There are 2 levels of underground parking that contains residential amenity and building services. BY-LAW EDITION, REFERENCE() & UMMARY OF DEVIATION(): 2014 VBBL entence (3).(b).(ii), and (3).(c) To permit the firefighter s access path from the access route (Cambie treet) to the entrance door of each townhouse dwelling unit to be less than 2 m wide. *Acceptance of Existing Conditions with Mitigating Features

2 UMMARY OF ALTERNATIVE OLUTION CONTINUED: LIT OBJECTIVE() AND FUNCTIONAL TATEMENT()* INCLUDING DECRIPTION OF INTENT: *(as Attributed in Tables of Division B) 2014 VBBL entence (1) Functional tatement: F06 to retard the effects of fire on facilities for notification, suppression and emergency response. F12 to facilitate emergency response. Objective: O1.1 fire or explosion occurring O1.2 fire or explosion impacting areas beyond its point of origin O1.5 persons being delayed in or impeding from moving to a safe place during a fire emergency OP1.2 - fire or explosion impacting areas beyond its point of origin INTENT: To limit the probability that fire emergency response operations will be delayed or ineffective, which could lead to the spread of fire to other parts of the building, which could lead to harm to persons. UMMARY OF OLUTION/LIT MITIGATING FEATURE**: **(additional design features in excess of literal requirements) To permit the firefighter s access path from the access route (Cambie treet) to the entrance door of each townhouse dwelling unit to be less than 2 m wide as required by sub-sentence (3).(b).(ii) We reviewed with Rick Cheung of the VFR prior to BP application and they were supportive of Alternative olution AL-2 with the following mitigating features: 1. Adjacent to the gate leading to the fire fighters path of travel to each cut off dwelling unit, the following will be provided: a. Permanent signage including a site plan indicating firefighter path of travel to the laneway house b. A fire department lock box 2. The path of travel for firefighters from the street to the entrance of the furthest cut-off dwelling unit is approximately 65 m and will feature the following: a. Minimum width of the path of travel will be 1.5m. b. The path of travel will be relatively flat with no steps and no slopes exceeding 5%. c. The path of travel will be constructed of smooth solid walking surface and be maintained clear at all times including winter months. d. The path of travel will be illuminated using motion sensor control to an average illumination of 10 lux e. The path of travel will have no abrupt changes in direction as shown in Attachment #1

3 PROVIDE ANALYI AND EVALUATION TO VALIDATE ACCEPTANCE: 1. Landscape and planning requirements of the city encourage for projects seeking development permits along the Cambie Corridor require high levels of soft landscaping and urban design. Because of the design of the building and resulting space within the courtyard providing a full 2 m wide walkway would have reduced the area of landscaping on the project by approximately 33m2 relative to that shown in DP submission. The DP has been supported in principal by planning and landscape departments as indicated in the Prior To letter received January Because this property is located mid-block it is not possible to access the site from a side street which would have reduced the amount of on-site circulation. 3. The site is relatively flat with approximately 0.5m total change in elevation over the 65m path of travel. ub-sentence (3).(b).(ii) does not make reference to maximum slope or restrict number of risers permitted within the fire fighters path of travel however it is reasonable to anticipate that a level path of travel will reduce fire emergency response operation times identified as one of the intent statements outlined above. 4. The design of the path of travel incorporates large smooth curves with no sudden changes in direction. ub-sentence (3).(b).(ii) does not make reference to number or radius of turns permitted within the fire fighters path of travel however it is reasonable to anticipate that a path of travel with large centerline radius turns will reduce fire emergency response operation times identified as one of the intent statements outlined above. 5. In summary, response time to the cut-off dwelling units will be enhanced by the provision of firefighter lock box, additional signage and relatively flat firefighter access path with no abrupt turns. It is very typical of the Cambie Corridor projects with a 6 storey concrete frame building facing Cambie and three two-storey townhouse units off the lane. Please confirm that you are OK in principal with the following as the basis for an alternate solution: Full compliance with (3).(c) however the width of the FF path of travel will be reduced from the required 2.0 m to 1.5 m with the following mitigating features: o The path of travel will be relatively flat (less than 2 slope over 65m) o The path of travel will have no steps o The path of travel will have no sharp turns (centre line radius will be approx. 4m min.) Let me know if this would be supported in principal so that Kelly can give us the go ahead to proceed with the BP under the CP programme.
