Enjoy your summer! In September, John Gong, President of ICP DAS USA, Inc., will moderate a panel of PLC, PAC and DCS industry experts discussing the merits of both systems. This should not only be an information packed evening, but also a very lively one. Walter Okitsu, P.E., Treasurer of California Legislative Council of Professional Engineers (CLCPE), will give an overview of the status of the PE license in California, and explain how CLCPE works on behalf of Control Systems Engineers, Chemical Engineers and other disciplines. After his presentation, Walter will lead a roundtable discussion to explain the current status of the title PE licenses in California, what CLCPE is doing to help elevate them to practice status and what we as ISA members can do to help. Our July 9 th meeting, Industrial Ethernet, proved to be a success, due to our large numbers of attendees. July 12 th marked our annual Planning Meeting which was held at the Hilton Waterfront Resort. The Planning Meeting fostered plenty of good ideas from Board Members on improvements to the OC Section. A focus upon the growth of a new ISA student section at Orange Coast College and a revitalization of the student section at Cal State University, Fullerton have risen to be key objectives. Plans to fortify some exciting tours, education seminars, and hopefully a Hi-Tech Exhibit are already being implemented. Minor improvements to our already successful monthly meetings will also hopefully bring some highlights to this new term. As mentioned in our July meeting, we will be taking the month of August off, in order to begin implementation of the aforementioned ideas. We will reconvene on September 10 th for a PLC vs. DCS Panel Discussion (see the Orange County website for more details: Please remember, this is your section. 3 Message from the DVP My goals as DVP by Brad Rupert, District 11 Vice President Invensys PROCESS MEASUREMENT & CONTROL SOLUTIONS Hello from Northern California! Happy and excited to be back for my second District 11 DVP message. Whenever taking on a new challenge, like becoming the District VP, I believe goal setting is an important first step on the path to growth and success. Here is a list of goals that I have set for myself as DVP and the district: 1- Meet or have a conference call with each section before the end of the summer to discuss section plans for The best way for me to get to know each section is to see what they have planned for the next year. I plan to share each section s plan throughout the district. I believe and hope that sharing information from section to section will make the whole district stronger. 2- Attend at least one event or board meeting in each section. The best way to get to know the people in the section is to meet them in person. The last DVP that the Nor Cal section spotted was when we hosted the District Leadership Conference 4 years ago. 3- Develop a list of new resources from ISA Headquarters that will help strengthen and promote each local section, then work with ISA headquarters to get more resources for the sections in District 11. Local leaders need easier ways to know where and what resources they can count on from ISA headquarters. Passing the EIT exam is a prerequisite to taking any of the professional engineer license exams. 6 ISA Delegate Update ISA Delegates to vote: proposed society name chang It is important to remember that the membership votes on all of these issues through the Section Delegate. Each member should read this and voice your opinion pro or con to any of these proposals, please contact your Delegate as listed on page 2 of this newsletter. Typically about 1% of the general membership takes the time to send their opinion on these issues. Section Delegates will be voting on these proposed changes at the Houston Expo in October. Society Name Change Proposed The ISA Executive Board recommend to the Council of Society Delegates that the legal name of ISA be changed from ISA - The Instrumentation, Systems, and Automation Society to International Society of Automation and that this change be made in the Society Bylaws and all other appropriate legal documents. Membership Dues Increase Proposed It was unanimously voted that the ISA Executive Board recommend to the Council of Society Delegates that Article XVIII, Section 1, be amended to increase the Membership dues to $100 (up from $85 now) effective January 1, After that date non-student members may pay in advance for two and three years of membership at a discounted rate of $186 (up from $158) for two years and $265 (up from $225) for three years. Automatic Division Membership Assigned to Members If approved by the Council of Society Delegates, the new dues rate include membership in one Division in the Automation & Technology Department and one Division in the Industries & Sciences Department. 6 ISA Newsletters, Southern District 11 August 2008

7 e, dues increase, reduction of funds to sections Portion of Dues Returned to Section Operations Reduced The Executive Board recommended that the Section rebate be reduced from amount from 20% to 15% and to eliminate the optional Section contributions to Districts (insertions, deletions). This is the portion of membership dues that is returned by ISA to the Sections to fund the monthly meetings, local training, tours and other activities of local section activities. Congratulations to Orange County for leading the sections in membership growth with an increase of 24 members (6.4%) to 398. Following Orange County with largest growth percentage-wise were Cal Poly Pomona (increasing from 38 to 55 members) and Cal State Long Beach (7 to 8 members). The Las Vegas Section held its membership steady at 77 members, as it has done for the past five years or more. Levels I and III are available through the Prometric network and CCST Level II is available through the Castle Worldwide network. For more information on testing center locations, visit Paper and pencil exams will still be offered for private companies in the U.S. Check the box on your application for electronic testing and review the details below as they apply to electronic testing vs. private exam sites. When can I take the CCST electronic exam? The CCST exam is available electronically during three testing windows. Each exam testing window will have a deadline for applications to be considered for testing in that window. Eligible candidates will only be able to test during the testing windows. The candidate eligibility window is nine (9) months. Once your application is approved, testing must be completed within two exam testing windows. Your first exam testing date must be scheduled during the first available window after your application is approved. All rescheduling and retesting must be completed within the two consecutive exam testing windows within your nine (9) month eligibility period. You may reschedule your exam once, and the rescheduled date must be during your first exam testing window. If you must retest, you must allow 30 days between your initial exam date and your retest date. If you are not able to schedule a retest in the same window you took the initial exam, you can retest in the next available window. A total of two retests are allowed within your two eligible exam testing windows with each retest scheduled at least 30 days apart. If you do not successfully complete the exam within the two exam testing windows within your nine (9) month eligibility period, you must reapply submitting another application and fee. In order to schedule an exam, you will need to send your completed application by the specified application deadline for the exam testing window. Allow 6 weeks for application review and notification of eligibility. An ISA study guide and ISA review courses are available. How do I establish a local test site for the CCST examinations? If you are inside the U.S. and have four or more applicants to test, ISA will contact a local proctor to administer the exam at your location at no additional charge. If you have less than four applicants to test, the site fee is $250. Contact ISA for information on private test offerings in the United States. Nichols This classic paper has been a standard reference in the industry since first published in The complete paper and other online documents are available free online at > Links > Study Materials. The following is a short excerpt: In this paper, the three principle control effects found in present controllers are examined and practical names and units of measurement are proposed for each effect. Corresponding units are proposed for a classification of industrial processes in terms of the two principal characteristics affecting their controllability. Formulas are given which enable the controller settings to be determined from the experimental or calculated values of the lag and unit reaction rate of the process to be controlled. These units form the basis of a quick method for adjusting a controller on the job. The effect of varying each controller setting is shown in a series of chart records. It is believed that the conceptions of control presented in this paper will be of assistance in the adjustment of existing controller applications and in the design of new installations. 11 PE License Update Meeting Tuesday, August 26 PE license update on practice conversion efforts Controls Systems Engineers, Chemical Engineers and other professional engineers licensed in California have what is called a title license. No other state in the US, Puerto Rico, Guam or anywhere else has this dual license system for engineering licensing. The State of California commissioned an extensive study to determine whether these licenses should be converted to practice licenses, and the study recommended doing so. However, opponents of the change were able to wield their political muscle and these changes were never instituted. Today the law remains unchanged, out of sync with the rest of the United States. With the support of engineering association members, CLCPE is working to change that. If you are a PE or are considering working for your PE license, or employ professional engineers, you should attend this meeting to learn how CSE and other PE disciplines are treated as second class in California as compared with other states, how California Legislative Council of Professional Engineers is working in Sacramento to effect change and what we as engineers can do to help. Speaker, Walter Okitsu, P.E., Treasurer of California Legislative Council of Professional Engineers, will give an overview of the status of the PE license in California on Tuesday, August 26 at Paramount Petroleum in Paramount, California. This will be my focus over the next several months as DVP. Hopefully it matches up with what you think the DVP should do. Again, I would like to say how excited I am to be your DVP and that I look forward to working with all of you for the betterment of District 11 and ISA in general. A personal note on goal setting: Now that I am past 40 with two kids, when I look back on my personal and professional life, I am confident that I have learned a few things. I never once thought to myself You need to set fewer goals for yourself. Sure, I have set goals that I never fully reached or had to change along the way, but the path to reach these high goals has always bettered my life in some unexpected way. The best way to set goals is to right them down. Make sure personal and professional goals are in balance or at least the best you can do. Now, I challenge each of you reading this to set one goal for the betterment of ISA. Whether you right an article for the local sections newsletter, teach a local ISA class, go to a board meeting, or get a friend or colleague to join ISA, please just do one thing for ISA and we will be much stronger organization.
