3 Project Summary BACKGROUND: The Patriot Commons Home Owners Association is proposing new landscaping for the center of the traffic circle at the north end of their development off of Chestnut Avenue. The proposed landscape plan includes a Sargent Crabapple and a variety of perennial plantings with a cobblestone border around the entire circle. The traffic circle is part of public right-of-way and maintenance will be required to be performed by the Patriot Commons Homeowners Association through a maintenance agreement with the Village of Glenview. Jim Fancher, Battalion Chief, and Joe Rizzo, Superintendent of Public Works, were both contacted in regards to the proposed plan and requested that a 3.0 foot clear zone around the fire hydrant and pathway from roadway edge to the hydrant was left. A sign signifying a hydrant is located in the traffic circle was also required. Public works will provide the sign and sign post as long as the applicant installs the sign. 4 Appearance Commission Review APPEARANCE PLAN COMMENTS: Staff comments after evaluating the proposal for compliance with the Appearance Plan: Landscaping Criteria from Appearance Plan: Grades of walks, terraces and other paved areas shall provide an inviting and stable appearance for walking, and if seating is providing, for sitting. Landscape treatment shall be provide to enhance architectural features, strengthen vistas and provide shade. Plant material shall be selected for interest in its structure, texture, and color and for its ultimate growth. Plants should be indigenous, hardy, harmonious and of good appearance. Where plants are susceptible to injury they should be protected. Staff comments: o The applicant shall sign a maintenance agreement before a permit will be issued since the plantings are in a public right-of-way. The Village of Glenview maintains trees planted in the public right-of-way but any other landscaping is up to the homeowner or homeowners association to maintain. o A 3.0 foot clear zone around the hydrant and pathway from the hydrant to the roadway is required by the Glenview Fire Department and Public Works Department. The pathway shown on the current plan does not provide a clear zone from the roadway to the hydrant, however, the applicant has agreed to continue the pathway without plantings and is included as a condition of approval. o A sign identifying the hydrant must be installed by the applicant. The sign and sign post will be provided by the Glenview Public Works department. POTENTIAL NEIGHBORHOOD IMPACTS: Currently, the traffic circle has mulch around the fire hydrant and grass around the rest of the area. The additional plantings will add color to the area and thus are not expected to have any negative impacts to surrounding neighbors to the north who are not a part of the Patriot Commons development.

6 Sample Motion I move in the matter of A , Patriot Commons, the Appearance Commission grants a Certificate of Appropriateness, based upon the findings the petitioner, through testimony and application materials, has demonstrated compliance with Section Appearance Plan and in accordance with the following conditions: A. The documents prepared by Brickman and dated 04/9/ Patriot Commons B. A maintenance agreement shall be signed by the Patriot Commons Home Owners Association before a permit will be granted. C. A sign identifying the hydrant must be installed by the applicant. The sign and sign post will be provided by the Glenview Public Works department. D. A 3.0 foot clear zone must be kept around the hydrant and from the hydrant to the road way on the east side of the traffic circle so the hydrant is visible when driving west down Chestnut Avenue. 6
