Although the instructors have committed to our conference, we work in an industry that changes quickly, and schedules change on short notice as well. 4 2015 Course Descriptions NPFA 1033 Standard for Personal Qualifications of Fire Investigators Details to follow Daniel Heenan, ATF National Response Team Leader President, IAAI Financial Aspects of Fire Investigations Provide investigators with basic knowledge necessary to identify and develop the circumstantial evidence of possible arson for profit fires. Topics will focus on sources of information, developing the financial motive and include accounting, link analysis, insurance information, real estate information and trial information. Arnold Gehring Asset Forfeiture Investigator Contractor, West River Group GS Asset Forfeiture & Seized Property Division, ATF Advanced Photography Details to follow Det. Lee Page Managing Complex Scene Investigations (West, TX Case Study) This presentation is about managing the entire investigation. This includes multi-agencies, the scene, the followup investigations, and handling the public and politicians. Specifically focused on the fire and explosion in West, TX at an ammonia nitrate facility destroying 37 square block area of the town. Brian Hoback, Brian Hoback Consulting Former ATF Agent East Texas Church Arsons This presentation is about managing the entire investigation. This includes multi-agencies, the scene, the followup investigation along with handling the public and politicians. Specifically focused on the nuance of managing 15 agencies and 500 leans in a six week time period leading up to the capture, conviction and sentencing of two individuals responsible for 10 church fires. Brian Hoback, Brian Hoback Consulting Former ATF Agent Enclosure Fire Dynamics This course will guide students through the four stages of enclosure fires, including the fire plume/ceiling jet stage, the enclosure smoke filling stage, the pre-flashover vented stage, and the post flashover vented stage. Methods to calculate fire conditions during each stage using hand calculations and computer based fire models will be discussed. Fire patterns resulting from each stage will be addressed, with an emphasis on fire patterns generated during post flashover ventilation limited conditions. Frederick Mowrer PhD, PE, FSFPE Director Fire Protection Engineering Cal Poly Fire Protection Systems This course will address fire protection systems installed in building, including fire detection and alarm systems, fire suppression systems and structural fire protection systems. The components of each type of system will be identified. Design standards and performance expectations for different fire protection systems will be introduced. System records that should be obtained during fire investigations will be discussed. Frederick Mowrer PhD, PE, FSFPE Director Fire Protection Engineering Cal Poly Fanning the Flames Innovative Wildfire Investigations The class will be interactive in nature and will involve a review of applicable NFPA 921 sections. Extensive use of case studies along with detailed photographic details will assist the class in seeing fire-hand the various investigative tools utilized in wild fire investigation. Innovative trick of the trade will be incorporated as well as a discussion on the latest technology including LIDAR use. A hands on demonstration will be used in the class. Indoor props will be used if the weather is not conducive to an outdoor demonstration. Weather permitting, several outdoor hands on demonstrations will be used.
