3 Paper 1 LOW CARBON CITIES FRAMEWORK [GLOBAL AND LOCAL PERSPECTIVE] By: Pn. Norliza Hashim, Director of Low Carbon Cities and Sustainability Centre, Malaysian Institute of Planners PERSONAL INFORMATION Norliza Hashim is the Secretary General of the Eastern Regional Organisation for Planning and Human Settlement (EAROPH), an international multi-sectoral organisation that encourages excellence in planning, development and management to improve the sustainability of human settlements. She sits on the Board of Town Planners Malaysia and is a registered town planner with more than 26 years of town planning experience. Norliza manages her own firm AJM Planning and Urban Design Group Sdn Bhd for the past 20 years and her experience covers a wide spectrum of the planning discipline where she had also served as a consultant to UN-Habitat in its Urban and Housing Rehabilitation Programmes. She had led a team of experts to develop the Low Carbon Cities Assessment Framework for the Ministry of Energy, Green Technology and Water and is now the Director for Malaysian Institute of Planner s Low Carbon Cities and Sustainability Centre. She is active in community-based programmes and also sits on various advisory panels and is also a Board of Director of the Melaka World Heritage Sdn Bhd. Norliza passion lies in the promotion of sustainable development and in providing innovative planning solutions that contributes towards the quality of life of local communities. Her works had brought her to many countries including Russia, Indonesia, China, Pakistan, India and the Saudi Arabia. Her most recent effort is the founding of Urban Lab a unique entity, which she hopes to evoke critical thinking and inspire people to develop creative ideas, and solutions that shall solve or mitigate urban problems in cities and towns. 3
4 4 Paper 2 ACCESSIBILITY, MOBILITY AND PRODUCTION OF SPACE: A HONG KONG DILEMMA ON LOW CARBON CITY BUILDING By : Dr LH Wang, Hong Kong Abstract Accessibility, Mobility and the Production of Space: A Hong Kong Dilemma on Low Carbon City Building The paper explains the background of Hong Kong s crowded urban environment together with a critical review of the efforts made in recent years in its low carbon city building on the one hand, and its success in providing a high degree of accessibility and mobility on the other. PERSONAL INFORMATION Dr Wang, proud Malaysian based in Hong Kong, provides urban and transport planning and policy consultancy services in the region, with main focus on public transport policy transformation, TOD design and land use planning at and around mass transit and high speed railway hubs in Hong Kong and urban China. Before taking up consultancy, he engaged himself in senior management in infrastructure investment group as well as lecturing at the National University of Singapore and the University of Hong Kong. He was project manager for the Long Term Economic Plan for Trengganu State under EPU in the early years. His recent book on AN Analysis of Hong Kong Transit City is adopted as reference material for major planning schools in the PRC.

6 6 Paper 4 PRACTICAL WAY TOWARDS LOW CARBON BUILDING PROGRAMME By : Mr Steve Anthony Lojuntin, Sustainable Energy Development Authority Malaysia (SEDA Malaysia) ABSTRACT The title of his paper is Practical way towards achieving Low Carbon Building programme Low carbon building is apart of the key component of Low Carbon Cities Programme. Building sector contributes significant impact to the total carbon emission in a city. Studies shows that building sector offer the highest potential and most affordable to reduce carbon if implemented at the right strategy. It also provide quick impact and the results can be measured quantitatively. Sustainable energy in buildings program has proven in many cases and demonstration in Mlaaysia. Low carbon building method provide an alternative way to go green starting with basic green technology and best practises. Since it uses quantitative metric the performance can be assessed using the current government low carbon building assessment system, GreenPASS PERSONAL INFORMATION Graduate with a degree in Mechanical Engineering from the University of Malaya (1997), is a practising Energy Manager and Green Building Index (GBI) Facilitator. He has more than 15 years experiences in in consulting, energy management and low carbon development programme, particularly in the building sector. He also was the first program manager for KeTTHA s Low Carbon Green Township Programme started in He has experience working with various local and international organizations such as Majutek Perunding, ECO-Energy Sdn Bhd, Danish International Development Assistance - DANIDA (Danish Government Agency) - attachment to Ministry of Energy, Green Technology & Water, Gagasan Sentral Sdn Bhd (as Facility Manager), Pusat Tenaga Malaysia (GreenTech Malaysia) and now SEDA Malaysia. His speciality including energy management and online monitoring, energy efficient building design, low carbon green building, facility management, energy audits, retrofit buildings, low carbon cities programme, integrated strategic planning and trainings.
7 Paper 5 GOVERNANCE & GOOD ASSET MANAGEMENT By: Pn. Khairiah Talha, EAROPH ABSTRACT Cities are made up of many parts and items that are considered assets. These assets are owned by many authorities and agencies as well as in private hands. Cities that aspire to be livable and sustainable not only builds new infrastructure to service its residents, but must also maintain and look after its infrastructure assets in order to provide continuous ood service to its citizens. Assets have a life cycle and assets must be looked at as a system. Cities that have all its buildings to be green rated buildings may not necessarily be a sustainable city if the grren building assets are not looked after or maintained to provide the same level of service as when it was newly built. Hence, having good governance and efficient management system is vital to keep a city s assets perform to the expectation of its citizens and to save costs in the long term. Good Asset Management is pertinent and vital if a city is to be sustainable and livable. PERSONAL INFORMATION Madam Khairiah Talha qualified as a Town Planner from the University of Melbourne, Australia. She has had 34 years experience as an Urban Planner, both in government and private sector. She has been managing her own practice in the field of urban planning, urban design and planning research since She is very active and has held several major positions in national and international professional organizations, amongst which are: i. Her involvement in the field of Urban Planning and Design has taken her to many international conferences where she has presented papers in her field, focusing on sustainability issues and low carbon cities. Madam Khairiah was also a member of the team from the Malaysian Institute of Planners who worked on the Low Carbon Cities Framework (LCCF) and Assessment System document for the Ministry of Energy, Water and Green Technology, Malaysia. She has led the training on Low Carbon Cities Framework (LCCF) for the Ministry and the Malaysian Green Technology Corporation, and other government agencies at Federal, State and Local levels. In the course of her work, she has also been involved in several planning appeal cases, mainly in the states of Penang, Selangor and Federal Territory of Kuala Lumpur. She has acted in the capacity of expert witness as well as preparing the Planners Report for affidavits of cases. She is one of the contributors of the book entitled Housing The Nation-Policies, Issues and Prospects published by the Institute of Strategic and International Studies Malaysia, in which she wrote Chapter 12 : Safe and Sustainable Housing: Developing Cohesive and Participatory Communities. She was appointed the General Manager of the MIP Training Centre Sdn. Bhd. since April 2014 by the MIP Council. Madam Khairiah has lived in Melbourne and London and has travelled through 35 countries and visited 120 cities throughout the world. She does not only travel but takes the opportunity to learn the best practices In city planning and urban design. She has established a network of international colleagues in many parts of the world, many of whom are involved in the planning, development and management of human settlements. She is an avid speaker at many domestic and international conferences and forums and is often invited to speak on a variety of issues.
