1 1 Site Plan No Scale Court Avenue Pump Station Des Moines, Iowa The Court Avenue Pump Station (CAPS) is part of the Principal Riverwalk a $60 million public/private partnership which will revitalize the riverfront and provide a much-needed amenity for the residents and employees in downtown Des Moines. This largely enclosed facility contains equipment that will help address flooding concerns in the Court Avenue District concerns that were reinforced during the summer flood of 2008 by providing a means of pumping storm water into the Des Moines River during flood events. The CAPS is sited between the Des Moines River and Water Street, south of Court Avenue. The design is formally related to the Principal Riverwalk Kiosk north of Court Avenue, and is intended to work in concert with this building and plaza to make a coherent, unified composition. The CAPS is clad in zinc and translucent glass to match the Kiosk and is approximately the same size and shape. While the Kiosk unfolds and opens up to the river, however, the CAPS remains closed acting as a compositional foil. Within the zinc clad structure is an electrical closet, three large pumps, two vertical lifts, two large gate valves, a dumpster, and an emergency generator all equipment required to fulfill the functional requirements for the pump station. Immediately to the southwest of the CAPS is an existing gate valve and new electrical transformer. A translucent glass screen has been designed, similar in detail to the translucent glass portion of the CAPS, to screen this equipment and secure it from the public. The intent of this project is to mask this large scale infrastructure from Riverwalk users and allow it to extend and work with rather than against the landscaping and architecture of the area. Owner: City of Des Moines Architect: Substance Architecture Structural/Electrical/Pump Engineer: Veenstra & Kimm, Inc. In developing the building, substance worked with planning consultants, engineers, and stakeholders to knit the building into the overall master plan for the area. In addition, substance has been involved in discussions with the Greater Des Moines Public Art Foundation who is interested in commissioning public artwork for the area. As part of these discussions, a glass artwork by internationally recognized artist Jun Kaneko is suggested on the north face of the CAPS to accompany a series of large scale ceramic pieces that are proposed for the Kiosk plaza. This artwork would be commissioned for the building and would further unite the two spaces and enhance the intersection. The integration of artwork into this area is consistent with the growing list of other public works along the Riverwalk such as Joel City Hall, Sally Hansen Triangle, and Kerry James Marshal s proposed sculpture for the National Bar Association adjacent to the Federal Courthouse. The design of the landscape surrounding the CAPS, as well as the design of the Kiosk, proposed signage for the Riverwalk, and the landscape/plaza lighting has been previously reviewed by the Urban Design Review Board.
