3 Overview and Conference Aims Located in a strategic position for passenger and freight traffic internationally, Iran is willing to continue extending the rail and road network to meet the increasing demands. One of the great potentials at present is China s rail and road One Belt, One Road (OBOR), also called The Belt and Road Initiative (BRI), which aims to build new infrastructure from highways and railways to ports and power plants between China and Europe. Iran with the population of 80 million including a large, sophisticated middle class is economic potential for further investment market and the Chinese government, regardless of the risks of sanctions, has intentions to take part in this opportunity. In the other hand, the Russian government is financing electrification of the railroad that connects the border city of Inche Broun in the north to Garmsar in the east-west corridor of Iran for about 1.2 billion dollars. This investment project also gives the opportunity to get connected to the southern ports of Iran, 3

Population of the largest metropolitan centers approximately in 2011: PAKISTAN Mirjaveh Tehran: 8,000,000 Mahshad: 2,700,000 Esfahan: 1,800,000 Karaj: 1,600,000 Tabriz: 1,500,000 Shiraz: 1,450,000 Ahvaz: 1,100,000 Qom: 1,100,000 e.g., Port of Chabahar. Moreover, this will provide Iranian railway network with higher capacity, cleaner and faster connections. The Swiss-Iranian Symposium strives to bring different experts in the fields of spatial planning to railway development, from academia and practice together and will seek for the common solutions for different problems and concerns from different perspectives. This symposium will focus mainly on two central topics regarding the integrated spatial and railway development in Iran: 1) Tehran-Shomal Tunnel and the Coastal Green Corridor; 2) Isfahan s New Railway Station and the Local Urban Transport Network. We expect fruitful discussions and dynamic exchanges of knowledge between the Swiss and Iranian delegations, as well as between participants with different expertise. Followings, there are more clear explanations of the two central topics of the symposium. 4
5 Tehran-Shomal Tunnel and the Coastal Green Corridor The population of Tehran within the city boundaries has been increased more than eight times since The concentration of economic activities and cultural and educational opportunities in the capital has made it an attractive destination for professional and cultural immigration nationwide. The rapid population increase, together with the significant value rising trend in Tehran real estate caused the city to confront high-density developments, as well as to expand towards the rural areas outside the city boundaries and zoning the farms and gardens into city development plans. Despite the major population growth and housing development, the urban infrastructures have not been adjusted simultaneously and have already reached the thresholds. Considering that about 30 fault lines from north to south surround Tehran and the risks of probable natural hazards, the city should be prepared to become more resilient. This approach might even lead to the depopulation of denser parts of the city and redistribution of the resources to other regions and provinces, which requires a well-connected network of transportation infrastructure. 6 a great role. Railway connections facilitate economic development by making accessibility feasible to the place and the region. In an ideal situation, when a railway is considered as the backbone of the development in a country/region, a polycentric structure of places will form. As one of the best cases, Switzerland benefits from such network and is a pioneer in integrated settlement and railway development. As one of the two major topics of the Swiss-Iranian Symposium, we will discuss the current situation in Tehran, as well as the neighboring regions and further railway development possibilities. This discussion will be enriched by some essential messages from the Swiss experts, bringing the highlights of similar experiences in Switzerland for the debate. 7 Isfahan s New Railway Station and the Local Urban Transport Network Following the railway development in Iran, there is a 410 km electrified doubletrack high-speed railway connection planned to link the capital to Isfahan. The average speed planned for the train in this corridor is 250 km/h, which will reduce the travel time by train from 7 hours (status quo) to 2 hours. Since the current railway station is located outside of the city in the southern part, one of the infrastructural concerns is the location of the new railway station in Isfahan for the high-speed railroad that would connect not only to the northern part of the city, but preferably to the city center. Another open question for Isfahan is how to connect this new link to the local transportation system. The city has been constructing 3 metro lines for over 20 years, and yet, one line has been finished and is currently operating. The other urban transportation modes including trams and trolley buses can still avoid the expensive and time-consuming process of underground construction, and boost the public transportation share in parallel with the new long-distance railway. 14 MAS Spatial Planning The MAS program in Spatial Planning at ETH Zurich (MAS ETH RP) is a two-year, part-time training program and completed by the degree Master of Advanced Studies ETH. It deals with the design and use of our living space and its social, economic and ecological processes. Prof. Scholl is the delegate of the Department of Civil, Environmental and Geomatic Engineering (DBAUG) for this study program. In the foreground are three priorities: Planning as a method of anticipating problem solving in the field of spatial development, Theories and models for spatial development from different scientific disciplines as a viable basis, Spatial development in the context of society, economy, politics and the environment. In the last year of the program, MAS students should explore, clarify and solve a complex spatial-related task abroad. This task will be introduced to them in form of a Task Description, which includes a collection of important knowledge and information that will guide them to start their project. As an essential learning objective of this Seminar Week Abroad is to learn to deal with spatial problems in another context and work in groups of international, multi-desciplinary teams. Therefore, two universities from the host country will join the program for this week in other to provide some local perspective to the project, as well as enriching the project from different planning cultures. The student team works are supported by a group of coaches amongst experts and academics. 14

16 Zürich Old Town Attractions for Individual Time Niederdorf is part of Zurich s old town and the locals fondly refer to it as Dörfli, meaning the entire Niederdorf and Oberdorf area that extends as far as Bellevue. Niederdorf is a pedestrian zone the same as Limmatquai, which runs parallel. During the day, the pedestrian zone and many stores, which are almost hidden in alleyways, entice you to shop. Die zweite ist der Küstenregionalkorridor im Norden Irans und der Hochgeschwindigkeitstunnel, der Teheran mit dem Kaspischen Meer verbindet, durch die Alburs Berge. محوریت اصلی سمپوزیوم حول موضوع راه آهن و برنامه ریزی و توسعه شهری و منطقه ای خواهد بود. هدف اصلی تبادل نظر برای دو مورد توسعه ریلی مهم اول راه آهن شمال و دوم راه آهن سریع السیر تهران به اصفهان و مکانیابی ایستگاه قطار خواهد بود. امیدواریم نتیجه مذاکرات اولیه به پروژه مشترک توسعه یکپارچه راه آهن شمال با شرکت راه آهن ایران و نتیجه موضوع دوم به تکمیل دفترچه راهنمای سمینار مشترک MAS ETH و دانشگاههای ایرانی در اردیبهشت سال 1398 منجر شود.
