5 What is a Comprehensive Drilling Plan? A comprehensive drilling plan, or CDP, outlines our path to oil and gas production, before we begin drilling in Boulder County. A CDP is an operator-initiated planning tool that allows a company to take a broader approach to oil and gas planning and permitting. The CDP will identify future oil and gas activities in a defined geographic area; facilitate discussions between operators, surface owners, and state and local officials; identify potential impacts resulting from the planned activities; and develop agreed-upon ways to minimize them Crestone Peak Resources 5

Public review and comment Stakeholder outreach and engagement for feedback, leading to a second draft preliminary submission to the COGCC 3. Second Draft Preliminary CDP is submitted for COGCC review and public comment period on revised draft 4.
