Key focus areas include the supply chain needs for both people and materials necessary for nuclear power to make a significant contribution to the energy needs and reductions in carbon emissions in the coming years. To support ISA Members during these difficult economic times, ISA is granting an extension of membership benefits to unemployed Members. The only annual exhibition in San Diego dedicated to process instrumentation, controls and automation will have 18 technical training classes, 50 exhibits, state-of-the-art product demonstrations, a career fair and plenty of good food, all free to attendees. Pre-register online at to receive a free gift not available at the door. ACEC again impedes PE licensing bill I can t honestly tell you what a metallurgical engineer does. I don t know. testified the general council of the American Council of Engineering Companies. The organization of predominantly government construction contractors opposes SB275 which would grant practice status to non-civil engineers. ACEC spoke in opposition at the California Senate Business & Professions Committee hearing on April 20, Audio of the complete hearing and more info are posted at As California law is currently written, a civil engineer must sign off on designs made by control system, chemical, fire safety, nuclear, petroleum, agricultural, metallurgical engineers, whether civil engineering is required or not. California Senate Bill 275 was introduced in December to bring California engineering law into conformance with that of all other states and territories. It is supported by ISA, IEEE, AIChE, CSPE and other engineering societies, deans of the California state universities, the process industry and major users of engineering services, and conservation & public safety organizations. We had an opportunity to brush up on your wireless, since this technology is getting more and more popular. We had a good showing at our April tour of the Orange County Sanitation District Plant. The tour included a detailed breakdown of the plant control systems comprised of scores of PLCs for monitoring and controlling. We even had an opportunity to view some of their neatly organized panels. We would like to offer a big thanks to the OCSD group and specifically Dick Birdsell and David Halverson for allowing us into their facility and sharing their time and information with us. As the summer fast approaches so does our increase in demand for energy. We are all aware of the present debate and push for clean energy, such as harnessing solar, wind, bio-mass, etc but what is happening on the forefront with nuclear? Any plans for constructing new plants in America and worldwide? How has nuclear technology advanced? Which form of energy generation has the smallest carbon footprint? The District 11 Leadership Conference held back in April once again proved to be a fine forum for the District 11 sections to share their opinions of good and bad experiences. The conference allowed sections to express expectations held of ISA as well as provided new requirements for each section. As the fiscal year for ISA Orange County comes to an end in June, I hope all who can make the meeting June 10 th will attend to say thank you to those board members that made the last year a success with all their hard work, dedication, and planning. Don Zee (Membership Chair), Gautam Parikh (Secretary), Christine Dorgan (Delegate) and John Querido (Historian) have been invaluable to our growth and achievements, and we hate to see them go. 3 ISA District 11 Six sections participate in Scottsdale District Leadership Conference A record number of sections sent representatives to the 2009 District 11 Leadership Conference held April at the Hilton Scottsdale Resort & Villas in Scottsdale, Arizona, a Spanish-style Resort and Convention Hotel set on 20 acres and built around a landscaped Courtyard. Representatives from the Central Arizona, Las Vegas, Northern California, Southern San Joaquin Valley, Los Angeles and Orange County Sections attended the conference. After the minutes have been distributed, a report of the topics that were discussed and tasks that were accomplished will be printed. Brad Rupert, District 11 Vice President, conducted the DLC this year, assisted by District Vice President Elect Gary Campbell of the hosting Central Arizona Section. ISA Las Vegas Section Section leader profile Editor s note: This is the first of a series of articles to recognize active section leaders. Sections are invited to submit articles at any time. Hi everyone my name is Gary Tiny Scriven and I am currently serving as the Las Vegas Section Delegate for I have held this position since Right now I am employed with Conti Electric here in Las Vegas, Nevada. Conti Electric is one of the electrical contractors working on the Turnberry Development project Fontainbleau. At Conti Electric I am employed as a foreman with the responsibility of electricians. I first encountered ISA at a power house project while employed by a sub-contractor for the start-up phase. Immediately, I realized that I had a need and a desire to learn more about Automation Process Control. This religious experience occurred in 2002 and I officially joined ISA May of The decision to join ISA was not the result of anyone that I knew. So, I contacted the main office and ISA put me in contact with Jeff Blue. At that time Jeff was and currently is our section s President. Las Vegas, Nevada has been my home for the past 38 years. When I was 10 years old, I walked into a lawnmower shop and ordered parts for my gas powered lawnmower. The owner offered me a job on the spot. Consequently, I worked at Bill s Lawnmower shop off and on for ten years. In essence my first career choice was a small engine mechanic. Continued on page 13 ISA Student Section News Student games cancelled due to budget cuts The 2009 International Student Games, originally scheduled for October 6, 2009, at the Reliant Center in Houston, Texas, have been cancelled by ISA due to budget cuts. Plans are being discussed among the District 9 Sections to establish a regional competition. If you are interested in supporting students who are preparing for their future in the local technical industry, please contact your section president and ask how you can help support. The Los Angeles Section of ISA hosted its 1st Annual Golf Outing and Networking Event on June 4 at Diamond Bar Golf Course, E. Golden Springs Drive in Diamond Bar. 4 ISA Governance Update ISA mandates new requirements for sections to remain active and receive dues rebates As of January 1, 2009, changes were made in how ISA processes membership dues. Below is a summary of the current ISA membership dues and rebate procedures. Changes were proposed in 2008 and approved by the Council of Delegates in Houston in October Any questions or concerns about these procedures are best directed to the section president, section delegate or directly to ISA. Thanks to Bill Campbell, Alternate Delegate for the Los Angeles Section and to Gary Campbell, District Vice President Elect for obtaining and sending the following reports from the District Leadership Conference held April 17-18, 2009, in Scottsdale, Arizona. Membership dues Dues provide for one-, two-, or three-year memberships in ISA. Renewal reminders are sent approximately 8 weeks prior to the membership expiration date, with several reminders thereafter. The schedule of dues is: Senior Member - $100.00; Member - $100.00; Student Member - $10.00; Reduced Dues Member - $ Division Dues are $10.00 per Division (ISA membership is required. Two Division memberships are included in the ISA Membership fees paid after January 1, 2009.) Section rebates Only Active Sections receive rebates and send a Delegate to the Council of Society Delegates meeting each fall. Rebates are sent to Sections for each new or renewing member. 5 ISA Long Beach State Section Beach students demonstrate their engineering prowess during robot fighting tournament by Paul Browning, Cal State Long Beach The Cal State Long Beach team is made up of ISA student members of the Los Angeles, Orange County and Cal State Long Beach Sections. The team received funding support from both Los Angeles and Orange County Sections to compete. This is the first year that the ISA team has participated in this national tournament. Armed for battle with metal-ripping circular blades and a proven wedge chassis design, a team of five engineering technology students from California State University, Long Beach (CSULB) competed April in the collegiate division during the BattleBots robot fighting tournament in Vallejo, Calif. The results will be announced on television when the CBS College Sports Network airs the battles in early August. BattleBots is a gladiator-style, fight-to-the-death competition that pits remote controlled robots and the teams that create them against one another as they try to tear each other s robots to pieces in a cagestyle arena. Expectedly, the machines with the best engineering, construction, remote drivers and number of weapons are usually victorious. Uniquely, the student engineers on CSULB s team consisted of all Latinos. Requirements for active sections ISA Regular Sections must meet the following four requirements to maintain active status: (1) minimum of thirty (30) members; (2) annual submittal of the names of current Section leaders; (3) offer a minimum of three Section meetings each year; and (4) submittal of a business plan and budget. The thirty (30) member minimum is for thirty professional members. Student Members assigned to a Regular ISA Section are not included in the required thirty Member count. The majority of ISA Sections operate on a Section year of 1 July thru 30 June. These Sections submit their new leaders names by 15 June each year. For Sections on a calendar year January thru December their new leaders names are expected to reach ISA headquarters by 15 December. 7 Application Note Cooling tower water level measurement: bubbler vs. guided wave radar by Jim Van de Wetering, ISA San Diego Section Marketed as simple and inexpensive by their manufacturers, bubbler level measurement systems determine level by measuring the back pressure of a gas bubbler. A flow of gas passes through a dip tube installed in a vessel and the resultant air pressure in the tube corresponds to the hydraulic head of the liquid in the vessel. The system s multiple components consist of a compressed air source, an air flow restrictor, a sensing tube inserted into the vessel, and a pressure transmitter. Simple? Judging from the system s component count, not really. Goal Line, a 50MW co-generation plant in Escondido, CA, was having trouble with its bubbler system that measured cooling tower water level. Plant personnel were getting inconsistent level readings and calibration difficulties were arising because of the complexity of the technology. Calibration of a bubbler system is known to be affected by changes in product density. Bubblers are also known for their high maintenance as the tip of the dip tube can collect material from the process. In non-vented vessels, bubblers are not suitable at all. As an alternative to the bubbler method, we looked at Guided Wave Radar (GWR). GWR uses Time Domain Reflectometry (TDR) to record the speed of light that is emitted from the top of the wave guide. 10 ISA Los Angeles Section ISA Los Angeles Section tours air separation plant About thirty people turned out for the ISA Los Angeles Section plant tour of the large industrial air separation plant at Matheson Tri-Gas in Vernon on Tuesday, April 21, In the large industrial air separation plant, atmospheric air is filtered, compressed, and cooled. The contaminants (primarily moisture, carbon dioxide and heavy hydrocarbons) are removed and are either frozen out in a reversing heat exchanger or absorbed by a molecular sieve. The air is then separated in a four column system. A distributed control system collects process data throughout the plant and sends the information to the control room. There, the information is displayed on an operator interface consisting of two CRTs and keyboards where the operator and a supervisory control monitor control and optimize the process. Deadlines for recognition as an active Regular Section are tied to the timeline for seating a Delegate for the annual Council of Society Delegates Meeting, which is held in conjunction with EXPO each fall. 13 Benefits for unemployed ISA members Continued from front page Directory of Automation will be mailed. Members will continue to receive benefits during this term, as long as they remain unemployed. This program is available to Members who enter active grace status on or after 1 January 2009 and who apply by 31 March 2010 for the extension. Any Member, other than Student Members, may request this extension. How to apply for membership extension ISA Members who become unemployed may contact ISA by (info@isa.org) or phone ( ) to request a onetime, nine-month extension of the current membership term. These Members need to advise ISA, during the standard three-month active grace period, that they are without a current job and are actively engaged in seeking employment in a field that is expected to result in continued membership in ISA. Members may make this request only during the three-month active grace period after the current paid membership has expired. The nine-month extension, when added to the normal threemonth grace period, gives unemployed Members an extension of 12 months. Notifying Members ISA will notifymembers of the membership extension option in the renewal notice that is sent one month after their current membership term has expired. Unemployed Members should advise ISA and renew their paid memberships as soon as they have become employed. If Members renew during the nine-month extended active grace period, they will receive a new anniversary date to begin their 12-, 24-, or 36-month period. No part of the dues payment made during the nine-month extended benefit period will be applied to retroactively pay dues. There will be no gap in the record of continuous membership for any Member who uses this benefit. Renewal notices Members who use this benefit will receive membership renewal notices starting three months prior to the new end date of their extended membership period. The renewal notices will follow the normal pattern of s and mailings sent to Members who are not using this unemployment benefit. At that time in my life I wanted to go into law enforcement. After leaving Weber State College I applied and was accepted into both the Las Vegas Metropolitan Police Academy and the International Brotherhood of Electrical Workers Apprenticeship Program for Local Union #357. Wow, I had to make a career choice so I decide on the apprenticeship program and attended another four years of education. In May of 1990 I passed my Journeyman Electrician s exam and have been a Union Electrician since. My hobbies are racing motorcycles in the desert and fishing. Last August my wife (Tracey) and I completed a 42 mile canoe, fishing and camping trip outside of Anchorage, Alaska. If I am not mistaken, I believe Tracey told me that I am never doing this again. Last, but not least it has been a pleasure being part of the ISA community. 15 Obituary Carl McClain, a valued leader, mentor and friend Carl E. McClain of Prescott Valley, Ariz., former member of the ISA Los Angeles Section, passed away Feb. 26, 2009, at the age of 73 at the Veterans Administration Hospital in Prescott, according to the Prescott Daily Courier. Service was held Tuesday, March 10, 2009, at Sunrise Funeral Home, 8167 E. Highway 69, Prescott Valley, Ariz. Mr. McClain was born Aug. 8, 1935, in Sault Ste. Marie, Michigan. Carl was a valued member and Executive Board leader of the ISA LA section for many years, writes Kim Miller Dunn, Chair of the Board of the Automation Federation. He was involved with the Construction Division of ISA and also was a consistent presence on the SCMA/ISA Short Course and Exhibit Board. Carl had a great sense of humor and a very realistic business sense. Many that had the privilege of working with Carl over the years will miss him. Although I haven t seen him in years, I was quite saddened to hear of his passing. A good friend and mentor will be missed! An electrician by trade, Carl McClain had gone on into management positions before retiring and moving to Arizona, according to fellow Section board member Bill Campbell. He was a longtime member and leader of the ISA Los Angeles Section and was awarded the Jake Groenewegen Award for Outstanding Service to the Section in Mr. McClain was also Editor of the Construction & Design Division Newsletter from 1994 to He was also the Section- Division Liason for this Division in and , according to Debbie Eby of ISA. D. Edwards, Dupont ups offer for Dupont Canada, Siemens deals for Alsom small and medium turbine units. GM is trying to unload part of its war and military manufacturing. With all of the changes going on it is almost like being your own grandpa. As a retired member I still enjoy being a part of ISA. If you are reading this and you are a Member, now become an active Member, join a Division, be an officer. Volunteer, and give and take, and above all enjoy. If you are a tech, take advantage of the CCST. If you are an employer insist that the techs and engineers become certified.
