Design Review sub-council- recommends approval Transportation Services noted that if the MSC Street Renovation project comes in under budget, the surplus funds could potentially be used to help with the plaza on the south side of the Student Services building. TS should continue to coordinate with the Student Services design team regarding plaza design. Eliminate the pedestrian bollards in front of the University Art Galleries loading dock to ensure ease of access for deliveries. The pedestrian crossings in front of the existing Corps of Cadets review stand on Simpson Drill Field need to remain in place. The project team needs to evaluate the need for an additional crossing to Simpson Drill Field at or near the intersection of Lamar St. and Gene Stallings Blvd. At the new pedestrian plaza, reconsider tree placement to provide the maximum amount of shading while still framing the entrance to the MSC. DRsc Chair to coordinate with TS to determine the feasibility for an alternative seating configuration for the bus shelters. Associate Vice President, Transport; ices Request for Approval to Renovate Streets Adjoining the Memorial Student Center (MSC) Transportation Services is currently developing concepts to renovate certain campus streets adjoining the MSC. The proposed renovations provide for improved roadways and sidewalks to complement the development of the new Cain garage, the university hotel and the Century classroom building. The work would be split into two phases. First, in November 2017, work is projected to commence on Joe Routt from Wellborn to Gene Stallings and proceed north along Gene Stallings to West Lamar. Work on this phase would be completed prior to fall semester, The design provides wider sidewalks for pedestrians, and modifications to the street should improve traffic flow in and out of Cain Garage. Phase two of the project focuses on West Lamar Street and on improving the transit experience. The work is projected to commence sometime after the last home football game of2018. We hope to conclude all the proposed street improvements to coincide with the completion of the new Student Services building. Additionally, concepts for this area would create several curbside transit stops with shelters. Furthermore, buffered bike lanes are included in the concept to improve bicycle travel in the area. The configuration ofthe intersection of Stallings at West Lamar allows for improved turning movements for vehicles and creates additional sidewalk space for pedestrians. Improvements to the bike lane and transit stops would continue onto Houston Street and extend north to Old Main. All of the design concepts take into account the guidance set forth in the Campus Master Plan. July 5, 2017 Subject: MSC Street Renovations On June 21, 2017 DRsc members reviewed the MSC Street Renovations project as presented by representatives from Transportation Services and Kimley Horn. The project is a complete reconstruction of adjacent streets and sidewalks surrounding the Memorial Student Center in order to provide improvements and complement the development of the new Cain parking garage, the university hotel, and the 21st Century classroom building. Transportation Services is developing this project with work done by sse. The project budget is approximately $3 million. The section of Joe Routt Blvd. south of the new hotel will be mostly the same as it is today with new crosswalks and landscaping. Gene Stallings Blvd. on the west side of the MSC will be narrowed to one lane in each direction plus a center turn lane. The additional width will be used to provide wider sidewalks, 20' wide on the MSC side and 16' wide on the garage side. Both sides will have an 8' landscape buffer between the sidewalk and street. The existing pedestrian crosswalk at the parking garage will remain and a second pedestrian crossing will be added on the north end of the street. This area will be redesigned to provide better connection to the garage access walkway and eliminate the current pedestrian/vehicle conflict. Lamar Street on the north side of the MSC will have two one-way lanes for vehicles, plus two bicycle lanes. On the north side there will be 40' of landscape separating the street from a new sidewalk to be installed around Simpson Drill Field. On the south side an 8' paved area separates the street from a 30' wide sidewalk lined with bus shelters. This should provide better bus queuing space to accommodate the larger amount of students in this area with the addition of the 21st Century classroom building. It is proposed to eliminate the parking area in front of the MSC and add a pedestrian plaza. The concept for the plaza is a simple, easy to maintain area that is primarily open with shade trees and moveable tables/chairs. With the addition of Cain garage, which provides additional parking and accessibility options, it was noted that the project team does not believe the parking in front of the MSC is being utilized much and the space would be better suited for pedestrians. As Lamar Street curves into Houston Street, the plaza will be marked with pavers to tie into the new Student Services building project. Pedestrian bollards with 8' spacing are proposed to separate the street from the plaza. A rolled curb is proposed for better delivery access to the University Art Galleries loading dock. The same lane configuration will continue from Lamar to Houston Street, with an 8' paved area separating the street from the sidewalk on the east side, and a small landscape buffer separating the street from a 10' sidewalk. There will be no new bike parking with this project as there is currently a large bike corral in front of the MSC, and TS will request a large amount to be installed with the classroom building project. New trees are denoted on the site plan by a circle with a black dot in the middle, while the circles with no dots indicate existing trees that will be preserved. As the project advances, TS will meet with the campus arborist to verify which trees are healthy and should be preserved. Lighting is a combination of
7 COUNCIL FOR THE BUlL T ENVIRONMENT DESIGN REVIEW SUB-COUNCIL 30' street lights and pedestrian lights, but there are no lights under the shelters. All designs, including paving materials, patterns, and colors, site furnishings, and lighting, are in compliance with the 2017 Campus Master Plan. The space north of the MSC was designed in a way to provide flexibility in bus operations. This project will provide unification and consistency to the paved surfaces surrounding the MSC. The sidewalks in many instances were doubled from the CMP standard in order to accommodate the large amounts of pedestrian traffic from the classroom building and on gamedays. This project will be coordinated with both the classroom building project and the Student Services project to ensure the paving pattern and design is consistent. It was noted that the plaza south of Student Services is currently listed as an add alternate due to budget constraints. Elimination of the parking area in front of the MSC was further discussed. TS conducted an open meeting with users of the MSC and surrounding area to collect comments and concerns about the proposed plan, and no major concerns were brought forth. DRsc members noted that the concept is in alignment with the 2017 CMP as it calls to move parking to garages at the perimeter and make the interior of campus more pedestrian-friendly, however this may impact access to the building for disabled and low mobility visitors. There will be a small parking area in parking lot 19 with handicap spaces to support the office of Disability Services located within the new Student Services building, and public accessible parking is located in Cain and Koldus garages. It was also noted during discussions that the drop-off area in front of Rudder Tower will remain in place and could be utilized for visitors to the MSC as well. DRsc members wish to note a concern about removal of the handicap parking spaces in front of the MSC and how this may impact disabled and low mobility access to events and programs in the area. Recommendation Transportation Services is commended for adhering to the 2017 Campus Master Plan by providing beautification of outdoor spaces and enhancing a pedestrian-friendly atmosphere. DRsc members voted to recommend approval of the MSC Street Renovation project as presented with the following caveats: Transportation Services noted that if the MSC Street Renovation project comes in under budget, the surplus funds could potentially be used to help with the plaza on the south side of the Student Services building.
