4 Application for review 1 Preamble 1. My name is Craig Czarny and I am a director of Hansen Partnership. I have over 30 years experience in urban design and landscape projects in Australia and overseas. I hold a Bachelor degree in Urban Planning and a Masters degree in Landscape Architecture and have provided urban design, streetscape, public domain and landscape planning advice on a number of important development projects of varying scale. Projects that I have managed have received awards from the Planning Institute of Australia (PIA) and Australian Institute of Landscape Architects (AILA). I have also served as a sessional lecturer at Melbourne University, a sessional member of Planning Panels Victoria and judge of local and international design projects. I am recipient of the 2008 Victoria Medal for Landscape Architecture and a Fellow of the Planning Institute of Australia. 2. I have been engaged by Kaufland Australia to consider a proposal for freestanding signage at 03 Kaufland supermarket development sites at: a) High Street, Epping Victoria, 3076; b) 266 Maroondah Highway, Chirnside Park, Victoria, 3116, and c) 15 Gladstone Road, Dandenong, Victoria, 3175; and prepare photomontage images of the proposal from a number of vantage points on: High Street, Epping; Maroondah Highway, Chirnside Park; and Princes Highway, Dandenong 3. A team comprising urban designer, photographer and surveyors visited the site on 19/11/2018. In preparing the photomontage images, the following information was relied upon: Architectural drawings prepared by Leffler Simes Architects, dated 08/11/2018; Survey data obtained on site by Mr Ken Toleman, a licensed surveyor and Director of Geocomp International Pty Ltd, and Digital photographs taken on site by Mr Sang Han. 4. The photomontage images were prepared by Mr Sang Han, a qualified architect employed in my office. I did not personally prepare the photomontages, however in my capacity as a Director at Hansen Partnership, these documents were prepared under my supervision and direction. I reviewed the documents and approved them. 5. I declare that I have no relationship with my client other than an agreement to prepare this evidence statement. urban planning urban design landscape architecture
5 Application for review 2 Technical methodology for photomontage preparation 6. The photomontage process undertaken utilised the following software programmes: Autocad LT 2019; for compilation of site survey information and cadastral information including topography and property boundary data, referenced to both Australian height datum and Australian Map Grid data. 3ds Max 2019 (3D modeller); for construction of a threedimensional model of the proposed development by Hansen Partnership Pty Ltd based on the architectural drawings prepared by Leffler Smies Architects, dated 01/11/2018. Positioning and alignment of the threedimensional model of the proposed development is based on photo locations and reference points obtained on site by Geocomp Consulting Pty Ltd, referenced to both Australian Height Datum and Australian Map Grid data. VRay (rendering software); for applying textures to the model of the proposed development to replicate the architects proposed treatments and finishes, and applying light settings to replicate the existing conditions of the day the photos were taken. Adobe Photoshop CC2018; for rendering views from the dimensional modelled cameras. Locations are superimposed into the photograph without any distortion or manipulation, except for necessary changes to provide a true representation of the proposal within its context. Adobe Illustrator and Indesign CC2018; for sheet layout and text compilation. 7. The 3 Dimensional model of the proposed development was prepared by Hansen Partnership Pty Ltd. The positioning of the model in 3ds Max 2019 (3D modeller) is based on information referred to in paragraph 3 of this evidence statement. 8. The model utilises photo locations and reference points obtained on site by Geocomp Consulting Pty Ltd, referenced to both Australian Height Datum and Australian Map Grid data. Overlaid on these reference points was a threedimensional representation of the proposed development. Those reference points are included in survey data provided by Geocomp Consulting and identified graphically in the survey control point photographs provided in Appendix C. 9. The photos used in the photomontages were taken using a Digital SLR camera (Canon EOS 5Ds) with a lens. 10. The positioning of the camera was set upon a spirit levelled tripod oriented towards the proposed development and taken at a height of 1.6m above ground level. The camera was not tilted but rather set as horizontal. The photographs were taken on the 19/11/2018 between 10.30am and 01.30pm. urban planning urban design landscape architecture

33 Craig Czarny Director I phone I mobile Summary of Experience Craig is a leading urban design and landscape architect with over 26 years experience across design practice and research, and has an outstanding array of local and international project experience. Craig is a highly regarded contributor to the urban design and landscape debate in Melbourne and overseas through regular project work, publication and conference presentations and is engaged by both government and private sectors to give advice on urban design, landscape and environmental matters. Craig s project work addresses the spectrum of critical design matters facing cities, spaces and places today. He is a strong advocate of strategic design processes and is regularly involved in broad scale land management and city planning initiatives. His expertise in built form analysis and master planning extends to the more intricate design of urban and landscape spaces. This has been demonstrated in considerable project work within both Australia and SouthEast Asia and in North and South America and Great Britain. In addition to his project work, Craig is also an active contributor to research, having served as a sessional lecturer at the University of Melbourne and a regular juror for both local and international urban design and landscape architectural project awards.
