2 FIRE CHIEF S MESSAGE On behalf of our department, I am honored to present the 2016 Annual Report which illustrates our commitment to the citizens of our community and our accomplishments throughout the year. It is my honor to offer the highest level of service possible for the citizens and business community of Midlothian. Every day we are challenged to adapt to our changing environment and the necessary evolution of our service which enables us to effectively meet our community s needs. As our village continues to change, our responsibility remains the same, to provide the highest level of care and first-class service. Through these changes our team has remained steadfast in their dedication to the principles of holding each other accountable and maintaining our core values of integrity, honesty, concern, and respect for each other and the public. As our environment continues to change, our department and our service will continue to promote growth to meet the demands of our ever changing community. One of our most significant endeavors this year is to upgrade our 911 service by entering into a partnership with Cal-Comm Dispatch Center in Calumet Park IL. New technology such as apparatus mounted computer automated dispatch (CAD) computers/software, GIS mapping, integrated vehicle location and records management are essential software upgrades to provide a more efficient 911 response. It is our hope that our residents and visitors will experience a state of the art emergency communications service with an emphasis on efficiency, courtesy, reassurance and professionalism. Being prepared to respond to and successfully manage both man-made and natural disasters continues to be our top priority. 8 EMERGENCY MEDICAL SERVICES (EMS) The program is designed to provide trained and properly equipped paramedics in the event of a medical emergency. The goal of the EMS Program is to increase the level of Advanced Life Support (ALS) and Basic Life Support (BLS) emergency medical care to the Village of Midlothian, in accordance with the policies and procedures set forth by the Illinois Department of Public Health (IDPH) and the Ingalls Hospital EMS System. The Illinois Department of Public Health mandates that each paramedic complete continuing education each year. The Midlothian Fire Department, in addition to daily continuing education, focuses on specific areas of emergency medicine such as Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Trauma classes ACCOMPLISHMENTS State and South Cook EMS Continuing Education requirements for 2016 were met by all EMT s and Paramedics of the Midlothian Fire Department. Continuing education subjects included: Ethics, SIDS, CISM, Blood-borne Pathogens, Critical thinking skills, Airway management, CPAP, Respiratory Disease, CPR recertification, Pediatrics, Hands on skills with scenarios, SOP Exam, Cardiac, Stroke, and LVAD Training. In 2016, Midlothian Paramedics instructed multiple CPR, AED & First Aid classes for residents and health professionals throughout the year. (CPR class information on website) Our Paramedics continue to perform blood pressure checks every month at the Midlothian Park District for the Senior Lunch.

9 THE FIRE PREVENTION BUREAU The Fire Prevention Bureau manages very important functions which include: fire inspections, plan reviews, public / private education, data collection / analysis and working alongside the Village of Midlothian Building Department. In 2016, Midlothian Firefighters completed 315New and Existing Business Fire Inspections. The Fire Prevention Bureau is supported by all shift personnel who provide fire inspections to every existing/new business in the Village of Midlothian annually. Our mission is to promote prevention and awareness through a proactive approach to fire and life-safety education. SPECIFIC DUTIES: Provide public education and fire safety awareness programs. Enforce fire, building, and life-safety codes and ordinances. Conduct fire and life-safety inspections. Review plans for fire protection systems and life safety concerns. Witness the testing of fire protection and life safety equipment. Maintain public relations and respond to citizens concerns regarding fire-safety. Evaluate and update codes to stay current with village needs. NEW CONSTRUCTION AND SPRINKLER PLAN REVIEW: Plans for fire alarm systems, sprinkler systems, and hood / duct suppression systems are reviewed for compliance in relation to Village of Midlothian adopted codes and ordinances. NEW BUSINESS INSPECTIONS: The Fire Prevention Bureau ensures that every new business that applies for a business license receives a fire inspection. New building and fire code standards are enforced to ensure that any code violations are remedied before a new business can open.

10 FIRE TRAINING The goal of our training program is to provide quality, realistic training for the members of the Fire Department that meets both the requirements of the National Fire Protection Association and the State Fire Marshal s Office while also filling the needs of the community. Each year the Department annually assesses the duties that are performed in the community, the needs of fire personnel and provides training that meets those requirements ACCOMPLISHMENTS Personnel participated in multiple certification classes providing comprehensive training for all areas of firefighting techniques. (Fire Investigator, Fire Service Vehicle Operator, Vehicle Machinery Operations etc.) We are proud to report that our 2016 Fire Training totaled 10,326 hours. All personnel completed annual Fire Service Vehicle Operator Driver Training. Our Department continues to evolve with the new training opportunities available through local and state training agencies. In 2017, we hope to increase our knowledge of Mass Casualty Incidents and work with the Midlothian Police Department for Active Shooter Training. The Shift Commanders must coordinate fire training into their daily assignments along with company preplans, hydrant testing, hose testing, driver/pump operator training, paramedic continuing education, and more while still responding to the emergency incidents that happen throughout each day.

11 HYDRANTS / WATER SUPPLY Our hydrant-testing program ensures that all fire hydrants in the Village of Midlothian are GPS mapped, inspected for damage/defects and accessible for emergency use. Annual testing ensures that hydrants are flushed and the caps are greased. Every year department shift personnel test every hydrant and enter the test results into our database. Our close working relationship with Midlothian Public Works allows us to address water system problems and correct them much quicker than in the past. The data collected is also used in pre-plan development and for water-flow calculations ACCOMPLISHMENTS All hydrants were manually located and our hydrant flushing program was conducted using ipads in the field. On duty fire crews inspected, flowed and tested 473 hydrants in the Village. All data was recorded, analyzed and entered into a database. The Public Works Department repaired all reported defects and damaged hydrants on a timely basis. The Midlothian Fire Department shovels out every hydrant after significant snow amounts to ensure we can access them quickly and efficiently. Is there is a hydrant in your parkway? 12 COMMUNITY OUTREACH In 2016, The American Red Cross of Greater Chicago & Northern Illinois and the Midlothian Fire Department teamed up for a 2 nd year to offer FREE SMOKE DETECTORS to residents of the Village of Midlothian! We successfully installed 266 MORE (10 year maintenance free) smoke detectors to residents of the Village of Midlothian and will continue to hand them out at Fire Station #1. We are pleased to report that since the inception of the program, we have upgraded fire protection in over 500 homes in Midlothian! FIRE PREVENTION / EDUCATION In 2016, Midlothian Firefighters visited 31 events and educated over 5,538 students in age-specific topics of Fire Prevention throughout the year!

13 PROBATIONARY FIREFIGHTERS In 2016, the Midlothian Fire Department was pleased to welcome two new Full-Time Firefighter Paramedics, FF/PM Stephen Gorski (top left) and FF/PM Daniel Klimson (bottom right). Firefighter Gorski currently resides on Red Shift and Firefighter Klimson on Black Shift. JACKED FOR JACK In 2016, the Midlothian Fire Department sponsored pediatric cancer patient Jack Higgins. Each year, firefighters throughout Illinois are invited to compete as teams of six in a series of challenges that include inflatable jousting, tug-o-war, wing-eating contest, fire truck pull, and an obstacle course, all in the name of pediatric cancer.

14 Midlothian Firefighters raised over $10, for Jack and his family and continue to have a bond with Jack and his family today! WHAT IS IN STORE FOR 2017? CAL-COMM DISPATCH CENTER The Village of Midlothian Police & Fire Department are currently transitioning to Cal-Comm Dispatch Center in Calumet Park IL. This newly constructed Dispatch Center offers competitive service fees while implementing the latest technological advancements in IP based emergency communications with services that include Computer Automated Dispatch software, text and video 911, GIS mapping and more.

15 IMAGE-TREND EMS & FIRE REPORTING SOFTWARE Due to recent state mandates, EMS and Fire agencies in Illinois are required to report EMS and Fire reporting data through an online, paperless interface. The Midlothian Fire Department entered a partnership with Image-Trend Software due to their multi-tiered data secure interface that offers HIPPA compliance and user-friendly reporting software. Members of the Midlothian Fire Department have been training on this reporting software since the late months of 2016 and will be transitioning to solely using this software in Once the computers are mounted into all of the apparatus, not only will we have the capability of on-scene reporting but will be integrated with Computer Automated Dispatch, GPS/Apparatus mapping, dispatch messaging and pre-incident building pre-plan integration.
