3 CITIZEN PARTICIPATION PLAN 1 1. PURPOSE AND RECOMMENDED ACTION This Request is for Glendale s City Council to approve a Minor General Plan Amendment from Office and LDR (Low Density Residential - 1 to 2.5 du/ac) to MDR (Medium Density Residential du/ac) for approximately gross acres. 2. DESCRIPTION OF DEVELOPMENT PROPOSAL AS CONVEYED TO THE NEIGHBORS AND INTERESETED PARTIES LMK Investments LLC is proposing a gated, single-family residential neighborhood with private streets at the southeast corner of West Northern Avenue and North 83 rd Avenue. The purpose of this request is to submit, process, and obtain approval for rezoning for the development. The intent is to develop a single family residential neighborhood with a total of 53 lots with a typical lot size of 50 x 114 through this Planned Residential Development application. The proposed development will have a maximum gross density of dwelling units per acre. Due to access restrictions for the future Northern Parkway, the access to this site will be provided from 83 rd Avenue to the east via a gated entrance. This entrance will be a fully gated entry. It will include a vehicular turn-around and pedestrian access point. Roadway improvements to accompany the project will be full half street improvements adjacent to the site. These improvements include roadway widening and striping, concrete curb, sidewalks and additional landscaping along North 83 rd Avenue. The improvements along West Northern Avenue will be limited to removal of existing driveways and construction of new sidewalk. However, the project is dedicating a substantial percentage of land to the City for the future Northern Parkway project. Maricopa County Department of Transportation is designing the Northern Parkway, which will provide additional improvements to West Northern Avenue adjacent to the site. NORTHERN RIDGE ESTATES

4 CITIZEN PARTICIPATION PLAN 2 The proposed residential development provides approximately 3.16 acres or approximately 22% of the development as open space. This is a substantial increase to the required 15% open space specified in the City of Glendale Residential Design and Development Manual (RDDM). The community offers suitable open space for onsite retention, landscape buffers from the adjacent right-of-way, and landscape tracts adjacent to all corner lots. Amenities include open turf for play, a tot lot, benches and lighting in the central open space area. A proposed dog park, is also included, in the southern portion of the project, as shown on the site plan (see Figure A). By proposing multiple perimeter improvements, including, monument entry signage, entry treatment landscaping, thematic fencing and pedestrian and bicycle connectivity, and by using quality materials and palettes (both paint and plant), the proposed community will be a major enhancement to what is existing today. Northern Ridge Estates is a well-conceived project, allowing homebuilders flexibility and diversity. The open space amenities will provide a distinct, quality living environment for its residents. Design features, use of various quality building materials and architectural focal points will emphasize the project. All architectural elements will tie together to provide a strong identity for the site that compliments the surrounding properties as well as creating an inviting and private atmosphere for both residents and guests. 3. CONFORMANCE TO THE APPROVED PUBLIC PARTICIPATION PLAN The Citizen Participation Plan was approved by the City on March 21, 2017 (see Appendix A). Since that time the applicant has been diligent in keeping the Community informed. Prior to any City application, the Applicant held a Community meeting to receive input from the neighbors and interested parties, this meeting met all the notification requirements as NORTHERN RIDGE ESTATES

5 CITIZEN PARTICIPATION PLAN 3 documented in Section 4 of the Citizen Participation Plan. A pre-submittal neighborhood and interested parties meeting was held at Harvest Church on April 3rd, The list of participants and ALL the other Citizen Participation meetings are shown in Appendix B. It resulted in several significant changes being made to the plan. They were as follows: 1. A reduction in density from 58 to 53 lots; 2. Add more open space; 3. Rearrange the open space to make it more useable; 4. Add more curb appeal to the entrance; 5. Provide traffic calming technique; 6. Not allow any 2 story homes along the southern edge of the development; 7. Put extra trees in the back yards as an HOA provision in lots 1-6 and 47 53; 8. Make sure neighbors to the east have a landscape buffer and are far enough away from the homes.; 9. Disclosure to be provided to Buyers that there is a Parkway proposed along Northern Avenue. The Applicant went away and made all the changes the neighborhood wanted and then reviewed the changes with the neighbors and interested parties who expressed their excitement regarding the project at the July 26 th, 2017 meeting. This was again held at Harvest Church. The final post submittal meeting was on August 17th, 2017 at West Side Church of God in Glendale, Arizona. These meetings were set up so interested parties and neighbors NORTHERN RIDGE ESTATES

6 CITIZEN PARTICIPATION PLAN 4 could give further direction to the Applicant on the project. The signup sheets are included as Appendix B. The neighbors have been kept up to date by the Applicant by regular meetings, letters and notices being mailed, and by the Applicant calling those who were interested or who were stakeholders in the process and the future of the area. Lastly, the Applicant had several meetings with city officials in the planning and City transportation departments. 4. CONCLUSION In conclusion, the Applicant has made this project the neighbors project. There has been significant input by the neighbors, interested parties, residents of the County and City staff. There has been plenty of opportunity to give input and many citizens have done so. The Applicant believes that Northern Ridge Estates has met and exceeded the criteria of the approved Citizen Participation Plan and is ready for approval by the City. NORTHERN RIDGE ESTATES
