Young President, Texas A&M University CBE Recommendation: Spirit Plaza The Council for the Built Environment (CBE) reviewed a request from the Class of '69 for project approval and conceptual design of Spirit Plaza which would transform the area between the YMCA building, Coke building, Military Walk, and Houston Street into a plaza that would honor the Silver Taps and Muster traditions. This project was previously routed through the CBE Track B process under the name Traditions Plaza and was not approved with the recommendation to consider a more minimal design. Since that time, Class of '69 representatives have met with university representatives and have revised their conceptual design based on those conversations. The request as well as the sub-council's report are attached. The Design Review sub-council (DRsc) voted to recommend approval of the conceptual design of the Spirit Plaza with the following caveats: Approval is provided for the conceptual design for the plaza to honor Silver Taps and Muster traditions, however, further simplification of plaza elements is still necessary. Concern that some of the design elements as shown are not appropriate or in alignment with the 2017 Campus Master Plan. As intent of the plaza is to honor Silver Taps and Muster traditions and relocate the existing sculptures for each from the Academic Plaza, request re-evaluation of necessity to include the Core Values as these are noted elsewhere in multiple locations around the campus built environment. Concern with overuse of emblems and iconography on the pedestals and request simplification. Note that any use of the TAMU seal should be eliminated, and care should be taken to ensure that this plaza does not deemphasize the presidential seal on Military Walk. Logos and reference to individual student groups should be eliminated, as the plaza should appeal to the student body as a whole. Concern with extensive use of text as the primary method of storytelling, as it gives the feel of a museum rather than a plaza. Request reconsideration to translate the narrative into a physical form that's not so literal. Any use of text is subject to review and approval by the appropriate TAMU entities and policies, such as Marketing and Communications and the Texas A&M Campus Plaque Policy. Height of display walls and bronze sculptures should be consistent. Visually, all design elements should not be greater than 42". The historical visual corridor as noted within the 2017 Campus Master Plan needs to be maintained. Concern with landscape concept as currently proposed, as it removes ground level vegetation and proposes a large homogenous path of pavers which may not complement the banded paver walk as seen in the Houston Street updates. Request redesign that will complement the nearby streetscapes and incorporate more vegetation while allowing for a 26' wide fire lane. Transportation Services: Construction must be coordinated with the MSC Streets and Sidewalk mprovement projects. Utilities & Energy Services: t is unclear what exact changes will be made to the existing finished grade in the area. T AMU UES recently upgraded the storm water system in this area and any modifications to area paving, drainage, or storm flow need to be approved by T AMU UES Technical Services prior to design completion and construction. 6 COUNCL FOR THE BULT ENVRONMENT DESGN REVEW SUB-COUNCL DESGN REVEW SUB-COUNCL REPORT From: Ms. Lilia Gonzales Design Review Sub-Council Chair Date: January 25, 2018 Subject: Spirit Plaza Representatives from the Class of 69 presented for project approval and conceptual design the Spirit Plaza request which would transform the area between the YMCA building, Coke building, Military Walk, and Houston Street into a plaza that would honor the Silver Taps and Muster traditions. This project was previously routed through the CBE Track B process under the name Traditions Plaza and was not approved with the recommendation to consider a more minimal design. Since that time, Class of 69 representatives have met with university representatives and have revised their conceptual design based on those conversations. The proposed conceptual design features a plaza area containing two granite display wall panels (one on each side) with text to describe the Silver Taps and Muster traditions. The Century Tree display as proposed in the original project request has been eliminated. The display walls would be approximately 42 inches in height and 8 feet in length. The proposed panel size is now much smaller than what was in the original request, which is in alignment with the Campus Master Plan guidelines for keeping an open space and maintaining view corridors. This also matches the height of the existing historical markers along Military Walk. The existing Silver Taps and Muster bronze sculptures would be relocated to this area and placed on a pedestal adjacent to the corresponding display panel. Campus standard benches would be located on each side. The display wallsplinths will be a granite from the same quarry as those on Military Walk. While the Military Walk displays use vinyl wrapped plaques, the Spirit Plaza displays are proposed to be an inlaid black granite. Cast stone cap and brick wrapped seat walls (consistent with campus standard style) will be added to line the existing flower beds on each end of the plaza. A pedestal or end cap is proposed to be added to the four corners on the plaza entrances. The seat walls are around 18 inches high. t is proposed to add bas-reliefs of iconic TAMU figures or symbols to the face of the pedestals, such as the Aggie Ring Crest or Muster Committee logo. Spirit Plaza is proposed to be inscribed on top of these pedestals. This design is still conceptual. A bronze replica of the Donald Coward letter is proposed to be added on a separate granite display near the Silver Taps display panel. The front page of the letter and envelope would be shown on the top of the display, and the remaining pages would be engraved on the vertical face below along with his original signature. Significance of the letter: Donald Coward was a freshman in 1968 and was so moved after attending his first Silver Taps ceremony that he wrote a powerful letter to his parents that evening. Three weeks later he was tragically killed in a car accident. Since 2000, this letter has been read to incoming freshmen at Fish Camp to help explain the Silver Taps and Muster traditions. t was noted that the Class of 72 (Donald Coward s class) wishes to participate in funding this part of the project.

7 COUNCL FOR THE BULT ENVRONMENT DESGN REVEW SUB-COUNCL The entire plaza surface is proposed to be comprised of brick pavers in TAMU s standard tan color. A compass is proposed to be inlaid in the center of the plaza and will be made from a combination of different colored stones similar to the university seal on Military Walk (LED lights in original proposal were eliminated). The width of the plaza will support fire truck access. Four trees will be added on the YMCA side of the plaza. Plant materials will be native, using the same palette as what you already see at Military Walk. This project is fully funded including an endowment for future maintenance needs. The Class of 69 desires to have construction completed by Summer 2018, if possible, to align with its 50 th class year reunioncelebration during the academic year. DRsc members expressed agreement with the concept to make this area into a plaza to honor the Silver Taps and Muster traditions and create a home for the existing statues, but that the final design needs to complement existing design elements of Military Walk and still provide an uninterrupted visual axis to the Academic Building. This proposed plaza is on a major axis of the campus and in one of TAMU s most important view corridors. n addition, this plaza was noted in the 2017 Campus Master Plan as a historical outdoor space and view corridor. Given the significance of the area, it is important that the landscape design approach for this area be done in a thoughtful way. Martin Scholtz Executive Associate Vice President for Research Chair, CBE-Facilities Utilization and Planning Sub-Council Request for Building the Spirit Plaza (formerly called Traditions Plaza) SCOPE The Council for the Built Environment s (CBE) Facilities Utilization and Planning subcouncil (FUPsc) considered the request by the Class of 69 Spirit Plaza Committee, to construct a new Spirit Plaza located on the Texas A&M University campus in the area bounded by the YMCA Building, Coke Building, Military Walk and Houston Street. The project is a gift from the class in honor of the 50 th reunion of their class planned for April 21, This is a revised plan for the project that is now in alignment with the Master Plan. The changes provide for a lower profile design to the exhibits with a more open viewmalllike feel. They are also maintaining space necessary for the fire lane and have eliminated the need for electrical by using different colored stones for the compass rather than LEDs. RECOMMENDATON The majority of FUPsc recommends that the CBE support the construction of Spirit Plaza. Davila ~ ~ Maintenance Sub-Council Chair Date: December 3, 2017 Re: Student Affairs- Building Spirit Plaza (formerly called Traditions Plaza) Rev. The Maintenance Sub-Council (Msc) reviewed a revised request by Student Affairs for Building Spirit Plaza (formerly cajied Traditions Plaza). The Msc council agreed that this project was something that would benefit the Aggie Experience for many years. Discussion on maintenance of the site and it was recommended a maintenance endowment fund would need to be established to maintain the items described in the request. There were no other major issues or concerns. Recommendation The CBE Msc voted to recommend approval of the Traditions Plaza proposal with the noted caveat above. Pugh, Jr., Vice President for Student Ser ce~ From: Freddie Wong on behalf of Class of '69 Spirit Plaza Committee Committee members: Bill Zemanek, Bill Maddox, Bob Lynch and Tom Woodbury Subject: Rev. 1 Request for Building the Spirit Plaza (formerly called Traditions Plaza) Background n early June 2017, our committee submitted to the Council of Built Environment, CBE, a proposal of a legacy project from our class to the university in honor of our soth reunion planned for April 21, The title for the project was Traditions Plaza. n late July, 2017 we received a response Lilia Gonzales, the university architect, advising us that the project was approved to proceed, but with substantial changes to our original proposed design. The primary concern of the CBE subcouncils was that the proposed design does not conform with the 2017 Campus

14 Master plan to provide a more open viewmall like feel. Also we did not provide any soft-scape in the original proposal. At the suggestion of Ms. Gonzales, in the late afternoon of August 9, our committee met with her and Dr. Danny Pugh, our project sponsor, at the proposed location for the project. Also present on this occasion was a representative of Traditions Council. During that site meeting, we agreed to substantially change our design by lowering the profile of all our displays. Also we were advised that Traditions Plaza is a space at the entrance to the Bonfire Memorial and we needed to suggest a different name. Working with the Traditions Council in consultation with Muster Committee, we accepted one of the options suggested by the Traditions Council to name our project as Spirit Plaza. Proposal The diagram below represents the revised proposed design for the Spirit Plaza. Some of the major changes are outlined below: The display walls height before were in the range of 6'. 16 And because the heights of the displays are lowered, and therefore closer to the viewer, we are able to use smaller font sizes and still be very legible. The compass in the middle of the plaza will be made of a combination different colored stones similar to the university seal on Military Walk adjacent to the proposed site. The Century Tree display is eliminated. We have added 4 concrete corner pedestals arrangements next to the existing flower beds at both entrances into plaza, see diagram below. There are two sides of each pedestal visible to visitors to the plaza. Our plan is to put iconic Aggie figures on these surfaces. Some examples we have in mind are Aggie Ring Crest, Muster Committee symbol to be downloaded from their home page, other iconic figures which are readi ly recognizable by Aggies of all ages. We also plan in inscribing "Spirit Plaza" on the top of these pedestals, pending approval of the use of the name.. 0 "_J The Donald Coward letter will be displayed as depicted in the drawing below:
