the Cultural Heritage. Moreover, this common approach and the use of standardised methodologies and procedures would promote the exchange of information, would avoid the risk of duplication and foster synergy between the European experts and specialists involved in the preservation activity. In particular, the standardisation activity on the conservation of Cultural Heritage deals with:

7 Page 7 1) terminology relevant to movable and immovable artefacts, and to the conservation of the artefacts and of the material constituting the artefacts themselves, so that a common European terminology can be created; 2) guidelines for a methodological approach to the knowledge of the artefacts and of the materials constituting the artefacts, of the deterioration processes, and of conditions of optimum long term conservation (preservative conservation) preservation work; 3) test and analysis methods for the diagnosis and for the characterisation of the artefacts and of their state of conservation with regards to outdoor and indoor environmental parameters; 4) test and analysis methods (in laboratory and in-situ) for the evaluation of the performance of the products and methodologies to be used in the conservation work (ordinary and/or extraordinary maintenance); 5) test and analysis methods for the evaluation of conservation conditions of indoor Cultural Heritage. In particular, standardisation on transportation and packaging methods, shall take in due accounts the needs and problems related to itinerant exhibitions and exchanges of works of art, in the permanent presentation conditions in museums, galleries, libraries and archives, in temporary exhibit galleries, in stores and in transport packaging. This standardisation activity will be a useful and valuable occasion to compare, for specific items, different results coming from various European institutions or laboratories. 3. Market, Environment, and Objectives of the CEN/TC This section establishes a sequential development of thoughts regarding the Market for which the CEN/TC aims to fulfil the needs. This sequence of thoughts starts from a description of the current market situation relevant to the product or product grouping under consideration by the CEN/TC, continues on to an analysis of the different factors motivating/influencing the activities of the CEN/TC, to come to clear description of objectives for the CEN/TC, together with an accompanying strategy how to reach those objectives. Finally, a general risk analysis is included highlighting issues that may delay or stop the CEN/TC achieving its set objectives. 3.1 Market Situation The market relevant to the conservation of Cultural Heritage is considerable and it involves a great number of small and medium enterprises, such as restoration companies, installation companies (e.g. lighting installation, conditioning and heating systems, air quality control), packaging and transportation companies, small and medium companies which produce technological instruments and measurement devices, and control and analysis equipment, test laboratories, producers and manufacturers of various materials: paints, stones, plastics, glass, paper, mortars, cement, wood composites, archaeological excavations companies or institutions, etc. The development of standardised test and analysis methods will provide the cultural institutions, enterprises and laboratories with correct instruments for carrying out their work, improving, at the same time their proficiency/competencies.

8 Page 8 The standardisation for the conservation of Cultural Heritage may influence, determining also specific requirements, the production and adjusting of the following kind of equipment, products and devices: a) scientific equipment for laboratory and in situ chemical, geological, physical, mechanical and biological tests, measurements and analysis, in particular, for what concerns non-destructive ones, and production of standard reference materials whose compositions match those of cultural material (i.e. ancient alloys compositions), and reference data related to compounds found in degraded material for analysis purposes. 3.2 b) Products used in the different phases of the conservation work/treatment, such as cleaning agents, biocides, sealing materials and mortar for restoration, surface protective materials, water- repellent materials environmental friendly, varnishes, glues. c) Equipment and technologies used during the conservation/restoration work (e.g. nebulizers/vaporisers, micro and macro-airbrasive machines, laser equipment), which are respectful of the professionals' health, of the artefact and are environmental friendly. The materials/products, the equipment and technologies used nowadays in the conservation and restoration works, or which are used in diagnostics laboratories, are materials and equipment often produced by multinationals industries with great experience, but these products and devices haven't been studied specifically for conservation or restoration purposes and, for this reason, need to be characterised and require a specific standardisation activity. Finally, the programme of work of this CEN/TC, while defining the requirements and characteristics of the materials, of the equipment and technologies, can contribute to the improvement of the existing materials and equipment, and support the development of new ones for a more competitive European market. Users Users of the standards developed by CEN/TC XXX are: Public and government bodies (e.g. Ministry of Culture and Education, Government Agencies); Public national and international non-government bodies (e.g. ICCROM, ICOMOS, IIC, ICOM, Regional administrations, Provincial administrations or local governments); Restoration schools; Ecclesiastical bodies/organisations; Public and private analysis laboratories; Restoration companies; Professionals in the field of conservation and exhibitions planning; Distributors and manufacturers of materials used in restoration;

9 Page 9 Companies specialising in the preparation and organisation of exhibitions; Transportation and packaging companies; Lighting installation companies, air conditioning and heating installation companies, informatics and advanced technology companies; Cultural institutions: museums, galleries, libraries, archives; Architecture and surveyors; Archaeological excavations companies or institutions. 3.3 Market Environment Political, economical, social, technical, legal and international factors that either directly require some or all of the standardisation activities proposed by the CEN/TC, or significantly influence the way these activities are carried out are the following : As for political and legal factors it is important to underline the decisions taken by the European Council relevant to the development of cultural programmes and to the conservation and safeguarding of cultural heritage, encouraging the co-operation at European and International level: The Community cultural programmes aim to encourage co-operation between Member States and third countries for the improvement of the knowledge and dissemination of European culture and history, as well as in the conservation and safeguarding of cultural heritage and artistic and literary creation. (Document Reference: COM (98) 239; Document Date: ) The Treaty on European Union introduced a specific legal base for culture bringing cultural activities into the field of Community activities and policies. Article 128, paragraph 4, states that "the Community shall take cultural aspects into account in its action under other provisions of this Treaty". The present document contains the first report on the consideration of cultural aspects in Community actions under this Article 128, paragraph 4. (Document Reference: COM(96) 160; Document Date: ) Article 128 of the Treaty identifies Cultural Heritage as a priority field of action (includes both movable and fixed heritage) through conservation and safeguarding of Cultural Heritage of European significance taking Cultural Heritage into account in regional development and job creation; tourism and environment; research. 10 Page 10 See also the Recommendations contained in the STOA (Scientific and Technological Options Assessment) Report "Technological requirements for solutions in the conservation and protection of historic monuments and archaeological remains", which has been developed for the European Parliament, Directorate-General for Research, October 2001, where Section 4 recommends the urgent need for an European Panel on the Application of science to Cultural Heritage " to provide vision, guidance and guidelines for 'best practice' at a European level, such as scientifically-based protocols for validating conservation work on monuments and archaeological remains". Economical Factors The increasing atmospheric pollution, of different origins, creates degradation of exposed elements and the identification of environmental parameters and assessment of material-environment interactions is a cost effective way to increase longevity and reduce maintenance costs. The importance of using correct materials in conservation work is crucial, as experience has shown, for example, that poor quality natural stones used to repair historic structures have in some instances, deteriorated to such an extent that complete restoration has had to be undertaken, costing millions of Euro. Safety is another element to be taken seriously, because wrong estimation of the durability of a product can lead to decay of some of the components, which in turn may lead to a fragile and possibly dangerous structure. Standardisation in the field of conservation of cultural Heritage will: improve the efficiency and pertinence of the diagnosis, reduce their costs, with a subsequent better management of funding for the conservation/restoration works and therefore increasing the number of conservation projects and spin-off economic benefits/opportunities for new investment, and consequent job creation; give precise and appropriate indication on the kind of diagnostics studies to be performed, avoiding expensive researches, promoting in this way conservation works on an increasing number of artefacts; help to develop and improve products, materials, equipment and technologies to be specifically used for the conservation of Cultural Heritage increase the durability of conservation works therefore reducing costs on a long-term range because conservation operations will be spaced out. There are also a number of national research programmes funded by EU member states for cultural heritage studies. Italy, for example, has allocated a budget of 40 million over five years for a special project on the safeguard of Cultural Heritage;

11 Page 11 Sweden provides research grants through its Central Board of National Antiquities; the Netherlands announced that cultural heritage will be one of ten research themes for funding by its Organisation for Scientific Research (NWO) over the next three years; the Spanish Ministry of Science and Technology provides funds under the category Civil Construction and Conservation and Restoration of Cultural Heritage and the UK government funds conservation work undertaken by English Heritage, Historic Scotland and the National Trust. In addition to the conservation market there is also a strong import/export trade activity. Distributors are usually small private societies with employees (few have more than 100 employees), and the standardisation on the conservation of Cultural Heritage, giving specific requirements for products and methodologies, will enhance the protection of the Cultural Heritage. The need to identify environmental parameters and assess material-environment interactions are also extremely important considerations to be taken into account in permanent presentation conditions in museums, galleries, libraries and archives, in temporary exhibit galleries, in stores and in transport packaging of works of art. Social factors The most obvious aim is to preserve the European Cultural Heritage and the conservation of the cultural roots is an essential feature of the European society that is establishing a union of peoples rooted on the best of the culture of each country. Works of art are the most appreciated aspect of each people, easily understandable and free from political conditioning: the most attractive way to establish new links between peoples, thanks to pleasant tourism and cultural appreciation. Culture and works of art constitute an extremely powerful spring that moves mass tourism and reinforces the economy, establishes business, with the perspective of developing new employment. Again, it is also obvious that modern society cannot look to the future while loosing its past. We are now recognising the role of Cultural Heritage in enriching the quality of life, giving answers to questions about our historical origins, economic and political drivers. This constitutes a key effort to improve the conservation of European Cultural Heritage. Making reference to social aspects and the policy for Small and Medium Enterprises and European competitiveness, the "Treaty establishing the European Community", 1998, stated: "Article to promote throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, equality between man and women, sustainable and non inflationary growth, a high degree of competitiveness and convergence of economic performance, a high level of protection and improvement of the quality of the environment, the rising of the standard of living and quality of life, and economic and social cohesion between Member States. Article ensure that the conditions necessary for the competitiveness of the Community s Industry exist through:

12 Page 12 encouraging an environment favourable to initiatives and to the development of undertakings throughout the Community, particularly SMEs Article strengthening the scientific and technological bases of Community Industry and encouraging it to become more competitive at international level..." The interest in the maintenance and conservation of Cultural Heritage, thanks to a standardised activity dealing with the different restoration and preservation activities, improves quality of life and education for everyone. Technical factors The development of European standards for the conservation of Cultural Heritage, turning scientific research for its specific purposes into innovative technologies and products, will improve the development of advanced technologies and new materials. International trade and standardisation aspects It would be advisable to extend also to International level (ISO) European standards on test, measurement and analysis methods specifically studied for the conservation of Cultural Heritage, in order to grant a common approach for all countries interested in the preservation of Cultural Heritage as expression of the culture and history of a people. 3.4 Objectives of the CEN/TC and Strategies for their Achievement Based on the considerations above, the CEN/TC proposes the following objectives and strategic directions for its future work: Objectives of the CEN/TC Based on the consideration above, CEN/TC XXX proposes the following objective: Drafting of European standards on: Terminology; Characterisation of the materials; Evaluation of state of conservation of the materials; Evaluation of the performance of the products to be used in the conservation work, including long-range stability; Evaluation of the performance of the methodologies for the conservation work, including long-range stability; Evaluation of outdoor and indoor environmental parameters/conditions; Evaluation of artefact/environment interrelation; Transportation and packaging of the works of art.

13 Page 13 The aim of this CEN/TC is to draft standards on well-experimented test and analyses methods s, both in laboratory and in situ. Due to the interdisciplinary nature of Cultural Heritage, CEN/TC XXX seeks cooperation with other CEN/TCs whenever useful in order to manage matters arising from the interface of their scopes. 14 Page Strategies adopted to reach the Objectives Since the historical artefacts could be made of materials such as natural and artificial stones (e.g. mural paintings mortars, ceramics, stuccoes), wood and metal, paper, leather, textiles etc. as first step, CEN/TC XXX will proceed with the standardisation activity on these materials, as follows: 1) definition of the terminology identifying the different components of movable and immovable artefacts/materials constituting the artefact, and the different manifestations of deterioration; 2) test and analyses methods for the characterisation of the materials; 3) test and analyses methods for the evaluation of the state of conservation of the materials; 4) test and analyses methods s and test analyses for the evaluation of the materials/products performances and the correct methodologies to be used in the preservative work; 5) test and analyses methods for the evaluation of the measurement of environmental parameters and the artefacts/environment interaction; 6) test methods for the evaluation of transportation and packaging conditions. The main objective of CEN/TC XXX is to draft standards which will help conservation professionals in their restoration and conservation work, ensuring at the same time the possibility for European experts to exchange information on test and analyses methods on Cultural Heritage. Therefore, this standardisation activity will permit to harmonise and unify methodologies for all the European area. Identification of existing national standards and other documents will be the basis for the development of any European standard in the conservation of cultural heritage. Moreover, a parallel study to identify national Regulations shall be undertaken to identify the potential for national variation likely to interfere with the CEN/TC XXX activity. Under the responsibility of CEN/TC XXX, several Working Groups are established and these groups comprise experts from CEN different Member states for a co-ordinated European perspective. Existing National standards can be taken into account as basis for the development of European standards (e.g. UNI "Cultural Heritage Ceramic technology Terms and definitions"), and the final results will be the production of "EN standards".

15 Page 15 Moreover, the work of CEN/TC XXX is to be conducted by using one language only (English) and using Internet in the management of both the CEN/TC and the Working Groups, in order to reduce costs for all CEN members involved in the activity of this Technical Committee. 3.5 Risk analysis All the participants are expert in their field of competence and familiar with standardisation activity. Therefore, not reasonable risk is expected in this context, and any unexpected problem may be solved asking the advice of additional experts, who may cover the field of knowledge in which weak points may emerge. Nevertheless, one of the major risk in the development of standardisation activity in the field of conservation of Cultural Heritage is the problem of finding funding and planning budgets to finance the activity of the experts involved in the conservative works who tend to work for SMEs or small specialist departments in academic institutions / quasi-government agencies where securing funding for new projects is difficult and always needs to be agreed and budgeted well in advance. Finally, although at European level there is a great interest in this kind of activity, there is often a lack of contact between the experts and the National Standards Bodies. In particular, in some cases there is no specific national mirror committee which can deal with the work of standardisation on conservation of cultural heritage. 4. Work Programme This section gives an overview of existing and planned standardisation projects, called Work Items (WI). The aim of this listing is to demonstrate the adequacy of the proposed programme of work with the actual market or stakeholders needs. You will find that the projects are listed according the Working Group that is responsible for the drafting of the documents. More comprehensive information regarding the CEN/TC structure can be found under the next section CEN/TC Structure and Resources.
