The City Council Consent Calendar also has routine items, including the Minutes, Register of Demands, Cancellation of the July 3 meeting, amending the Crossing Guard Services Agreement; amending the Animal Control Services Agreement with SEAACA; and submitting the annual Measure M Package. There are three Regular Items on the Agenda as follows: Discussion Regarding a Draft Ordinance amending City Zoning Code, Sections in Chapter pertaining to the Definitions and regulations of allowable cannabis land uses in the General Industrial Zoning District and the Industrial Overlay: Originally planned as a Public Hearing, this item will be for discussion purposes only as the newspaper failed to publish the Public Hearing Notice. The matter will be noticed for a Special Meeting on Tuesday, June 26 at 7:00 p.m. On June 5, 2018, the City Council

2 Administrative Report June 14, 2018 Page 2 held a study session to discuss cannabis policy with in the City of La Palma. At the conclusion of the study session the City Council directed staff to bring forward an Ordinance allowing legal cannabis businesses, with the exception of store front dispensaries, in the Industrial and Industrial Overlay Zones, which are located at the north end of the City. Adoption of this Ordinance will allow the City to effectively amend the Zoning Codes for the regulation of allowable cannabis land uses in the General Industrial Zoning District and the Industrial Overlay. By being proactive and regulating cannabis businesses, the City maintains control over operations, location, and types of businesses while increasing potential revenues. Introduction of an Ordinance adding a New Chapter 15 to the City s Municipal Code Regulating Commercial Cannabis activity: The City of La Palma Municipal Code currently prohibits any commercial activities related to either medical or nonmedical marijuana. The City Council established a Goal at the 2018 Strategic Planning and Goal Setting Session of investigating the fiscal and land use impacts to the City of permitting legal cannabis business uses within the Industrial Zoning District. The City Council held a study session to discuss Cannabis Policy within the City of La Palma. The City s Consultant, HdL Companies and David McPherson, HdL s Cannabis Compliance Director presented an overview at the June 5 meeting of the state of California cannabis regulations and the potential range in fiscal impact of properly regulated cannabis businesses within our jurisdiction. The City Council gave direction to Staff to bring forward an Ordinance regulating legal Commercial Cannabis businesses, with the exclusion of store front dispensaries. This Ordinance will create a new Chapter in the City of La Palma Municipal Code and will regulate the cultivation, processing, manufacturing, testing, sale, delivery, distribution and transportation of cannabis and cannabis products in a responsible manner to protect the health, safety and welfare of the residents of the City of La Palma and to enforce the rules and regulations consistent with State of California law. Adoption of the Ordinance creating City of La Palma Municipal Code Chapter Commercial Cannabis Activity will create the regulatory foundation to permit Commercial Cannabis Businesses. Depending on the number of businesses that are permitted, the City could see an increase in annual revenues of between $500,000 to $1.5 Million. These additional revenues would further enhance and diversify the City s revenue stream. City of Irvine Proposal to the Orange County Fire Authority to Terminate Irvine s Membership in 2030: The City of La Palma, along with 22 other Orange County cities as well as unincorporated parts of Orange County, contracts with OCFA for fire protection and emergency medical services. For the past few years, the City of Irvine, which is a member of OCFA, has considered terminating its membership with OCFA due to concerns that Irvine pays more to OCFA than it gets back in services. In a letter dated June 13, 2018, City of Irvine Mayor Donald Wagner provided a proposal to OFCA, which would commit Irvine to remain in OCFA through 2030 if OCFA commits to certain matters. It is recommended that the City Council discuss the City of Irvine s proposal to the Orange County Fire Authority (OCFA)to terminate Irvine s membership in the OCFA in 2030 and provide direction to La Palma s representative on the OCFA Board.

3 Administrative Report June 14, 2018 Page 3 Community Service News Walker Street/Crescent Avenue Left-Turn Signal Timing: At the June 5, 2018, City Council Meeting, a resident requested that the left-turn signals at this intersection always be on demand instead of time of day. All of the signals in La Palma operate by an on-demand system. If no car is in the left-turn pocket to trigger the signal, no left turn arrow will appear. If a vehicle misses triggering the left-turn signal or doesn t trigger it in time, they are allowed to turn left on the green light (traffic permitting). The resident has been notified of this information. Bollards at Central Park: Another resident request at the June 5 meeting was related to opening the south Central Park driveway permanently. Given the proximity to the crosswalk, we do not recommend opening the driveway. Although this exit is intended and has a sign to be right-turn only, we ve witnessed numerous cars turn left. When the driveway is opened after large special events, we try to have traffic control in place to ensure cars are turning right only. As the bollards have been in place for a number of years, most park goers understand the turn-around and the open space behind provides a safe place for pedestrians to congregate. Patriot Day Event: After budget adoption last week including the addition of a Patriot Day/Veteran event, staff and the Community Activities & Beautification Committee have restarted the planning process so that it can be included in the Fall Mosaic (which is going to print on Monday). The event will be a patriotic concert on Saturday, September 15, 5:00 7:00 p.m. with the theme La Palma Celebrates Hometown Heroes. The event will honor and celebrate La Palma veterans, active serving military, and police and fire personnel for their tireless service. Additionally, CAB will begin a historical registry of La Palma Community members who have served or are currently serving in the United States Military. The registry will help maintain a historical record for the community and be helpful for recognition at other events and occasions. This Hometown Hero Concert will be advertised this summer in the Concerts in the Park program and people can get on the registry for themselves or for a family member. Other program components are being researched to further provide a quality event for the community. Position Police Officer Full Time Personnel Activity Status Brad Stene being sworn in on June 19th at 5 p.m.

OCFA E26 attending a school campout in Irvine on Friday, June 1 st, 2018 from 5:00p to 6:00p Amigo Exploradores were out at Fire Station 47 in Irvine, on Friday, June 1 st, 2018 from 10:00am to 11:00a for a station visit.

6 Community Events Cont. Fire Station 51 in Irvine held a station tour for a local Mommy and Me group on Friday, June 1 st, 2018 from 10:00am to 11:00a. OCFA T4 in Irvine, attended Family Fun Day on Saturday, June 2 nd, 2018 from 10:00a to 1:00p Mason Park in Irvine on Saturday, June 2 nd, 2018 held an Amputee Family Picnic, OCFA E4 attended the event from 12:00n to 1:00p to show their support. Fire Station 55 in Irvine, held a station tour on Sunday, June 3 rd, 2018 for a local neighbor group of residents. Community Relations and Education Specialist Pratt held a Hands Only CPR booth at Irvine City Hall on Wednesday, June 6 th, 2018 from 10:00a to 2:00p. Pillars Academy in Ladera Ranch visited OCFA Fire Station 58 for a station tour on Sunday, June 3 rd, 2018 from 10:00a to 11:00a Tuesday, June 5 th, 2018 from 10:00a to 11:00 OCFA E19 was out at Mission Viejo Montessori School, for a show and tell of the fire engine. The Special Olympic Torch was in the City of Placentia on Friday, June 1, 2018 at 10:20am. Placentia Police Department along with OCFA T34 and B2, supported the efforts. Saturday, June 2, 2018 from 3:00p to 4:00p, OCFA E34 in Placentia held a First Aid Class for their local Girl Scout Troop at Fire Station 34. Cielo Vista Elementary School in Rancho Santa Margarita held their Team Kids Carnival on Friday, June 1 st, 2018 from 11:30a to 1:00p OCFA E45 was on hand for the event. Friday, June 1 st, 2018 from 9:00a to 10:15a OCFA T59 visited Marblehead Elementary YMCA in San Clemente to support their career day. Resident Inn in San Juan hosted fire extinguisher training for their employees on Wednesday, June 6 th, 2018 from 12:45p to 1:45p, Community Relations and Education Specialist Bowen lead the class and hands on training. Monday, June 4 th, 2018 from 11:00a to 2:00p Community Relations and Education Specialist Soto was out at the Santa Ana Zoo. For Hands Only CPR Event. Friday, June 1 st 2018 at 12:30p the staff of McGaugh Elementary in Seal Beach learned a new life saving tool, Stop the Bleed. OCFA T64 was on hand for the class and hands on instructions. OCFA E40 was out at Riley Park in Trabuco Canyon on Sunday, June 3 rd, 2018 from 10:00a to 12:00p for a static display at a local community event.

7 Community Events Cont. OCFA E21, B3 along with Community Relations and Education Specialist Neira were out on Sunday, June 3 rd, 2018 in Tustin for their annual Street Fair and Chili Cook Off. Several people stop by to learn Hands Only CPR. Peter s Canyon Elementary School in Tustin, 4 th grade class spent some time with OCFA T43 during a school visit on Monday, June 4 th from 1:00p to 2:00p. OCFA T43 paid a special visit to the student of Redhill Elementary School in Tustin on Thursday, June 7 th, 2018 from 3:00p to 4:00p. Wednesday, June 6 th, 2018 from 10:00a to 11:00am, Villa Park Elementary School held a career day. OCFA E23 along with Community Relations and Education Specialist Neira were on hand for the event. Lakeview Elementary School in Yorba Linda had a special visit from OCFA E10 on Wednesday, June 6 th, 2018 from 9:00a to 10:30a. 75 kindergarten students had a chance to talk with the firefighters along with see the fire engine close up. Significant Emergency Incidents John Wayne Airport June 1: At 1654 a Fire Standby was dispatched for JWA per report from the JWA Tower. At 1656 the update was the plane was a Cessna losing power and the pilot will attempt to land near the coast. At 1702 it was confirmed that the plane was down at Newland and Hamilton in the City of HTB. All units on the CAT3S were cancelled for JWA. At 1703 it was confirmed by Metro Net that HTBE44 was on scene with a Cessna that had landed on the street and there were no injuries. Incident Commander BC Harrison

8 Significant Emergency Incidents Cont. Laguna Niguel June 2: At 1307hrs, ECC began to receive several 911 calls reporting smoke and flames in the hills near Alicia Parkway, LGN. A medium vegetation fire response was dispatched. Laguna Beach Battalion 2 was on scene on Ridgeline above canyon at 1318hrs, and reported ½ acre fire in heavy brush driven by wind uphill and with immediate threat to homes. At this point, several additional engine and crew strikes teams were requested along with additional fixed and rotor winged air assets to compliment the initially dispatched OCFA, OCSD, and Cal Fire air assets. At the time of this report, the fire has burned over 200 acres and is active. An Orange County All Hazards Incident Management Team has been assigned to the incident and command was transferred to them at Assisting the OCFA with this incident was the OCSD, OC Parks, Cal Fire, Laguna Beach Police, and all Orange County fire agencies. Incident Commander D5, Chief Adams Anaheim June 2: At 1942hrs, ECC began to receive multiple 911 calls of smoke and flames in the area of Endry St, STU. ANAE6 arrived on scene at 1948hrs with heavy smoke showing, and initiated fast attack. As firefighting efforts continued, it was determined that this was a refuse fire in a hoarding situation to the rear of the address, and fire was contained to the inside of an empty pool. Assisting the OCFA with this incident was the Anaheim Fire Department and OC Sheriff. Incident Commander ANA B2 Tustin June 2: At 2154hrs, ECC began to receive multiple reports of trees on fire in the area of 155 N B St, TST. A structure fire response was dispatched, but as units were enroute, the call was upgraded by B38 to a working structure fire. B38 arrived on scene at 2200hrs, established the incident command, and upgraded the call to a second alarm. After approximately 15 minutes of fighting the fire, B38 cancelled the 2 nd alarm response and could handle with a few of the engines on scene. Assisting the OCFA with this incident was Tustin Police and SoCal Edison. Incident Commander B38 Chief Fedak

Mission Viejo June 3: At 0846 hours a structure response was dispatched to Crown Valley Pkwy, City of Mission Viejo, to RIPTIDE S at the Kaleidoscope for a possible fire. A second report to ECC was chairs on fire inside. T9 reported smoke and ash with sprinkler activation. At 0857 B21 balanced the assignment to a working structure fire. E71 reported smoke in unit held in place by sprinkler system and fire out at There was no extension into other units. T9 cancelled the remainder of the WSTR assignment and maintained the IC. There was water damage and County Health was notified. The IC was disbanded at Incident Commander T9 Captain Vaniwarden Laguna Niguel (Day 2) June 3: Fire operations continued. At 1542 hours Operations reported a fire line FF injury. Fire OC was cleared for radio traffic for medical rescue, Copter 1 with ground contact of S/T 1075A. Copter 1 transported the patient to Mission Hospital at B4 and N1 was added and responded to Mission Hospital. Notifications were completed. Incident Commander D5 Adams Cleveland National Forrest June 4: At 1357 hours, a REMOTE Rescue response was dispatched to a biker down in the area of the Main Divide/Blackstar Canyon, CNF. As ground units were making their way up the trail, DUKE1 arrived over-head and made contact with the biker. He was not injured and just need assistance getting down the trail. All OCFA units were cancelled. Incident Commander Chief Ashby Huntington Beach June 4: At 1946 hours, Metro Net requested Copter 2 to assist in transporting a victim of a TCWI at Ward/Yorktown, HTB. Mercy Air had an extended ETA coming from San Diego. Copter 2 transported one trauma victim to OC Global. Agency Rep: Chief McClelland

10 Significant Emergency Incidents Cont. Westminster June 4: At 0217 hours, E66 and E78 were dispatched to an AASD at Brookhurst St., WST. Engine 66 arrived on scene, reported a fire in a laundry room and requested a working structure response. The fire was quickly knocked down and contained to the laundry room. Incident Commander E66 FC Cabrera San Juan Capistrano June 4: At 0412 hours, a structure response was dispatched to Fairglen Court, SCP. Truck 9 arrived on scene at 0420 hours with fire showing from the garage of a two-story single-family residence and requested a working structure response. A primary all clear was reported at 0429 hours and reported under control at 0439 hours. Incident Commander Chief Clark Cleveland National Forrest June 5: A single report of a VEG fire was received at approximately 1653 hours in Holy Jim Canyon near Holy Jim Canyon Rd/Trabuco Creek Rd., CNF, an appropriate response was dispatched. This area is in the SRA threat zone, notifications were made. Moments after dispatch CNF assumed central ordering point for this incident as it was well within the USFS geographic area. ORC continued the response to the reported location until a size up could be made and CNF decided on the resources needed. Water and retardant drops were made and quickly knocked down this small vegetation fire. All ORC units were complete at 1935 hours. There was one reported minor burn injury of a CNF FF, he was transported by BLS ground ambulance.

Unincorporated area (NCU) between Irvine and Laguna Beach June 6: At 1700 hours a Medium vegetation response was dispatched to the NB Tollway in the unincorporated area (NCU) between Irvine and Laguna Beach. Vegetation was being reported on the side of the 133 and in the median. B4 went onscene at 1709 reporting ¼ to ½ acre vegetation fire with potential to 5 acres. Also, an additional spot ½ mile north of the first was spotted. B4 established Laguna IC and ordered a Type 1 S/T. S/T 1402A was dispatched. With the DOC already staffed the fire was moved off the dispatch floor and into Expanded. At 1734 the IC confirmed 3 separate fires and ordered the 133 Fwy be closed between Lake Forest and El Toro Rd. This was confirmed to be in DPA/SRA and fixed wing aircraft were launched. S/T 1401C was dispatched to assist from the Aliso Fire. When Air Attack 12 got over the scene and evaluated the fire the Air Tankers were cancelled enroute. Along with ground crew operations, Copter 2 performed several water drops and Dozer 2 went direct attack with a two blade wide line. Forward progress of the fire was stopped at The incident was contained to 3 to 4 acres and the mop up phase was completed at approximately % mop up from line personnel and our Santiago Crew was completed. The IC was disbanded at Patrol 11 continued to monitor and patrol until 2200 hours with no further activity. Incident Commander B4 Fedak Pre Fire Management This week, the Heavy Equipment section and the Santiago Crew assisted with fire suppression and suppression repair for the Aliso Fire. Dozer 2, Wildland 1 and the Santiago Crew responded from the Aliso Fire to a fire in Laguna Canyon on Wednesday June 6, All units assisted with the fire suppression efforts to contain the fires. AFM Nick Pivaroff and Fire Prevention Specialist Teri Merritt manned last Saturday s Canyon Area Chipper Days Event on June 2, 2018.

Educator Bowen staffed an education booth at the Community Resource Fair in Cypress from 9:00 A.M. to 12:00 P.M. on June 8. Engine 6 (A shift) visited Plaza Vista School in Irvine from 10:00 to 11:00 A.M. on June 8. Educator Pratt gave a fire extinguisher training class to Live Nation staff in Irvine from 10:00 to 11:00 A.M. on June 8. Engine 58 (B shift) hosted a station tour for Pillars Academy in Ladera Ranch from 10:00 to 11:00 A.M. on June 10.

15 Engine 13 (A shift) participated in the torch run for the Special Olympics in La Palma from 8:00 to 9:30 A.M. on June 8. Educator Neira gave a fire safety presentation for IEEE Computer Society in Los Alamitos from 10:00 A.M. to 12:00 P.M. on June 14. Truck 9 (C shift) along with Educator Bowen and other division staff canvassed neighborhoods in Mission Viejo with wildfire safety information from 9:30 to 10:00 A.M. on June 11. Engine 72 (B shift) attended the Calvary Church Picnic in Santa Ana from 1:00 to 2:00 P.M. on June 10. Engine 74 (B shift) along with Educator Soto visited the JR COP Program in Santa Ana from 2:10 to 2:30 P.M. on June 11. Truck 75 (A shift) along with Educator Soto visited Roosevelt Elementary in Santa Ana from 9:00 to 10:00 A.M. on June 14. Significant Emergency Incidents Irvine June 8: at 1124 hours, a medium watershed response was dispatched for a report of a small fire on the right shoulder of the Northbound 73 Tollway at Catalina View. Several calls were received. At 1136 hours, Battalion 4 reported that he could handle with E222 and E22. The remaining of the assignment was cancelled including a fixed wing aircraft and Copter 2. Duke airship was in the area and had reported nothing showing. Incident Commander: Battalion Chief Casario

16 Laguna Woods June 8: At 1554 hours, a structure fire response was dispatched for a report of a fire on the stove. At 1601 hours, E22 reported on scene to a single-story duplex with light smoke showing. The call was upgraded to a working structure fire and Del Sol IC was established. At 1610 hours, Battalion 4 reported a well involved kitchen fire. Firefighters were working on knockdown, holding the fire to the kitchen, offensive attack, and working on a primary all clear. At 1613 hours, the IC reported a primary and secondary all clear with no extension. Horizontal ventilation was established and holding vertical ventilation. The fire was under control at 1620 hours. Incident Commander: Engine 22 Mission Viejo June 9: At 1110 hours, a structure response was dispatched to a one-story, single-family residence. E19 arrived on scene at 1117 hours and reported smoke coming from the roof. Firefighters located and isolated the fire to a section of the attic. A primary all clear was reported at 1124 hours and knockdown was reported at 1141 hours. Two adults and two dogs were displaced from the residence. Incident Commander: Battalion Chief Casario Anaheim June 9: At 1137 hours, Anaheim Fire requested Copter 2 to assist with a remote rescue in Santiago Oaks Regional Park. The report was for a bicyclist down with a head injury. Copter 2 arrived on scene and was then cancelled by ground crews. Agency Representative: Battalion Chief Gomez Cleveland National Forest June 9: At 1410 hours, OCFA received information from Cleveland National Forest of a possible remote rescue near Santiago Peak/Santiago Towers. Copter 2 assisted Duke 1 and Duke 3 with a search pattern. The IC was able to make positive contact with the party and it was determined that there was no medical emergency. Incident Commander: Battalion Chief Sherwood Westminster June 10: At 1135 hours, a structure response was dispatched for a report of a house fire. E65 arrived on scene at 1140 hours, and reported heavy smoke. E65 assumed Kiowa IC and upgraded the incident to a working structure fire. The fire was knocked down at 1152 hours. The Red Cross was requested for three adults and three children that were displaced. The cause of the fire was accidental. Incident Commander: Engine 65

17 Westminster June 11: At 1403 hours, a structure response was dispatched for a report of black smoke coming from a business. While units were enroute, Westminster PD reported a possible trapped person inside the address. Firefighters arrived on scene of a multi-unit industrial complex with smoke showing. At 1411 hours, a primary all clear was given. Assisting OCFA during this incident was Garden Grove Fire, Fountain Valley Fire, Huntington Beach Fire, Westminster PD, So Cal Edison, and So Cal Gas. The cause was accidental. Incident Commander: Battalion Chief Hurdle Yorba Linda At 1500 hours, a medium watershed vegetation response was dispatched for a report of a vehicle on fire, threatening nearby vegetation near the Westbound 91 Freeway at Weir Canyon Road. Firefighters arrived on scene within five minutes and reported a fully involved vehicle, but no vegetation involved. The vegetation response was cancelled. Assisting OCFA during this incident was Anaheim Fire, Orange Fire, Fullerton Fire, and California Highway Patrol. Incident Commander: Battalion Chief Johnson Irvine At 1650 hours, a medium watershed vegetation response was dispatched for reports of two small spot brush fires on the Northbound 241 Tollway at Santiago Canyon Road. Battalion 5 arrived on scene at 1705 hours, and reported a half-acre fire in light, flashy fuels with a slow to moderate rate of spread. At 1713 hours, a second alarm was requested. Several Type-III Engine Strike Teams, Handcrew Strike Teams, 2 Dozers, 6 Air Tankers, and 6 Copters were assigned to the incident. The forward progress of the fire was reported stopped at 1929 hours. The fire was approximately 155 acres with no homes or structures threatened. The fire was 100 percent contained on June 14 with firefighters continuing suppression repair. Incident Commander: Division Chief Kovacs Orange June 11: At 2006 hours, a remote rescue response was dispatched for a report of a bicyclist down with a head injury inside Peters Canyon Regional Park. Park Rangers and firefighters arrived on scene and determined that ground transport was sufficient. The patient was transported to the hospital for further evaluation. Assisting OCFA during this incident was Orange Fire, Orange County Sheriff s Department, Orange PD, and OC Parks. Incident Commander: Battalion Chief Harper

18 County Unincorporated June 12: At 1422 hours, a medium watershed vegetation response was dispatched for a reported vehicle fire spreading to nearby brush on the Northbound 241 Tollway and 91 Freeway. Anaheim Engine 309 reported nothing found at the location, but reported a visible header in the Chino Hills area. Copter 2 confirmed a working fire in Chino off the 71 Freeway, identified as the Euclid Fire. All units were cancelled at 1437 hours. Incident Commander: Battalion Chief Harper Santiago Canyon June 12: At 2000 hours, a medium watershed vegetation response was dispatched to Santiago Canyon Road and Williams Canyon Road for reports of fire and smoke seen on the hillside. It was also reported that bystanders were seen smothering the fire with sand and dirt. E42 arrived on scene at 2014 hours, and confirmed the fire was out. All incoming units were cancelled with the exception of E16. Incident Commander: Engine 42 Newport Beach June 12: At 2019 hours, Copter 2 and Battalion 5 were dispatched into Corona Del Mar for reports of a missing swimmer near Pirates Cove. Resources were cancelled enroute at 2024 hours. Incident Commander: Newport Beach Fire Department Anaheim June 13: At 1605 hours, units were dispatched to the Eastbound 91 freeway and Gypsum Canyon Road for reports of a smoking vehicle near dry brush. E353 arrived onscene at 1614 hours, and reported nothing found. Anaheim Battalion 1 reported a disabled motorist only and all other incoming units were cancelled. Incident Commander: Battalion Chief Harper Trabuco Canyon June 13: At 1659 hours, a medium watershed vegetation response was dispatched to the area of Canyon Creek and Live Oak Canyon Road for reports of fire on a hillside. E18 arrived on scene and reported approximately two acres involved in medium to heavy brush, moving uphill with little wind. E18 assumed Live Oak IC. At 1801 hours, forward progress of the fire was stopped and contained at 2 acres. All resources were complete at 2200 hours, with the exception of Patrol 18. Patrol 18 remained on scene overnight. The cause is under investigation. Incident Commander: Battalion Chief Schroeder

19 Tustin June 13: At 1709 hours, a structure response was dispatched for a report of dark smoke seen from the roof of a single-family residence. Battalion 3 assumed Bryan IC and upgraded the call to a working structure fire. A primary all clear and knockdown were reported at 1719 hours. The cause was accidental. Incident Commander: Battalion Chief Harper Pre-Fire Management Last week, Wildland Resource Planner Dave Erickson and Administrative Assistant Kim Gomi submitted applications for two CAL FIRE Fire Prevention Grants that pertain to: (1) the purchase of additional remote wildfire detection cameras and the associated meteorological sensors ($90K), and (2) comprehensively targeting the invasive tree pest problem in Orange County by requesting grant funding to: (A) perform annual aerial NDVI mapping for all county SRA/SRA-threat areas, (B) develop a predictive model to detect infestations from the NDVI flights, (C) conduct subsequent ground truth/tree tagging surveys, (D) remove thousands of severely infested trees, and (E) purchase a mobile Air Curtain Burner to safely and effectively dispose of the diseased wood ($5.9MM). This week, AFM Nick Pivaroff and Wildland Resource Planner Dave Erickson are attending a drone class after passing Part 1 of 7 of the FAA certification test on Monday, June 11, Fire Prevention Specialist Kim Brown attended the North Tustin Fire Safe Council meeting on Tuesday, June 12, 2018 where the discussion included: (1) a concern about Red Flag Warnings, what they area they refer to, and when they go out, based on a recent Nextdoor App notification by the OCFA Education and Community Outreach section, (2) the distribution of Alert OC sign-up information to 41 neighborhoods via Nextdoor, (3) an interest in building a relationship with the Fire Safe Council East Orange County Canyons to learn about their history and ideas for projects and community education, and (4) the FSC is looking for one volunteer from each HOA to become part of the FSC to get representation from each community and grow the membership. Last week, and continuing this week, the Santiago Crew and Heavy Equipment section have been busy with both suppression and mop up efforts for not only the Aliso Fire, but for the other multiple vegetation fires that have occurred since then.
