Description: This property has potential cultural heritage value for its historic farmstead, including the c. 1870's stucco farmhouse and for its association with the Clements family". General Description Priority Level The property is included in the North Oakville East Secondary Plan The property contains a vacant farmhouse which has been boarded up. Built c. 1870, it is a oneand-a-half storey building with an L-shaped plan, a cross-gable roof, stucco exterior and a bay window. It is set back from the road and surrounded by trees, with open fields and pasture to the north and east. A gravel drive links the house with the road. Recommendations for future action: Continue to keep this property Listed on the Register of Properties of Cultural Heritage Value of Interest (NOT Designated); Consider initiating a rural properties study to evaluate and consider protection and planning for farmsteads as a group; and The property is currently listed as the Clements Family Farmhouse in the Heritage Registry. It should be the Matthew Clements Farm. Town documents need to be updated to reflect this. 3. Documentation and Inventory of Built Form List of Built Features: A one-and-a-half-storey house built c.1870 with an L-shaped plan, cross gable roof, stucco cladding; and Photos provided by staff c show a large wood barn, on cinderblock founding, with the most of the exterior walls removed. Unable to confirm from the road if the barn is extant on the property. 4. Documentation and Inventory of Natural Form List of Natural Features: Beautiful, mature Spruces, Poplar, Catalpa, Black Locust, Cedar row, young Spruces; Overgrown with Walnuts, shrubs, Goldenrod; Scots Pines buried amongst undergrowth in south west corner of lot (planted intentionally); and Mapping suggests a large pond is located on the property. This could not be confirmed at site inspection. 5. Historical and Thematic Associations The 1806 Wilmot survey shows Hugh Howard on Lot 12, Concession 1, NDS (Figure 3). 1 Matthew Clements took ownership of the property in 1855 and built the house c It remained in the Clements family until Matthew s family was one of the earliest to settle in Trafalgar Township. John Clements ( ) emigrated from Ireland in 1823, settling first in Cornwall, then Little York and finally arriving in Trafalgar Township in He married Jane Barr in 1823, and they had ten children. 4 Known as a zealous Christian and an upright man he lived on the property until his death in Matthew Clements ( ) was John and Jane s eldest son. 6 He had a common school education and worked as a farmer for 31 years in the Township of Trafalgar. The 1877 Map of Trafalgar Township shows M. Clements on the 100- acre parcel at the north end of Lot 12 Concession I, NDS. There are two buildings and two orchards on the property. A small parcel at the northwest corner of the lot, likely one acre, is owned by E.M. McLernan (Figure 4). 7 Matthew Clements (Figure 5) married Margaret Clements (nee Orr) in 1853 and they had two sons and a daughter. A strong supporter of the temperance movement, Mr. Clements was very active in the political and social life of the community. He served as an assessor for eleven years, was elected as councilman for the township (1868) and Town Reeve ( ), and was Warden of the county for many years. 8 He moved to Milton and was appointed Sheriff of the county in 1882, a position he continued to hold until at least The property was sold to Richard Biggar in 1891 and subsequent owners include: Albert Biggar ( ), Sybil M Calverley ( ); Hugh Calvin Calverley ( ); John Leveson and Frances Hazel Calverley ( ); Irene and Andrew Posa ( ) and Ontario Limited (2006-Present). 10 Numerous historic photos of the house were provided by Sybil Rampen (nee Calverley) (Figures 6, 7 & 8). 1 Wilmot Survey, Sue Schappert, Town of Oakville Research Report. 8 7. Contextual Associations The property is located on the east side of Trafalgar Road and is surrounded by open fields to the north and east. On the other side of Trafalgar road there is a residential property, surrounded by open agricultural fields. The property is associated with the adjacent lot to the south (3371 Trafalgar Rd), as both were owned by members of the Clements family. The property was originally associated with the farm land surrounding the property as the Clements family spent many decades farming this land. 8. Evaluation (O. Reg 9/06) O.Reg.9/06 Criteria 1. The property has historical value or associative value because it, i. has direct associations with a theme, event, belief, person, activity, organization or institution that is significant to a community, ii. yields, or has the potential to yield, information that contributes to an understanding of a community or culture, or iii. demonstrates or reflects the work or ideas of an architect, artist, builder, designer or theorist who is significant to a community. 3. Analysis & Recommendations Potential Heritage Value: The property may have heritage value as a representative example of an Ontario farmhouse type, depending on its integrity and whether it retains its heritage attributes. There is no evidence of an intact cultural heritage landscape staff has suggested that a barn exists, but it was not confirmed during the roadside visit. Actions: The property is one of a number of former farmsteads listed on the Town Register of Properties of Cultural Heritage Value or Interest. It may be beneficial for the Town to look at these farmsteads as a group before making decisions about their heritage value and the appropriate means of protection. The Town could consider a heritage designation under Part IV OHA, but this may be an inappropriate tool to protect a Continuing (Evolved) Landscape; such a property may be better conserved through zoning or other planning measures. A medium priority level is recommended for the following reasons: Potential loss of cultural heritage resources due to neglect; Potential development of surrounding landscape. 11.
