7 Appendix 2 Project title: ELGIN STAINLESS STEEL ART DESIGN COMPETITION Project background As part of the revitalisation of the Elgin shopping complex the Landscape architect suggested that stainless steel plates etched with design that represent Elgin could be suitable to cover bare walls along the street facades (with owner agreement). These plates would be etched with designs selected STATEMENT OF DESIGN INTENT The Gisborne District Council is staging an art competition, seeking design proposals for stainless steel artwork to be placed on wall facades within the Elgin Shopping Centre as part of that area s revitalisation. Elgin is a diverse community with an important Maori heritage which is celebrated by native tree named streets. The community demographic is mainly Maori and has a high proportion of children and youth amongst its residence. The competition is seeking a design for stainless steel plate wall art that balances boldness of vision with careful attention to how this community is. It is intended that this artwork will strengthen the connections between the shopping centre and the community while enhancing the aesthetic look of this public space. Objectives The overarching objectives of the competition are to: Revitalise the Elgin Shopping Centre to reflect a modern and vibrant community To showcase local art that has been inspired by Elgin s history, heritage and people. Provide a significantly improved public environment that is distinctive and identifies Elgin as a community of difference. Provide a value-for-money solution to countering vandalism and graffiti occurring in Elgin s public spaces. Vision This competition is seeking art designs that will support Elgin s revitalisation and enhance the visual impact of the shopping centre to residents and visitors. By participating in this competition you will be part of generating Elgin s future vision. The competition sites are prime locations within the shopping centre Beyond the Competition By entering this competition your design will contribute to the future redevelopment of this key Elgin area. 8 This competition will support the community and Gisborne District Council s revitalisation of the area by enabling incorporation of artwork that reflects the spirit of the community to be included. Awards This competition is open to everyone. A total prize pool of $1,000 is available in the following categories: Open $800 - For the best overall presentation of a coherent and potentially deliverable concept. Student $200 - For the best Student Entry (Student is defined as aged 16 years or under). Assessment The panel made up of Gisborne District Council and E Tu Elgin Trust representatives will have absolute discretion in assessing the submissions. All entries must be submitted with the name, age, address, phone or other contact information on a separate piece of paper. Style of Design The design must be suitable to be etched e.g. carved / engraved onto a stainless steel plate either: 1600 x 1600 horizontal or 800(w) x 1200 (h) vertical. This flat plate will be attached to a concert wall service. The following is an example of the type of design we are looking for, however the design must represent an image that reflects and represents Elgin and its community. Please note: that fine detail is not practical or desirable. Work must be Original Suitable for community viewing Criteria for judging Based on the artwork designs submitted to our competition, they will be judged based on the following elements of artistic expression: 1. Interpretation and the clarity of the theme to the viewer. 2. Creativity and originality of the depicted theme. 3. Quality of artistic composition and overall design based on the theme. 10 4. Overall impression of the art. What is the effect of the artwork in general and as a whole? Overall, does the artwork stand on its own as a complete and outstanding work of art? Copyright and Intellectual Property All information and material comprising an entry will become the property of Gisborne District Council upon delivery. By submitting an entry to this competition, an entrant: agrees to be bound by the these competition terms; confirms to Council that their entry is an original work which they have devised and produced; warrants to Council that the entry does not infringe the intellectual property rights or moral rights of any person; grants to Council a perpetual, worldwide, royalty free, non-exclusive licence (including a right to sub-licence) to use, reproduce, adapt, modify or publicise the entry or any part of the entry (including all information and material comprising the entry and all intellectual property rights associated with the entry); acknowledges that Council may itself or authorise other persons to use, reproduce, adapt, modify or publicise the entry or any part of the entry (including all information and material comprising the entry and all intellectual property rights associated with the entry) in the design of a redevelopment of the site and any subsequent development of the site; agrees to do nothing that prevents or hinders Council from using, reproducing, adapting, modifying or publicising the entry or any part of the entry (including all information and material comprising the entry and all intellectual property rights associated with the entry) in connection with the design of a development of the site and any subsequent development of the site; acknowledges that Council may or may not use any aspect of any awarded or unawarded entry. Creation of Artwork The Gisborne District Council will arrange for the winner/s artwork to be created by a professional engineering firm and when ready for installation this will be done by a contactor under the direction of the Gisborne District Council.
