3 Placemaking is a multifaceted approach to the planning, design and management of public spaces. Placemaking capitalizes on a local community's assets, inspiration, and potential, with the intention of creating public spaces that promote people's health, happiness, and well being.

17 The information provided in this presentation is meant to encourage dialogue between Council and Staff so that a Basis of Design can be established as a guide when working with architects to design park master plan elements. This approach would ensure a consistent implementation of park development elements.

18 Decisions need to be made in the next 4-8 weeks regarding the type, style, & design of various elements (i.e. the Amphitheater, Restroom & Concession Facilities, Pedestrian Plazas) defined in the Allen Pond and Whitemarsh Park Master Plans so that our hired consultants designing these elements may develop conceptual options and their respective cost estimates. Each of these master plans has items identified in the FY16 budget for design, with construction taking place in FY17. The following slides detail specific elements of the Allen Pond and Whitemarsh Park Master Plans.

20 Allen Pond Park Basis of Design Elements for Park Improvements Staff requests concurrence on the following design elements: New amphitheater in general location as per the master plan Inclusion of tiered seating concepts as appropriate Creation of a pedestrian plaza adjacent to the amphitheater and restrooms incorporating appropriate shade elements Construction of sufficiently sized restrooms for park patrons and events Consideration of creative storm water management features and landscaping Consideration of a water feature within park

21 Whitemarsh Park Master Plan- Adopted CIP Budget- FY2015-Conceptual Design of Restroom/Concession Facility ($25,000) FY2016- o Design of Parking Lot A, B, E ($204,400) o Design of new Pedestrian Plaza to allow for placement of Restroom/Concession facility and Play Area($46,300) FY2017- Construction of Pedestrian Plaza, to include Restroom/Concession Facility and new Play Area ($1,290,000*) *anticipated costs subject to A&E verification and final design Planned Pedestrian Plaza Area To Include Large Playground at Southern End: Remaining Area is Roughly 14,000 SF
